中国经济效率和全要素生产率的空间分异及其影响

运用Malmquist 指数模型测度了1990-2009 年中国省域的经济效率和全要素生产率, 并对其影响因素进行了分析。研究发现:在这20 年间, 中国的全要素生产率在全国层面及不同空间尺度的区域层面呈现波动状态, 且全要素生产率平均下降了1.35%。按照东、中、西和东北进行划分, 只有东部地区平均全要素生产率得到改善, 平均上升了2.37%, 上升的原因在于技术进步率显著改善;其余区域的全要素生产率均呈现不同程度的下降, 其中, 中部地区下降最多, 平均下降了4.45%;西部地区和东北地区的全要素生产率的平均增长率分别下降了2.78%和1.84%;原因在于中国技术效率、纯技术效率和规模效率的增长率在大部分年份出现了下降。从全要素生产率的影响因素上看, 经济集聚、人力资本、信息化、基础设施、经济开放度及制度因素对全要素生产率的影响为正;产业结构、政府干预和土地投入对全要素生产率的影响为负;但基础设施水平对全要素生产率的影响在统计学上并不显著。文章讨论了主要结果赋予的政策含义。     

中国区域工业全要素生产率的空间计量经济分析

全要素生产率(TFP)是一个国家或地区经济增长质量和技术进步、管理效率提高的重要标志,正确、科学测算TFP对区域经济增长和技术进步及政策研究非常重要。运用空间统计和空间计量经济学的空间自相关Moran指数、空间滞后模型和空间误差模型方法,基于2003年中国大陆31个省、直辖市和自治区的工业企业统计数据,对中国大陆省级区域工业全要素生产率进行了空间计量经济测算分析。结果发现,空间统计与空间计量经济学模型在测算我国省域工业全要素生产率中具有较好效果,利用这种方法测算的2003年中国大陆31个区域全要素生产率的实证结果比较符合工业生产率发展实际;在影响我国省域工业生产率的因素中,工业资本投入是造成工业经济增长率在东中西部地区之间和各个省域之间存在巨大差异的主要原因;劳动生产率水平偏低是制约我国省域工业生产率提高的主要瓶颈因素;2003年我国省域工业生产率增长是由资本和技术共同推动的。     

中国区域全要素生产率的空间溢出关联效应研究

运用空间计量模型对1990~2011年中国全要素生产率进行研究,发现：此间中国省域全要素生产率在大部分年份呈现了空间自相关性,表明这22 a间中国省域全要素生产率并不是完全的随机状态,受其它区域的影响。进一步运用空间计量经济模型从空间维度探究了区域全要素生产率的影响因素,研究表明：经济的集聚水平越高,全要素生产率会得到显著改善;人力资本对经济增长与效率的提升有着显著地积极作用,并表现一定程度的溢出;政府干预和产业结构对全要素生产率的影响为负,说明政府部门要减少对经济的干预;同时表明了中国的产业结构可能存在不合理的地方;信息化水平、基础设施水平对全要素生产率的影响为正,但基础设施水平在统计学意义上并不显著;民营化所占比重的提升对全要素生产率的改进是显著的,因为私有化致使企业的权力下放有助于提高技术效率;经济开放水平显著提升了中国的区域全要素生产率;中国部分省份土地投入规模过大而出现规模不经济的问题。从全要素生产率在各个地区间溢出的证据出发,各个地方政府在统筹区域经济发展的过程中不仅需要考虑本地区经济发展的实际,需要打破目前行政区经济的界限,实现跨区域的协调与合作,实现共赢,最终实现所有地区全要素生产率的提高。     

数字经济时代下的中国海洋经济全要素生产率研究

数字经济时代,数据成为新的核心生产要素。为探究数据要素在海洋经济全要素生产率变动过程中的实际价值增值过程,论文基于内生增长模型的演变规律,构建了包含数据生产要素的投入—产出指标体系,并依托DDF-Luenberger指数及其分解模型,测度2006—2018年间中国沿海11个省市区(不含港澳台地区)的海洋经济全要素生产率及各项要素的生产率变动情况。研究结果表明：① 整个研究期内中国沿海各地区数据要素化水平均实现不同程度增长,但区域间数字鸿沟问题依旧不容忽视。② DDF-Luenberger指数测度结果显示,2006年以来沿海各地区海洋经济全要素生产率均实现正向变动,且阶段性特征明显。③ 单项要素绩效测度结果显示,数据要素层面：仅仅拥有数据资源只是具备了将其转化为现实生产力的潜在可能,全要素数据生产率变动依旧更多地依赖于数字技术变动;劳动要素层面：数字经济的发展对于劳动力技能的提升表现出强者愈强的“马太效应”,研究期内沿海各地区全要素劳动生产率均呈上升态势;资本要素层面：全要素资本生产率变动呈现出明显的时间及空间差异化特征;资源要素层面：沿海省市全要素资源生产率大体上实现了正向变动且阶段性特征明显。     

吉林省县域经济效率时空格局演化研究

基于吉林省39个县域11 a的面板数据,采用DEA-Malmquist指数法测度县域的全要素生产率,并运用探索性空间数据分析手段（ESDA）,对不同时间维度的县域经济发展效率进行空间关联性与空间差异度分析。研究发现:①在考察期内,吉林省县域全要素生产率总体呈现波动上升,县域间的差异性表现出先扩大、后缩小的趋势。全要素生产率与县域经济总量之间不存在显著的正相关关系;②在全要素生产率改善方面,技术进步发挥了主导性作用,但近年来其对全要素生产率的贡献度逐年下降。而技术效率和规模效率对吉林省县域全要素生产率的促进作用在逐年增强; ③就全省范围而言,县域全要素生产率总体上不存在显著的全局空间自相关性,基本呈现随机分布的空间格局。但在局部空间尺度上,具有一定程度的空间集聚性,并且以高-高和高-低分布形式为主;④县域间经济效率的时空分异主要受其资源禀赋,以及在此基础上形成的县域经济分工、产业结构和经济集聚水平等的影响。     

基于DEA-Malmquist指数法的省域全要素生产率比较研究

基于DEA的Malmquist指数方法,选取2000-2012年的面板数据,在把劳动力受教育因素定量纳入TFP影响因素的基础上,测算31个省区市和全国平均全要素生产率及其构成。根据测算结果,对31个省区市进行聚类分析,并对全国和东、中、西部的全要素生产率增长进行收敛分析。结果显示:2001-2012年全国全要素生产率的增长率为负值,技术进步对全要素生产率的贡献总体好于技术效率,技术效率是制约全要素生产率提升的主要原因;全国区域全要素生产率变化情况在空间上呈现U形分布的特征,东、西部全要素生产率增长较好,中部有明显的凹陷现象,西部省份间的分化严重;全国和东、中、西部不存在全要素生产率增长的区域性绝对收敛,但存在条件收敛,表明东中西全要素生产率增长有明显差距并不会随时间缩小,但会趋于稳定,省域经济发展的非均衡现象将长期存在。以上研究结果的政策含义是:提升省域技术效率对全要素生产率更为有效,应重点改善中部低质增长区域,东中西应实施差异化发展政策。     

中国海洋经济全要素生产率动态分析及预测

运用DEA-Malmquist指数对2001-2015年中国沿海11省市(不包括港澳台地区)海洋经济全要素生产率进行测度分析,并使用PVAR模型,预测海洋经济全要素生产率及其内在机制的变化趋势。研究表明:1)从全要素生产率测度结果看,2001-2015年间全国海洋经济全要素生产率逐渐趋于平稳增长,沿海地区间发展差异逐步降低;2)从内在机制看,科技水平是最主要影响因素,海洋科技和制度管理水平的提高促进了海洋经济全要素生产率的提高,而现有海洋规模经济对生产率产生抑制作用;3)从预测结果看,在10年发展预测期内,海洋经济全要素生产率增速放缓,海洋经济发展模式将完成从资源要素投入型向科技创新驱动型的转变,形成以科技创新为导向的新型发展模式。     

中国制造业全要素生产率时空演变及影响因素

提高制造业全要素生产率是实现中国制造业高质量发展的重要途径。运用超效率SBM模型、标准差椭圆、空间自相关、地理加权回归等方法实证分析了2002—2016年中国制造业全要素生产率的时空演变特征及影响因素。结果显示：① 2002—2016年中国制造业全要素生产率总体呈波动上升趋势,由2002年的0.58上升至2016年的0.80;② 中国制造业全要素生产率的重心整体呈“西南—东北—西北”的变化格局,移动距离和速度逐渐缩小。标准差椭圆主要位于中国中东部地区,转角呈“缩小—增大—再缩小”的趋势,由偏东北—偏西南方向向正北—正南方向不断偏移,在偏东北—偏西南方向的空间分布趋于分散,在偏东南—偏西北方向的空间分布趋于极化;③ 中国制造业全要素生产率的正向空间相关关系逐渐减弱,高—高集聚区主要集中于江苏、上海等华东地区,低—低集聚区主要集中于陕西、甘肃、四川等地区;④ 中国制造业全要素生产率影响因素存在显著的空间异质性特征,金融发展是制造业全要素生产率提高的主要因素,对外开放、产业集聚和交通基础设施是制造业全要素生产率提高的重要正向影响因素,信息化水平阻碍了制造业全要素生产率的提高。     

基于不同区域层级的文化产业集聚研究

利用企业层面数据,从市域和省域两个尺度研究中国文化产业的集聚特征,并揭示集聚对文化企业生产率的影响。应用一致性方法估计了中国文化企业的生产函数,并计算企业层面全要素生产率估计值,并从专业化和城市化两个角度研究集聚对于文化企业的影响。结果表明：① 地级市尺度下,文化产业专业化经济并不显著,但却存在城市化经济;② 在更大的省域层面,则呈现出专业化经济显著,多样化经济弱化的特征;③ 行业和区域异质性回归显示了结果的稳健性,核心文化产业的产业集聚经济更显著;④ 在知识溢出效应占主导的文化集聚中,通信基础设施良好的省份被赋予了创意交流的便利性,因而拥有更强的集聚经济。     

中国区域旅行社业效率的空间分异研究

运用数据包络分析模型,对2003~2009年中国区域旅行社业效率的空间分异特征及动态变化趋势进行了实证分析,研究结果表明:中国区域旅行社业综合效率总体上呈现出增长的态势,纯技术效率是综合效率变化的主导因素,中国区域旅行社业全要素生产率也表现为增长的态势;中国区域旅行社业效率呈现出东西部高、中部低走势,且中部和东西部差距较大,东部和西部差距较小;在变化趋势方面,东、中、西部地区在旅行社业全要素生产率方面均得到很大的提高,其增长主要得益于三大地区在技术进步方面的突出表现,但在综合效率方面均表现出弱改善的趋势;从效率类型来看,双高类型的省份主要分布东部地区,其他3个类型主要分布在中西部地区,且中国各省旅行社业效率之间的差异呈现出缩小的趋势;从各省旅行社业效率的变化趋势来看,2003~2009年,大部分省份旅行社业综合效率保持增长的态势,少数省份处于下降的趋势,在旅行社业全要素生产率方面,除新疆外,其余省份全部保持增长的态势。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
