多元视角下的新疆行政区划调整思考   总被引:1,自引:1,他引:0

受城市发展、民族政策等方面的影响,新疆的行政区划调整一直滞后于全国,现行行政区划已经不符合新疆经济社会发展的需求。在新疆跨越式发展和各省市对口援建新疆的大背景下,适时进行新疆行政区划的调整优化,对新疆经济社会的发展具有重要意义。本文基于不同视角对理想状态下新疆行政区划调整的方案进行了思考,得出以下结论:① 在交通优先原则下,应着重构建交通主廊道,在成片绿洲区域建立起支撑区域城镇功能组织优化的集散地和交通枢纽等。② 在经济优先原则下,可以将绿洲区域看作相对均质的空间,强化各绿洲区域中心城市基本职能对周边区域的辐射和带动作用。③ 在功能区原则下,应着重考虑新疆城镇的发展受制于自然条件和生态环境的严格约束,行政区划的调整应有利于实现地域主体功能和区域可持续发展。④ 不同原则下的行政区划调整方案的侧重点不同,应对不同原则下共同指向的城市优先进行调整,而对于某一原则下须调整的城市则可结合国家的战略方针、区域稳定和新疆经济发展形势等因素综合考虑。  相似文献

本文构建了基于功能区的行政区划调整研究框架。首先,运用功能区思想,以大城市地区的街道或乡镇为空间单元,采集相关的自然、历史、文化、产业、客流和信息流数据,进行要素功能区的分析,准确获取不同层次相互依赖的功能空间单元,使城市在空间上充分适应和支撑多变的社会经济环境,为城市的多样性提供充分的弹性空间依据。其次,在城市基层单元的要素功能区的基础上,进一步采用因子分析和聚类分析方法,进行城市功能区的划分,可以为行政区划调整提供基于城市功能区有机的空间组织科学依据。在上述行政区划调整研究框架的基础上,以绍兴市为例进行了案例研究,结果表明,绍兴市域内自然、文化功能区清晰,块状经济特征明显,基层区之间的经济、文化、通勤和信息联系已经突破现在的市县行政区边界,按照综合功能区的思想进行行政区划调整。总体上说,基于功能区的行政区划调整,对大城市地区或城市群地区,保证其物质环境和社会空间的快速和谐发展,有效利用资源,具有重要的科学意义和实用价值。  相似文献

行政区划调整是推动地方发展与重构空间权力的重要策略,但现有研究缺乏对行政区划调整的影响机制的关注.文章以土地利用为研究对象,选取广州市南沙地区为研究区域,梳理其自1992年以来行政区划调整的历程,利用ArcGIS空间分析软件对其土地利用空间特征的演变进行分析,探讨行政区划调整对土地利用空间特征的影响过程与机制.结果表明,行政区划调整通过行政资源在空间上的布局直接与间接影响土地利用的空间特征.其中,直接影响通过政区类型、隶属关系、等级权限、组织体制等行政资源与体制在空间的布局调整而产生影响;间接影响是行政区划通过对城市发展动力、经济发展模式、其他空间政策、行政主体以及市场主体等其他因素而对土地利用空间特征产生影响.  相似文献

行政区划研究一直是人文—经济地理学的重要研究领域,与政治地理学、历史地理学、城市地理学具有非常密切的关系。行政区划本身也是一种资源的新论断,对于重新认识和发挥行政区划在空间治理和优化区域发展格局的作用具有非常重要的意义。在回顾总结行政区划研究历史的基础上,梳理了行政区划研究的发展脉络,分析了新时期政区设置的背景和影响因素发生的重大变化,如城镇化进程改变了人口经济集聚的空间格局,自然地理格局对行政区划设置的影响日益减小,交通通讯条件的改善为扩大管理幅度创造了条件。结合空间治理的新需求提出了新时期的行政区划研究应把握3条主线,分别是优化和提高区域管理效率、预防和保障区域治理安全和推进政区精准精细化管理。从推进国家治理体系和治理能力现代化出发,提出行政层级和管辖幅度的优化可以提高空间治理效率;缩小经济强省和面积大省的管辖幅度可以保障空间治理安全;合理的管辖幅度和基层政区的优化设置有助于加强空间治理的精准化和精细化。科学合理的行政区划调整可以让空间治理更好的发挥作用,为构建适合我国国情的空间治理体系提供基础支撑。  相似文献

苏南地域广阔,区域和城市发展路径多样。较多研究关注全球化背景下国家和省级开发区发展带来的苏南模式创新,但是城市化对苏南模式重组影响同样值得关注。基于企业数据的空间分析以及企业访谈和问卷调查资料,从制造业企业进入和退出的角度,考察无锡市南长区在从乡镇企业典型发育地区(郊区)转变为城区过程中的产业升级和空间格局调整过程。研究表明:南长区制造业经历了产权重组、结构重组和空间重组三个过程,呈现出中小高新技术企业为主、空间上高度集中等城市化特征。政府表现出明显的"企业化"倾向,与传统苏南模式中直接介入企业经营不同,地方政府通过规划调控以及开发区建设、税收等金融刺激政策和措施影响企业区位行为,从而推动城市产业结构的转型升级和空间再集聚。  相似文献

通过对我国发展空间变化的历程分析,探讨了我国不同历史阶段发展空间的组织形式及其动力机制。认为,我国正经历着一轮新的产业发展空间重组过程,核心动力来自于我国扩大内需战略实施、科学发展观贯彻落实和主体功能区划的国土空间开发思路。中部地区将成为我国新一轮空间重组过程的中心区域,获得新的发展动力,在今后较长时间内成为我国经济发展的重要支撑点。中原经济区是其空间组织核心区域之一,目前虽有政策边缘地区之不利,但具有巨大的政策创新空间,其建设对我国发展空间组织优化及其相关政策选择具有重要的理论和现实意义。  相似文献

运用定性与定量分析的方法,从资源禀赋、产业结构、经济联系、区域差异、城市发展等方面,分析了粤闽湘赣省际边界区域协调发展的基础条件,并从区域空间协调优化与区域产业协调发展两个角度,提出了粤闽湘赣省际边界区域协调发展的设想与建议.在区域空间优化重组方面提出要加强区际空间引导与规划协调,促进城镇群体空间集聚发展,形成"韶关-赣州-郴州"成长三角,培育具有点轴结构的枢纽区域.在区域产业整合发展方面提出要明确产业发展的目标定位,促进区域产业结构的优化升级,通过合理分工和组建大型企业集团推动产业协调发展.  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
