矿产资源开采中的供地方式

矿山企业是用地大户，往往也是占用耕地、污染环境、破坏生态的大户 　对矿山企业用地实行有偿使用，并由其对占用的耕地进行复垦，对污染的环境进行治理，是用 地制度的一项改革。但这一改革还不尽完善，使矿山企业面临诸多新的矛盾 　如何完善矿产资源开采中的土地供应方式，作者的一些设想颇有见地

Ocean circulation in the Yellow and East China Seas is very rich in mesoscale phenomena, such as eddies, fronts, upwellings, river plumes, etc. Among others, having drawn tremendous attention from oceanographic community in the past for nearly 50 years are mainly the Yellow Sea Cold Water Mass (YSCWM) and its related circulation, the Yellow Sea Warm Current (YSWC), the East China Sea     

Tidal effects on temperature front in the Yellow Sea

Temperature front (TF) is one of the important features in the Yellow Sea, which forms in spring, thrives in summer, and fades in autumn as thermocline declines. TF intensity ⋎S _T ⋎ is defined to describe the distribution of TF. Based on the MASNUM wave-tide-circulation coupled model, temperature distribution in the Yellow Sea was simulated with and without tidal effects. Along 36°N, distribution of TF from the simulated results are compared with the observations, and a quantitative analysis is introduced to evaluate the tidal effects on the forming and maintaining processes of the TF. Tidal mixing and the circulation structure adapting to it are the main causes of the TF. 对现行《土地管理法》一些问题的研究

现行土地管理法主要内容和优势 一、现行土地管理法的主要内容的研究 1998年修订的新<土地管理法>主要内容包括:(1)保护耕地.保护耕地是我国土地管理法的核心内容,包括:确立了耕地总量动态平衡制度,明确了省级政府保护耕地的责任;确立了耕地占补平衡制度;将基本农田保护制度上升为法律,规定国家实行基本农田保护制度;加强了对建设用地总量和城市建设用地规模的控制,规定下级土地利用总体规划中的建设用地总量不得超过上级土地利用总体规划确定的控制指标;城市建设用地规模应当符合国家规定的标准等.     

中国将设立国有土地收益基金

据透露．2005年政府将要设立国有土地收益基金。近年来．由于许多地方政府，片面追求政绩工程，到处圈地占地以地生财，把70年的土地收益用于本届政府土地开发和城市建设，导致许多中等城市，特别是东部城市现在已经没有地可卖．这样直接影响到了下届政府的土地收益，为此国家准备从今年开始设立国有土地建设资金，也就是将卖地收益纳入基金，为以后政府的使用做准备。     

淄川区加强汛期地质灾害防治工作

一是制定防灾预案。淄川区制定下发了《2005年汛期地质灾害防灾预案》，将6—10月份划定为重点防范期，明确了汛期易发生地质灾害点的分布、影响范围，提出了防范对策和措施。二是建立健全群策群防网络。实行地质灾害防治乡镇政府负责制，国土资源部门统一管理，水利、农业、林业、交通等有关部门积极配合，建立区、镇、村三级群测群防网络，将灾害点的监测和防治任务落实到具体的单位，做到任务到人，责任到人。三是建设防治队伍。组建地质灾害监测队伍，完善预警机制，做到快速反应；组建地质灾害抢险队伍，一旦出现灾情立即出动；组建救灾队伍，遇到灾情后，能使重要的生产、交通等尽快恢复，使人民群众的生活得到妥善安置。     

2005年国家房地产相关政策及分析

2004是中国房市暴涨的一年，房价的快速上涨打破了大多数中国人的购房梦想，2004年1～11月份，全国商品房平均销售价格为每平方米2759元，同比上涨12．5％，全年各月与2003年相比，平均涨幅将近10％左右，2004年全国商品房平均售价为2714元／平方米，比1998年增加651元．年均增加93元，而2004年比2003年增加355元，远大于1998～2003年的年均增量。房价无休止的上涨已与居民收入比例产生明显的矛盾，据测算，全国35个大中城市房价收入比平均水平为11．6倍，
