国家中心城市的内涵与判别

国家中心城市是经济全球化的产物,在全球的经济和社会发展中发挥着不可替代的作用,然而关于国家中心城市的内涵与判别标准,目前尚无明确界定。鉴于此,文章在相关文献研究的基础上,系统论述了国家中心城市的基本概念和功能特征,明确了国家中心城市是指那些在全国城镇体系中具有核心控制作用,在全球城市网络体系中具有重要的功能节点作用的特大中心城市;确定了国家中心城市的判别标准,进而构建国家中心城市六元判别指数--经济集聚指数、空间辐射指数、对外开放指数、文化创新指数、管理服务指数和生态保护指数,据此判定了12个国家中心城市,排名依次为：北京、上海、广州、重庆、天津、深圳、武汉、南京、成都、杭州、沈阳和大连;最后,根据判别结果,综合分析各项判别指数的得分情况和12个国家中心城市的优劣势,并指出今后的建设重点,即要特别加强对所有国家中心城市的管理服务功能建设,整体提升空间辐射水平,保证文化创新水平在稳定中持续增长,进一步加快经济集聚功能、对外开放功能和生态保护功能的建设。     

经济全球化背景下中国经济发展空间格局的演变趋势研究

全球化已经成为对国家、地区和企业制定发展策略产生重要影响的因素之一。参与经济全球化已经对中国区域发展空间格局产生了重要影响。在分析中国国际贸易和利用外资现状及发展趋势的基础上,根据相关理论预测了在经济全球化趋势下中国未来区域发展空间格局的可能情景。中国的比较生产成本和市场规模优势仍将对外商直接投资形成较大的吸引力,将进一步强化中国作为"世界工厂"的地位。随着中国进一步参与经济全球化,外资和外贸的发展将促进和强化中国的"T"型空间格局的形成。在这个"T"型空间骨架上将形成若干个以主要门户城市为核心的、具有一定国际竞争力的大都市经济区。     

中国城市全球化与地方化程度分析

全球化和地方化以及伴随的全球空间和地方空间是新经济时代城市发展的重要外部环境,即全球化过程中的全球体系优势源泉和地方化过程中的地方据点优势源泉。中国城市加速其全球化进程的同时,城市竞争以及城市一区域一体化也在不同地区、不同程度地加剧和加速,城市发展取决于其全球性的链接程度以及区域竞争力的高低和地方根植程度。该文分析新经济时代全球化和地方化过程中城市发展和城市竞争的基本特征,通过主成分分析等方法分析中国城市的全球化和地方化程度。结果表明,中国东部发达地区的全球化和地方化作用相对显著;中西部地区由于区域整体竞争力低、城市区域整合度差,影响了该区域的城市竞争优势。     

全球化与中国时尚消费城市的兴起

在当前中国经济转型和产业升级的背景下,许多城市开始步入后工业化阶段,消费在城市化进程中扮演的角色日益重要。以进入中国的国际时尚品牌为切入点,重点探讨全球化在城市消费领域的影响。根据本项研究的概念界定,35个时尚消费城市大都为省会城市、直辖市和经济发达的沿海城市。其中,上海和北京是中国等级最高的时尚消费城市,无论是发展规模还是水平都遥遥领先。大部分时尚消费城市则是区域性中心城市,但也有一些沿海经济发达城市,虽然其城市中心性并不强（如苏州、温州、无锡等）,但在时尚消费城市体系中占据了重要的地位。整体而言,中国时尚消费城市的发展受到多方面因素的影响,其中市场因素和开放度起着最为重要的作用。另外,产业氛围也是时尚消费城市形成和发展的重要基础。     

中国生产性服务业发展与空间分布

从分行业的角度探讨了中国生产性服务业的发展特征及其在城市体系中的空间分布。研究表明,中国生产性服务业的发展水平还处在初级阶段,虽然高级别生产性服务业增长较快,但是所占比重较小。空间分布上,生产性服务业倾向于集中在特大城市。由于其在经济发展中发挥重要的作用,这种分布特征重组了城市等级结构和城市之间的经济联系。随着中国经济的持续增长和政府的政策支持,对生产性服务业的需求将大大增加。全球化背景下,发展生产性服务业也成为重要的城市发展战略。但是,生产性服务业不均衡的分布格局决定了大城市和特大城市在新一轮的城市发展中具有更大的竞争力。因此,中小城市在发展生产性服务业时必须进行深入的分析,以免造成用地和资金的浪费。     

世界城市体系的形成与中国国际城市化

近１０年来,伴随“全球化”的发展,世界城市体系正在形成。本文从全球发展、空间经济组织、全球文化与民族文化、信息传输多个角度阐述了世界城市体系的形成;指出我国面临着如何实现城镇体系顺利接轨的重要抉择;加速中国的国际城市化发展,是实现接轨的重要途径;并提出了中国国际城市化的概念以及加速中国国际城市化的主要途径。     

基于产业组织的城市国际化网络研究——以长沙工程机械产业为例

全球性经济一体化背景下,跨国企业通过产品与服务贸易、生产要素配置、中介机构国际往来等三种方式实现产业组织全球化。随之地方城市逐步融入世界城市网络,在全球化网络体系中得到重构与再造。长沙有三一重工、中联重科、山河智能等为龙头的工程机械产业集群,产业全球化组织趋势明显,在此作用下长沙在一定程度上不再是地方性的,而是城市国际化网络的一个重要节点,开始在世界范围内争取资源和发展机会,构建了以长沙为中心的城市国际网络。在全球化时代的世界城市体系中,地方城市必须积极主动地对接全球产业链,融入全球生产组织网络,推动城市国际化发展进程。     

解绑—嵌入：广州天河北全球化空间的跨国生产

全球化空间是中国大城市发展新阶段的空间问题,它是城市经济、社会、生活全球化在内部空间的表现、状态和结果。全球化下跨国要素与地方制度的互动,引导城市向（国内）内生因素和（国际）外生因素深度交互作用的方向发展。为此,基于空间生产理论视角,通过实地考察、问卷调查、深度访谈、网络舆情相互结合相互佐证的方法,对广州天河北地景变化的跨国要素、制度解绑与全球化空间生产的关系进行研究,分析了国家权力、地方政府、（跨国）资本在全球化空间生产中的作用模式。研究表明：① 天河北全球化空间的跨国资本是在国家政府推动的渐进式制度变革过程中介入的,并与政府结成被管理、配合、合作的关系,是一种国家全球主义的空间生产模式;② 节事活动、跨国职业阶层赋予了天河北全球消费主义的“文化符号”,实现了空间的跨国生产;③ 天河北全球化空间经历了去地方化—跨国化—全球化—再地方化的数次重构,既是政治性空间生产过程,也是工具性空间生产过程。     

整合:我国城市群经济持续发展的战略性选择

城市群的存在是区域城市化与城市区域化的重要表现，它作为区域城市化高级阶级的现象，是集聚与扩散共同作用的产物。经济全球化与区域经济一体化必然要求重视和加强城市群经济的发展。我国城市群的发展壮大能极大地提升我国的国家竞争力，对我国经济持续稳定发展意义重大。本文在经济全球化，特别我国成功人世将进一步与世界经济体系接轨的发展背景下，展开探讨我国城市群经济整合机制及模式，寻求城市群的持续高效发展。     

中国国家地质公园空间结构与若干地理因素的关系

到目前为止，中国已建立了85处国家地质公园。最邻近点指数判别表明：国家地质公园在空间分布上属于凝聚型，受中国大地构造控制，形成了东部沿海带、武夷山带、太行山一巫山一雪峰山带、环青藏高原带、秦岭带、南岭带6个集聚带。进一步分析国家地质公园与区域经济水平没有明显的耦合关系，但与城市发展水平的空间耦合关系明显。说明国家地质公园的建立不仅依赖于地质遗迹资源，而且还与周边区域的城市发展水平有关。由于我国广大中西部地区地质遗迹资源丰富，因此随着这些区域城市发展水平的不断提高，在广大中西部地区建立更多的国家地质公园对大西部开发和中部经济崛起具有重要的战略意义。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
