河南省规划用地许可管理系统正式启用

自2022年1月1日起,河南省规划用地许可管理系统正式启用,初步实现全省规划用地审批流程、信息数据平台、审批管理体系、监管方式"四统一",对实现全省规划用地许可统一管理、加强国土空间规划监督实施、深入推进"放管服"和工程审批改革具有重要意义.

一、引言"一张图"工程是指以第二次全国土地调查数据成果为基础,将遥感影像、土地利用现状、土地利用规划、建设用地审批以及基础地理等多元信息汇集于一体的综合监管平台。随着国土资源信息化的发展,国土资源部把建设"一张图"综合监管平台作为加快国土资源信息化发展     

重庆市城镇体系规划管理信息系统建设研究

城镇体系规划管理是城市规划管理中的重要内容,本文结合重庆市规划管理的模式和规划电子政务平台的建设,基于全市电子政务网,在建立基础地理空间信息(1∶10000地形图)库的基础上叠加规划成果数据库,并统一采用ARCSDE引擎技术存入ORACLE数据库。市级规划部门局域网内采用客户/服务器模式建设系统,区县规划管理部门充分利用电子政务网络,以浏览器/服务器模式查询使用,既实现市级规划部门对区县规划部门业务工作的指导和监督,又满足区县规划部门对市级平台信息的查询,达到城镇体系规划管理信息的两级共享和对规划建设的有效管理。     

土地利用规划信息的社会化与网络化应用

针对土地利用规划信息量大增,传统管理方式无法满足新形势要求的现状,探索出一种运用GIS、网络、数据库等关键性核心技术,实现土地利用规划信息社会化与网络化的设计方案,并在GIS平台上开发了土地利用规划管理系统。该系统集图形和属性数据为一体,包括B/S与C/S两子系统,实现规划辅助编制、规划成果管理、专题图提取及规划信息发布等功能。实践证明:该方案对于改变传统管理方式,提高政府的管理与服务水平和宏观调控能力。     

广州新型智慧城市应用探索:城乡规划的智慧化管理

新技术尤其是信息技术的快速发展为新型智慧城市的建设提供了条件,城市规划管理作为城市建设的前端环节,在新型智慧城市建设中发挥着重要的作用。规划管理"一张图"平台、多规合一信息联动平台等围绕新技术而形成的规划管理新手段,极大地提高政务效率,也倒逼新型智慧城市的规划管理更加智慧化。本文以广州市为例,分析城乡规划智慧化管理历程,从决策层、管理层、实施层、技术层和数据层5个维度探索城乡规划智慧化应用,构建城乡规划智慧化管理体系,关注智慧化提升城乡规划与管理能力,运用信息系统构建五年空间规划体系、一张图管理和实施评估、多源数据辅助规划决策等城乡规划智慧化方式,为相关城市建设新型智慧城市应用提供支撑。

浙江省国土资源关键信息平台风险防范体系建设的几点思考

正近年来,国土资源信息化工作稳步推进、进展显著,取得了明显的成效,国土资源信息化体系基本建立。特别是浙江省不动产登记一窗云平台,实现了"网上申报、网上预约"全省统一的不动产登记"一窗受理,一网通办"云平台;浙江省国土资源"一张图"综合监管平台,建立了标准统一、汇交规范的核心数据库,实现了多数据、多信息的综合监管;以及浙江省建设用地供应动态监管系统、浙江省国土资源网上交易平台(包含土地使用权网上交易系统和矿业     

全球油气地质信息共享系统

 为了充分展示全球油气地质综合研究的数据资料,提供数据库对外信息服务的窗口,基于ArcGIS Server技术、Visual studio.NET 开发平台和ORACLE数据库管理系统,构建了B/S结构的全球油气地质信息共享系统。本系统是WebGIS应用平台,提供了信息发布、地图浏览、图形查询、空间分析、专题制图等功能,以图形、文字、图表等方式展示研究区的基础地理、基础地质、油气地质、资源潜力、投资环境等方面的最新成果,为公众和研究人员提供了高效的信息访问途径,为国家油气资源管理和能源决策提供了可靠的信息支撑,实现了重要信息社会化共享的目标。文章简单介绍了ArcGIS Server,重点描述系统框架、数据分类和功能模块,旨在探讨ArcGIS Server的网络信息共享系统的设计与实现。

安徽省第二次土地调查省级农村土地调查数据库管理系统是第二次农村土地调查的延续,开发该系统的目的是有效充分地利用第二次农村土地调查成果及每年一次的县级农村土地调查变更成果开展国土执法检查等日常业务,为领导层的宏观决策提供依据。主要介绍了该系统的总体思路、总体框架;系统建设中的主要步骤、省级数据库的发布;系统部署的网络结构图;系统的应用。     

Thermohaline structure inhomogeneity associated with polynia at the northern margin of Emery Ice-shelf

Based on the hydrographic data in austral summer during the 22nd Antarctic Expedition of China(2005/2006),some features can be found about the northern margin of Emery ice shelf as follows.The heat content in the surface layer(0-50 m) at the eastern end and the western end of the ice-shelf margin is much higher than that at the middle.The upper mixing-layer depth and the seasonal thermocline depth at the middle of the ice-shelf northern margin are much shallower than those at the both ends.However there is much less difference between the middle and the ends in the bottom layer.The remote sensing photos show that the inhomogeneity in the surface-layer water is closely related to the spatial distribution of the floes and polynia in the area.     

Phylogenetic analysis of cultivable bacteria isolated from Arctic sea-ice

Phylogenetic analysis based on 16S rDNA of 8 strains of cultivable bacteria isolated from Arctic sea-ice was studied.The results showed that strain BJ1 belonged to genus Planococcus,which was a genus of low mole percent G C gram-positive bacteria;strain BJ6 belonged to genus Burkholderia of β-proteobacteria and the rest 6 strain all belonged to γ-proteobacteria,of which strain BJ8 was a species of Pseudoalteromonas,strain BJ2-BJ5 and BJ7 were members of genus Psychrobacter.Phylogenetic analysis also indicated that bacteria of genus Psychrobacter of the isolates formed a relatively independent phylogenetic cluster in comparison with other bacteria belonged to genus Psychrobacter.
