| 摘 要： | 随着中原经济区建设上升为国家发展战略,河南省以建设中原经济区为契机,立足省情,借鉴其他区域国土资源政策的先进经验和做法,针对现有土地矿产政策和传统管理模式等制约中原经济区建设快速推进的国土资源因素,探索中原经济区建设和发展中的资源保障问题,提出适合中原经济区建设的国土资源政策框架支撑体系,阐述其基本思路、总体要求和土地、矿产政策体系设计,同时在耕地保护补偿机制、土地调控差别化政策、人地挂钩政策等方面提出了具体的改革建议,为中原经济区建设提供更加有力的国土资源政策支撑。 |
