宁南县城后山泥石流综合治理工程财务管理

宁南县城后山泥石流综合治理工程总预算为159.00万元,实际拨款129.01万元。为用好这笔资金,严格了财务管理制度,采取了专项资金专人管理措施,加强对用工、材料、资金和施工等的管理,使工程不但超计划数量完成,而且未追加投资,做到了费省效宏,较好地发挥了投资效益。     

南坪县城后山泥石流及其综合治理

四川省南坪县属泥石流频繁暴发地区。历史上曾因关庙沟和轩福沟的泥石流暴发而迫使县城两次搬迁。建国以来,南坪县城后山泥石流曾多次袭击县城,造成严重灾害。每逢雨季人心惶惶,干部群众纷纷要求再次搬迁县城。若要搬迁,约需搬迁费5000万元。为了保障县城城区人民生命财产的安全,四川省人民政府批准拨款165万元,采取民办公助的形式,对后山泥石流进行综合治理。在省防汛抗旱指挥部的具体部署下,中国科学院成都地理研究所对区内泥石流进行了调查,并会同南坪县有关部门制定了后山泥石     

宁南县城后山泥石流生物治理

后山属泥石流活跃区,需加以治理。治理区面积8.39平方公里,县城面积2.00平方公里。1985—1989年开展治理。后山泥石流生物治理总投资10.09万元。其完成的工程有:造林面积2077亩,栽桑面积50亩,栽油桐面积450亩。生物治理后,创产值48.74万元。因而投入与产出比1.0∶4.8。森林覆盖率从1985年的27.3％增加到1989年的43.8％。生物治理在后山泥石流综合治理中起着举足轻重的作用。     

四川泥石流治理的又一个好榜样

七十年代末,由四川省防汛抗旱指挥部负责全川泥石流综合防治的管理、统筹和协调工作以来,又一个泥石流治理试点工程——雅安泥石流治理试点工程通过验收。 1984年4月19—23日,我部在雅安市举行的四川省雅安陆王沟、干溪沟泥石流(简称雅安泥石流)治理试点工程鉴定验收会议上,验收了雅安泥石流治理工点,这是四川泥石流治理的又一个好榜样,因为该工点的治理原则可行,工程质量好,效益明显,治理结果具有一定的科研价值。 在此之前的1983年10月,四川省人民政府在南坪县召开的四川省泥石流防治及学术交流现场会议(简称南坪现场会议)上,验收了南坪后山泥石流治理工点,它已为四川泥石流治理树立了一个良好的榜样。     

泥石流生物生态工程治理及其效益--以云南南涧县城后山为例

以南涧县城后山泥流为研究对象,采用沟,坡同治,重在调蓄水工程建设以改善山地水分循环,削减地表径流,调节洪水,稳固松散性,促进植物生长等一系列措施。据此,提出了以生物治理为主,土建工程与社会管护相结合的生物生态工程泥石流的方法。     

记四川省泥石流防治及学术交流现场会

四川省人民政府主持的全省泥石流防治及学术交流现场会于10月14—19日在四川南坪县召开。会议内容有:1.验收南坪县后山泥石流治理工程;2.总结泥石流防治经验,进行学术交流;3.成立四川省地理学会泥石流专业委员会。全省16个地州市及18个泥石流重点县的代表,有关科研单位及大专院校的专家、教授,省级机关、出版部门、有关部队及兄弟省的代表共120人参加了这次会议。参加学术交流的论文或报告计20多篇。 会议由以省人大常委冀文广同志为首的领导小组主持,刘纯夫副省长会前曾到南坪参观过后山泥石流治理工程,     

干热退化山地不同类型侵蚀沟生物生态工程治理试验研究

冲沟是生态环境治理和控制泥石流活动的关键地段。结合云南南涧县城后山泥石流生物生态工程治理试验示范研究,总结出由土石混砌与土木筑造结构的生物谷坊,浆筑结构拦坝和谷坊等组成的沟道侵蚀治理方法,并成功地进行了相应的生物坝系建设,筛选出大叶桉,赤桉,马鹿花,台湾相思,马占相思,新叶合欢,夹竹桃等一批适宜干热生境和沟道植被恢复及防护林建设的植物种类,同时采取冲沟与谷坡同时整治,生物治理与调蓄水措施相结合的坡面治理方法。结果表明,这些生物生态工程措施对于防止沟床侵蚀,抑制泥石流活动和护床固坡效果显著。     

四川省新龙县大盖乡土木寺后山沟泥石流工程治理规划方案研究

四川省新龙县大盖乡土木寺是藏区重要的宗教寺庙之一，以其佛学精义、建筑艺术和文化珍藏而著称于世。近几年来土木寺后山沟泥石流频繁爆发，严重影响并威胁着土木寺僧侣和当地信教群众的生命财产安全，民族文化遗产危在旦夕，亟待拯救。作者在土木寺后山沟进行了泥石流影响区的地形测量和工程测量，完成了１：１００万的地形测量图和工程测量图，对该泥石流的形成条件、活动危害特征和发展趋势都作了分析研究。在此工作基础上，提出     

汶川震区北川县城魏家沟暴雨泥石流灾害调查分析

2008-09-24强降雨过程导致汶川震区北川县城魏家沟泥石流暴发,对老北川县城造成了严重的破坏.由于这场泥石流灾害发生在汶川地震高烈度区,是地震与降雨共同作用下的结果,研究其形成与成灾过程,对于进一步认识强震区泥石流发育特征具有萤要的意义.根据现场调查和高分辨率航空图像解译,分析了魏家沟泥石流流域特征,特别是地震条件下的泥石流物源特征,在此基础上讨论了泥石流起动过程和堆积过程.魏家沟泥石流典型实例表明了汶川震区泥石流已进入一个新的活跃期.因此,应该开展对汶川地震区的泥石流风险评估和监测、早期预警等研究,采取有效的工程措施控制泥石流的发生和危害.     

四川省宁南县城后山泥石流激发雨强

根据宁南县城后山垂直剖面观测资料，对本区降雨的垂直变化及泥石流激发雨强作了探讨。当地暴雨泥石流发生所需的１０分钟雨强ｉ＿（１０ｍｉｎ）和前期降水量Ｐａ组合为：：ｉ＿（１０ｍｉｎ）≥１５ｍｍ∩Ｐａ≥５０ｍｍ，或ｉ＿（ｍｉｎ）≥１０ｍｍ∩Ｐａ≥６５ｍｍ，或ｉ＿（１０ｍｉｎ）≥５ｍｍ∩Ｐａ≥９０ｍｍ。超过上述各组合值就有可能暴发泥石流。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.

Much science-fiction literature is based upon the creation and exploration of alternative environments. Stanley G. Weinbaum's short story, “Parasite Planet,”introduces an unusual environment that may be wrong in the light of recent evidence on Venus but still stimulates the geographical imagination.
