基于三维可视化技术的“两沙”海域地理信息管理系统探讨

根据"两沙"(蒋家沙、竹根沙)海域开发利用与海域动态管理工作实际需求,提出三维可视化技术的"两沙"海域地理信息管理系统建设思路与内容,合理规划利用海域资源信息,建立面向海域管理、海洋执法、海域经济资源、海域特性演变等方向的综合应用信息系统,实现海域管理信息资源的整合、共享与利用,提高对"两沙"海域使用状况的掌控能力,使全覆盖、全时段的动态监管成为现实,为"两沙"海域管理提供快速、高效的技术支撑与决策依据。     

创建平安"两沙" 走坚实的安全监管之路

加强"两沙"海域安全管理是构建和谐"两沙"、打造平安"两沙"的必然基础,是促进"两沙"经济可持续发展的根本前提,也是保证社会稳定和渔民安居乐业的重要保障.生产环境的复杂、养殖方式的多样和生产过程的独特决定了"两沙"海域安全生产管理工作的艰巨性.面对当前严峻的安全生产形势,安全管理工作必须注入更多的现代化理念,与时俱进,更新安全观念,创新监管举措,走一条坚实的"两沙"海域安全监管之路.     

团结奋进开拓创新推动"两沙"海域综合管理新跨越

一、"两沙"海域综合管理现状 2007年是"两沙"海域管理工作稳步推进的一年,在江苏省海洋与渔业局和"两沙"海管会的领导下,"两沙"海管办以科学发展观为指导,以维护区域用海稳定、促进区域团结和谐为目标,以加快海洋经济发展、保障用海者合法权益为宗旨,坚持"依法治海、科学用海、团结管海"的原则,结合"两沙"海域实际,合理安排工作进度,把握工作重点,突破工作难点,探索长效管理机制,取得明显成效.     

统一思想强化管理开创"两沙"和谐海域新局面——2006年"两沙"海管会地方工作会议上的讲话

根据江苏省人民政府办公厅《关于对蒋家沙竹根沙海域实行省统一管理的通知》精神,江苏省海洋与渔业局于2006年3月10日在南京市成立了"江苏省蒋家沙竹根沙海域管理委员会"(以下简称"两沙"海管会),下设办公室挂靠在江苏省海洋渔业指挥部,具体负责"两沙"海域内的海洋与渔业行政管理工作,依法受理"两沙"海域渔业用海申请并进行审核.为平稳推进"两沙"海域重新确权工作,围绕"科学用海、团结管海、依法治海"三原则以及"科学用海的示范区、团结管海的和谐区、安全生产的放心区"的建设目标,我们要统一思想,强化管理,不断开创和谐"两沙"新局面.     

加大安全监管力度扎实推进海洋渔业安全生产

江苏省人民政府在划定南通、盐城两市间海域行政区域界线的同时,从缓解用海矛盾、便于管理、促进稳定和谐的高度出发,决定将蒋家沙竹根沙海域(以下简称"两沙"海域)划归省管,并要求将"两沙"海域建成全省安全生产的放心区.     

应用灯光罩网开发三沙海域渔业资源

文章通过分析三沙市所辖海域的头足类资源,灯光罩网渔船、渔具渔法、渔获物组成及经济效益分析,得出：三沙市沿海头足类资源丰富,开发力度不足,具有进一步开发的潜力,而灯光罩网主要捕捞对象为头足类,其中尤其以枪乌贼和鸢乌贼为主,灯光罩网渔业经济效益良好。建议：① 以头足类渔业为三沙海域渔业开发重点,以开拓南沙金枪鱼资源为辅,带动三沙海域渔业的新发展;② 鼓励和扶持大型灯光罩网渔船的发展;③ 转移部分南海灯光罩网渔船到三沙市;④ 在三沙市建设一个具备避风补给的渔港。     

狠抓海洋综合管理 大力发展都市渔业 努力开创海洋与渔业工作新局面

一、发挥资源比较优势,加快都市渔业发展步伐青岛市崂山区濒临黄海,位于青岛市东部,海岸线全长103.7km,辖大、小海岛15个,领海基线内海域面积3700km2,拥有国家一级和二级渔港各1处,群众渔港14处,优良海湾6处,可用于养殖的海域面积2万hm2余。海域广阔,水质肥沃,有水生动植物优良繁育的自然环境。海域栖息的海洋生物繁多,潮间带藻类有100余种,底栖动物300余种,鱼类119种,主要经济鱼类49种,为发展海洋生物增养殖提供了丰富的资源条件。全区渔业村27个,渔业劳动力2.2万人,占全区劳动力总数的23.1%,机动渔船2422艘,总吨位10113t。近年来,崂山区海…     

江苏省管“两沙”海域现状、问题及发展对策

2005年10月,根据国务院的统一部署,江苏省依法勘定了南通、盐城两市的大部分海域行政区划界线。依据《海域使用管理法》,江苏省政府决定,尚未确界的蒋家沙海域和竹根沙海域(以下简称"两沙"海域),位于南通与盐城市交界处,涉及毗邻两市三县,即盐城市的东台县(市)和南通市的如东县、海安县,总面积593.7平方千米,由江苏省实行统一管理。江苏省管海域内的海洋与渔业行政管理权由江苏省海洋与渔业局统一行使,涉及公安、司法等管理的,由有关部门指定管辖。"两沙"海域地处江苏省辐射沙洲沙脊群中部,受众多沙槽海流冲击以及沿岸流系变化的影响,局部沙洲滩涂年际消长明显;由此也形成辐射沙洲海域特殊的地理地貌和十分丰富的基础饵料,使其成为吕四渔场多种水产经济生物的繁育场所,持续不断地为吕四渔场主要捕捞对象补充新生群体。"两沙"海域的开发利用是江苏省海洋与渔业事业的重要组成部分,也关系到盐城和南通沿海经济的健康稳定。因此,根据"两沙"海洋区划组建"两沙"管理机构,负责落实相关管理责任非常必要。按照法律授权和江苏省政府意见,参照"湖管会"模式,江苏省海洋与渔业局组建"海管会",即组建由两市三县人民政府和海洋与渔业行政主管部门领导、有关乡镇领导以及公安、边防领导参加的江苏省蒋家沙竹根沙海域管理委员会(以下简称"海管会"),海管会下设办公室为其日常办事机构和江苏省海洋与渔业局的派出机构,直属江苏省海洋与渔业局领导。海管会办公室(以下简称"海管办")具体负责"两沙"海域内海洋与渔业行政管理,依法受理"两沙"海域使用申请。

营口市海水浴场资源环境容量分析

营口市位于辽宁省的中南部,面对渤海的辽东湾,背依鞍山市平原丘陵,东邻辽东崇山峻岭,西接盘锦市沿海平原,有辽河蜿蜒人海,海岸线绵延曲折。由于受海洋、河流的影响．营口市四季分明,气候宜人,蕴藏着丰富的滨海旅游资源,海蚀景观、地质珍迹、人文景观等资源各显异彩;尤其是海水浴场,条件极为优越,与国际上一流的海水浴场相比．毫不逊色,在某些特征上还稍胜一筹。     

A method of estimation of the results of reconstruction of the trajectories of drifting buoys

A method for the estimation of the results of reconstruction of the trajectories of drifting buoys is proposed. It is based on the comparison of the estimates of power spectral densities for the components of current velocity computed according to three data sets: the data set of the coordinates of a drifting buoy with a built-in GPS receiver, the data set of coordinates formed on the basis of the first set but with data missing and observational errors corresponding to the actual trajectory measurements by the Argos satellite location and data collection system by the Doppler method, and the data set of coordinates obtained as a result of interpolation of the second set. As an example, we consider the procedure of realization of the proposed method and demonstrate the efficiency of its application for the improvement of the reliability of reconstruction of the trajectories of drifting buoys.     

Estimates of fishery potentials of the EEZ of India

An attempt has been made to estimate the fishery potentials of the EEZ of India on the basis of data on primary and secondary production. The total column primary production and zooplankton production have been calculated to be 265·9 and 9 million tonnes of carbon per year, respectively. From these values the fishery potential has been estimated as 2·5 million tonnes per year. To this, if we add the estimated demersal fish catch, being 1·2 million tonnes per year, the total potential yield comes to 3·7 million tonnes per year. Since the present average total catch is about 1·6 million tonnes in a year, the fish catch could be doubled.     

韩国的海岸带综合管理

1992年，联合国21世纪议程提出了综合管理的概念，并认为它是海岸管理的最重要目标，而海岸管理的目的就是改进业已存在的管理实践的效率和效果。在21世纪议程的实施过程中，沿海国家面临着巨大的困难，即：为了使综合管理在实践中具有可操作性而建立适合的政府机构。韩国正是在国家范围和次一级区域进行这项工作的实验场所。这项工作的最重要成就是在1996年成立了具有综合协调各涉海部门职能的韩国海洋事务与渔业部（MOMAF）。这篇文章的内容主要来自于这些观察，即韩国政府为建立海岸带综合机制而进行了各种努力，特别是1992年联合国环发大会召开后到1997年初海洋事务与渔业部成立了海岸带管理处这段时间里开展的各种工作，文章重点在于评价在建立海岸带综合机制的过程中综合的概念是如何被应用并被挑战的。文章提出了在东亚地区沿海国家开展合作的可能区域的建议。

介绍了海鸟系列温盐深测量仪(CTD)原始数据预处理的方法和步骤,解释各个过程中的原理,根据规范和工作实际对处理过程中存在的问题进行分析,提出解决方案,针对资料的标准化提出建议和意见。     

A model of the dynamics of the ecosystem of the Sea of Azov

We use many-year archival observations of hydrologic and hydrobiologic state of the Sea of Azov for the identification of the structure of a model of its ecosystem. The ecosystem model, supplemented with expert estimates of bioresource consumption (fish reserve), contamination level, and possible ecologic fines for violation of the sea natural state, is formalized by the method of system dynamics. Hereat, the major part of influence functions is found in terms of observational data with application of self-organization algorithms. We also present the results of simulated experiments with the model of the ecosystem, which enable us to analyse scenarios of its behaviour under the influence of various external factors (wind, river discharge, water exchange with the Black Sea, etc.). Analysis of photographic images of the structure of the surface of the sea near a speck of light

Values of root mean square slope ₀ and its variations -₀ are estimated using the brightness field of an image of the surface of the sea near a speck of light. When ₀ and -₀ are defined it is highly important to take into account direct as well as dissipated solar radiation.The space-time analysis of the structure of the image brightness field is performed. This gives an opportunity to estimate dispersion relationship and the running effect of a brightness contrast packet. Comparison of the parameters obtained with the theoretical dispersion ratio of internal waves (IW) allows one to make a conclusion that IW surface manifestations are recorded in a frame.UDK 551.463.5     

Generation of long waves in a basin of variable depth in the process of formation of a region of perturbations of atmospheric pressure

We perform the numerical analysis of the long-wave response of the free surface of a fluid in a basin of variable depth to the formation of an anomaly of the baric field for a finite period of time. In numerical experiments, we use the distribution of depths typical of the south coast of the Crimea. We also study the dependence of the dynamics of the sea level in the zone of the baric anomaly and in the shelf zone on the space and time scales of local changes in the field of atmospheric pressure in the open part of the basin.
