European brackish water seas (Baltic Sea, Black Sea and Sea of Azov, Caspian Sea) are subject to intense invasion of non-indigenous species (NIS). In these seas, salinity is the most important range limiting factor and native species seem to reach a minimum species richness at intermediate salinities. This trend, revealed by Remane in 1934 and later on confirmed by many other scientists, was compared to the salinity range of already established NIS in the European brackish water seas. It turned out that most NIS are well adapted to the salinities holding lowest native species richness, already in their native area, and that NIS richness maximum in brackish water seas occurs in the salinity intervals of native species richness minimum. A predictable pattern in the salinity range of NIS can be used as a tool in initial risk assessment of future invasions in brackish water seas, especially when mapping highly potential donor and recipient areas. A product of empty niches, suitable environmental conditions, and availability of proper vectors might be the most effective predictor for the invasibility of brackish water areas.  相似文献

Blue carbon refers to the considerable amounts of carbon sequestered by mangroves, seagrass beds, tidal marshes and other coastal and marine vegetated ecosystems. At the present time, carbon market mechanisms to compensate those conserving blue carbon ecosystems, and thus reducing carbon emissions, are not yet in place. The ecosystem services provided by coastal vegetated ecosystems extend beyond their carbon storage capacity, and include their contribution to fishery production; shoreline protection; provision of habitat for wildlife and migratory species; flood water attenuation; nutrient cycling, pollution buffering; as well as their cultural, spiritual, subsistence and recreational uses. Because these services are of high economic, social and cultural value, the management and protection of blue carbon ecosystems could build collaboration between climate change and biodiversity practitioners on the national and international level. Such collaboration would also allow for the transfer of lessons learned from coastal management and conservation activities to carbon mitigation projects, and would include the need to work closely together with indigenous peoples and local communities. Resulting management activities on the local level could utilize and strengthen traditional knowledge and management systems related to blue carbon ecosystems, and increase both the resilience of biodiversity and that of coastal communities, as well as provide for long-term storage of blue carbon. While the challenge of scaling up local initiatives remains, some concrete examples already exist, such as the network of locally-managed marine areas (LMMAs) in the Pacific and beyond.  相似文献

Marine genetic resources both within and beyond national jurisdiction have been the focus of international negotiations in a range of forums in recent years. One recurrent theme throughout these discussions has been the absence of detailed information upon which policy responses to the emerging issue of the conservation and sustainable use of marine genetic resources (especially in areas beyond national jurisdiction) could be based. In an effort to address some of these knowledge gaps, this article examines the level and nature of scientific and commercial interest in marine genetic resources, including in areas beyond national jurisdiction. It also examines the changing perspectives of the scientific community in relation to the potential of marine genetic resources.  相似文献

The impacts of land use intensity, here defined as the degree of imperviousness, on stormwater volumes, runoff rates and their temporal occurrence were studied at three urban catchments in a cold region in southern Finland. The catchments with ‘High’ and ‘Intermediate’ land use intensity, located around the city centre, were characterized by 89% and 62% impervious surfaces, respectively. The ‘Low’ catchment was situated in a residential area of 19% imperviousness. During a 2‐year study period with divergent weather conditions, the generation of stormwater correlated positively with catchment imperviousness: The largest annual stormwater volumes and the highest runoff coefficients and number of stormwater runoff events occurred in the High catchment. Land use intensity also altered the seasonality of stormwater runoff: Most stormwater in the High catchment was generated during the warm period of the year, whereas the largest contribution to annual stormwater generation in the Low catchment took place during the cold period. In the two most urbanized catchments, spring snow melt occurred a few weeks earlier than in the Low catchment. The rate of stormwater runoff in the High and Intermediate catchments was higher in summer than during spring snow melt, and summer runoff rates in these more urbanized catchments were several times higher than in the Low catchment. Our study suggests that the effects of land use intensity on stormwater runoff are season dependent in cold climates and that cold seasons diminish the differences between land use intensities. Multiple natural and anthropogenic factors affect urban water chemistry. However, little is known about the abundance or temporal variation of major ions in urban runoff. This study explores the spatio‐temporal variation of major dissolved ions (Na, K, Ca, Mg, Cl, NO3, and SO4) and total dissolved solids (TDS) in cold climate urban stormwater. Three watersheds with varying degrees of urban land use intensity and imperviousness (from 36% to 66%) in Helsinki, Finland, were continuously monitored for 5 years using an automated sampling procedure to obtain stormwater discharge and ion concentrations and, thus, loadings. High‐resolution datasets, including long‐term continuous discharge, both measured and simulated (using Storm Water Management Model), and automatic water quality sampling enabled the accurate calculation of loads of ions and TDS. Water quality was related to explanatory watershed characteristics (e.g., watershed physiography and sampling time) using hierarchical clustering, nonmetric multidimensional scaling, and hierarchical partitioning methods. Urban land use contributed to increased ion concentrations and loads year‐round. This study highlights how stormwater ion concentrations are elevated across seasons, indicating chronic pollution phenomena. The greatest loads occurred during summer (except for Na and Cl), while the highest variation in loads was observed in autumn. Significant clusters among ions were found in the hierarchical cluster analysis, suggesting similar temporal patterns and sources for the ions in each cluster. The importance of land use was evident, though in the most urbanized watershed, concentrations were not linked to any of the investigated watershed characteristics. Based on our results, only Na and Cl are manageable by alternative winter road antiskid practices, whereas other ions resulted from diffuse pollution sources, being therefore more difficult to control. Finally, this study contributes to an increased understanding of the temporal and spatial patterns of ions in stormwater and highlights the need for consistent time series data for ion monitoring under cold climatic conditions in order to enable reliable estimates of their loads to adjacent water bodies. There is an on-going debate about climate-induced migration but little empirical evidence. We examine how climate-induced migration has impacted vulnerability and adaptation of a coastal fishing community in Bangladesh. We used household surveys, interviews and focus group discussions to compare fishery dependent households who migrated from Kutubdia Island to mainland with those who stayed behind. Our results suggest that the resettled households are less exposed to floods, sea-level-rise and land erosion than those who stayed behind. They also have more livelihood assets, higher incomes and better access to water supply, health and educational services, technology and markets. In our case study migration has thus been a viable strategy to respond to climate variability and change.  相似文献

Policy documents and academic literature suggest that Clean Development Mechanism (CDM) finance could complement traditional ‘energy access’ (EA) funding in developing countries, including the Least Developed Countries (LDCs). Yet these propositions have not been empirically tested. This study helps fill this gap by examining constraints to CDM project passage through five stages of an idealized project development cycle (PDC) in Tanzania, and their implications for the ability of the CDM to contribute to financing energy access in LDCs. Twenty-five semi-structured interviews and documentary material were analysed using an analytical framework developed for systematic investigation of constraints. Institutional constraints such as the under-performance of Tanzania's Designated National Authority were the most often mentioned obstacles for project development. Yet non-institutional constraints such as limited energy sector mitigation potential, indigenous skill shortages, and low carbon market prices also hinder project development. Institutional constraints buttress, rather than supersede, pre-existing non-institutional constraints, and together they prevent energy projects from completing the PDC and accessing CDM finance. The number and severity of constraints suggest that the situation is unlikely to change rapidly, and that the CDM sustains and exacerbates existing global inequalities. Since traditional energy access funding is insufficient to address these inequalities, new funding and policy mechanisms are required.

Policy relevance

The CDM fails to fill the EA financing gap in Tanzania. This is also true for other LDCs where comparable project development challenges prevail. The CDM therefore appears to sustain uneven development patterns overlooking those most in need. Claims about its potential to enhance EA are misplaced, and the situation is unlikely to change rapidly. CDM and carbon market projects more widely will have limited ability to help financing EA in LDCs, even if the institutional setting within which they are implemented were reformed in the future. Yet traditional energy funding will be inadequate on its own. The debate over extending the CDM post-2017, when the second Kyoto Protocol commitment period expires, should be informed by honest appraisal of its merits and defects. Policy makers should revisit lessons provided by this article and wider research to help ensure that new EA mechanisms are not hampered by constraints and can benefit those most in need.  相似文献

The literature on equity and justice in climate change mitigation has largely focused on North–South relations and equity between states. However, some initiatives (e.g. the Clean Development Mechanism (CDM), the Reducing Emissions from Deforestation and Forest Degradation programme (REDD), and voluntary carbon markets (VCMs)) are already establishing multi-level governance structures that involve communities from developing countries in global mitigation efforts. This poses new equity and justice dilemmas: how the burdens and benefits of mitigation are shared across various levels and how host communities are positioned in multi-level governance structures. A review of the existing literature is used to distill a framework for distinguishing between four axes of climate justice from the perspective of communities. Empirical evidence from African and Asian carbon market projects is used to assess the distributive and procedural justice implications for host communities. The evidence suggests that host communities often benefit little from carbon market projects and find it difficult to protect their interests. Capacity building, attention to local power relations, supervision of business practices, promotion of projects with primarily development aims and an active involvement of non-state actors as bridges between local communities and the national/international levels could potentially contribute towards addressing some of the key justice concerns.Policy relevance International negotiations on the institutional frameworks that are envisaged to govern carbon markets are proceeding at a rather slow pace. As a consequence, host countries and private-sector actors are making their own arrangements to safeguard the interests of local communities. While several standards have emerged to guide carbon market activity on the ground, distributive as well as procedural justice concerns nevertheless remain salient. Four empirical case studies across Asia and Africa show that within the multi-scale and multi-actor carbon market governance, local-level actors often lack sufficient agency to advance their claims and protect their interests. This evidence suggests that ameliorating policy reforms are needed to enhance the positioning of local communities. Doing so is important to ensure future acceptability of carbon market activity in potential host communities as well as for ensuring their broader legitimacy.  相似文献
