中国重大科技计划中人文-经济地理学研究进展

为跟踪世界科技的最新进展,解决中国快速发展过程中所面临的关键性和突出性重大问题,中国政府开展了一系列重大科技专项计划,如科技支撑计划等。气候变化、地表过程、土地利用、自然灾害是近年来人文一经济地理学者参与最广、研究最深的领域,在地表过程的人文驱动机制、资源环境承载能力评价等方面取得了重大进展和突破,为政府编制规划、开展环境外交等提供了科学依据。本文分析了上述研究计划的基本概貌,以及人文一经济地理学者在其中承担的主要任务。从个人终端消费导向的碳足迹研究、人文地理过程的系统动力学研究、土地利用重点问题咨询与决策、灾区资源环境承载能力评价等方面总结了人文一经济地理学在其中做出的主要贡献和社会影响。     

中国人文地理学研究进展与展望

本文重点总结了近年来人地关系论、文化地理学、行为地理学、社会地理学和政治地理学等人文地理学的特色分支学科和新兴分支学科的发展现状、研究进展及未来发展展望。通过对国内大量的文献分析和与国外相关研究进展的比较分析后认为,中国人文地理学在理论创新、研究方法、手段革新和实践应用等方面均取得了丰硕的研究成果。表现为：人地关系论作为地理学研究核心的地位得到进一步提升;文化地理研究视野更为开阔,并在转向新文化地理学;行为地理学进入了重要的研究转向与繁荣发展新阶段;政治地理学顺应地缘政治战略需求开始由低迷走向回暖;社会地理学伴随和谐社会建设蓬勃发展。未来中国人文地理学研究的总体趋势是,面向国家战略需求,树立人地和谐的科学发展观,紧跟中国经济社会发展的时代步伐,在力所能及地解决国家发展中若干新问题的同时,重点深化人地关系理论及研究方法,加强人地系统调控机理与过程、格局与节律及其示范应用的研究,加强人地系统演进过程中的全球问题、全球变化及其区域响应的研究;顺应国家文化产业大发展和建设文化强国的战略要求,加强文化地理研究与国家文化产业振兴的融合研究,建设中国“本土化”的文化地理学学科体系;进一步拓展行为地理学研究广度与深度,加强实验性研究;关注新地缘政治学、都市政治地理和地方政治地理的研究,依托“六普”数据推动社会地理学研究实现新的跨越。通过上述研究,进一步推动中国人文地理学健康持续稳定发展。     

人文与经济地理学的发展和展望

人文地理学是地理学三大分支学科之一。1940年中国科学院地理科学与资源研究所成立以来,人文与经济地理学经历了萌芽、上升、成熟、波动和大发展等几个重要阶段,在科学研究、人才培养、服务国家战略决策等方面取得了突出进展和显著成效。经济地理、农业地理、工业地理、交通地理、城市地理、乡村地理、旅游地理与区域可持续发展等学科领域研究取得了开创性成就,带动了中国人文与经济地理学的整体创新和发展。研究所主持完成了系列国家重大任务,在农业区划与土地利用、工业基地建设与交通布局、城镇体系建设与城镇化、区域发展与规划等领域取得了系列重大成果,为服务支撑国家发展战略,引领人文与经济地理学发展做出了重要贡献。本文对80年来地理资源所人文与经济地理学科的建立与成长历程、研究领域、研究队伍和学术成果,以及在服务国家和地区经济社会发展中发挥作用方面进行了系统梳理;通过遴选地理资源所人文与经济地理学者发表的6216篇文献（中文文献4576篇,英文文献1640篇）,梳理分析了几个主要阶段的人文与经济地理学研究进展及其学术成果。面向国家生态文明建设、新型城镇化、乡村振兴、美丽中国建设战略,亟需创新人文与经济地理学前沿理论、创建交叉新型学科体系,对进一步强化国土空间治理、区域可持续发展、人地系统科学与国家现代化地理学创新等重点研究领域和方向提出了新的思考与展望。     

北京大学人文地理学发展与创新

北京大学是中国最早开展人文地理学教学、研究和实践的综合性教学科研单位。人文地理学的前身为1955年成立的北京大学地质地理系经济地理专业。60多年来,北京大学人文地理学秉持“教学科研并重,理论服务实践”的宗旨,从以人文地理基础理论研究为主,逐渐向基础研究与应用实践相结合的纵深拓展,形成了文理工交叉融合的创新研究思维和人文地理学科体系,创建了城市与经济地理系、城市与区域规划系和历史地理研究所。经过60多年的不断发展和开拓创新,对城镇化、城镇体系、城市与区域规划、土地利用评价与规划、产业区位与区域产业演化、产业集群与创新网络、住房与房地产经济、风景名胜区与世界遗产、村镇发展规划、城市社会地理、时间地理与行为地理、历史地理、旅游地理研究与规划、计量地理、交通地理和交通规划等各个领域进行了深入系统的理论研究和应用实践探索,取得了一系列在国内外具有显示度和影响力的创新成果,为国家社会经济发展提供了重要的科技支撑,在推动国家经济社会建设与城乡可持续发展方面做出了重大贡献。未来北京大学人文地理将面向国家战略需求和学科发展前沿,继续包容发展,加强多学科间的交流合作,进一步提升为国家战略决策的服务能力和人文地理学科在世界的学术影响力。     

信息时代的地理学与人文地理学创新

在分析信息技术与地理学相关研究的基础上,重点讨论了中国人文地理学的发展与创新问题,包括基于大数据应用的方法革新、流动空间分析的框架、人地关系理论体系与应用研究等内容。未来中国人文地理学的发展,一方面要打破传统的学科框架,积极吸纳相关学科理论、方法和技术方面的创新成果,构建信息时代人文地理学理论与方法体系;另一方面,要立足中国国情与特色,紧扣国家战略,增强人文地理解决问题的能力,加强面向问题的综合应用研究。     

面向治理的地理学发展刍议

“四个面向”（面向世界科技前沿、面向经济主战场、面向国家重大需求、面向人民生命健康）已成为新时代中国科学发展的指针。治理是一个反映“四个面向”的国际前沿研究领域,也是地理学和其他学科研究的焦点。围绕地理学如何应对治理这一关键问题,基于人地耦合的理念,系统梳理国内外地理学进行治理研究的轨迹与特点,从价值、思想、方法、技术4个维度发掘面向治理的地理学发展路径,紧密联系地理学发展动态及治理现代化的实践,从基础研究、平台建设、人才培育3个方面提出发展策略。提升中国地理学在国际治理研究中的影响力,促进地理学与其他学科的交叉融合,将自然与人文有机结合的理念应用于社会治理,增进居民福祉,并服务国家战略和区域可持续发展。     

人文与经济地理学的传承与创新：青年学者的行动

2018年是中国改革开放40周年,也是“科学的春天”40周年。随着中国进入特色社会主义新时代,人文与经济地理学也将迈入新时代。青年学者恰好处在承前启后的这一时期,围绕学科传承和创新发展需要,面向新时代国家和经济社会发展的现实需求,青年学者积极行动起来,努力学习和传承人文与经济地理学前辈所建立的学科体系,并力图继续开拓和创新。一是助力建设学科文化,打造具有学科认同感和归属感的学术共同体。二是在向西方学习的同时,加强中国特色的自主理论建构与创新。三是向相关学科方向学习,加强交叉与综合的数据和方法创新,建设科学化、多元化的研究方法体系。四是青年学者更需要踏实认真的态度,找准个人研究领域方向,求真务实并力图创造新的知识,不断提升研究深度。人文与经济地理学的学科梦必将在一代代青年学者的接力奋斗中变为现实。     

中国典型地区人文-经济地理研究进展与展望

城市密集区、老工业基地、陆疆、山区是中国主要的地域类型,也是人文-经济地理学研究“人一地关系地域系统”形成规律、驱动力和作用机制、演化过程与空间格局的重要对象。伴随全球化、工业化、城市化、信息化的快速发展,不同地区的社会经济与自然系统之间的匹配和适应关系正发生着深刻而剧烈的变化,加强上述典型地区的研究既是人文一经济地理学科发展的内在要求,也是强化学科在国家和区域发展中的服务职能的必然要求。本文分析了中国城市密集区的空间格局及其演化,城市老工业区改造,边境城镇集聚扩散的动力机制,山区聚落空间、文化景观及其环境与山区资源环境承载力等方面的最新研究进展;总结了在国家重大地域空间规划和战略咨询中发挥的科技支撑作用以及在典型城市密集区可持续发展、老工业基地振兴、山区资源环境承载力等方面取得的重大研究成果和产生的社会影响。从学科建设和技术方法层面,提出未来要加强城市密集区发展的社会和生态效应,老工业基地振兴政策与绩效评价,陆疆地域系统演变机理和发展模式,应对气候变化的山区可持续生计选择、动力、机制等方面的研究。     

人文—经济地理学在生态文明建设中的学科价值与学术创新

人文—经济地理学对自然圈层和人文圈层的相互作用、人类生活和生产活动在地球表层分布及演变规律的前瞻性研究成果,在支撑国家科学决策、促进国土有序开发方面发挥了突出作用.中国共产党第十八次全国代表大会将优化国土空间开发格局作为生态文明建设的首要任务,为人文—经济地理学进一步发展提供了良好机遇.本文通过分析近年来地理学重视机理和过程研究而可能导致学科微观分化和人文化倾向的偏差,结合生态文明建设对综合学科支撑体系建设的要求,阐释了人文—经济地理学学科的综合价值,并对因素与机制、界面及过程、功能与结构、尺度及转换等人文—经济地理学的基本范畴进行了再认识.本文还重点讨论了基于经济—生态—社会综合效益和生产—分配—消费立体系统的空间均衡模型,阐述了面向人—地系统相互作用的资源环境承载能力评价方法,探讨了地域功能成因理论与识别技术,以及将面状的功能地域纳入空间结构理论框架的学术创新要点.最后,结合近年来人文—经济地理学在国土空间开发格局与区域发展基础理论与方法方面的主要进展,针对学科相互替代所带来的挑战,提出坚持思想性和学术性并举、计算机方法与实验方法兼备、基础理论与应用研究并重、交叉研究创新与经典路径依赖相融的学科发展路径.     

新时代自然地理学发展的思考

自然地理学是地理学的基础学科,也是地理学综合研究的基石。本文在梳理自然地理学主要研究进展的基础上,思考了新时代自然地理学的发展方向。在全球环境变化驱动下,自然地理学及其分支学科在传承中得到新的发展。自然地理学近年来的研究进展主要表现为自然地理过程综合与深化、陆地表层系统集成、陆海相互作用和区域生态环境管理应用等方面。自然地理学及其分支学科的发展需要面向全球环境变化和人类需求,探索应用新技术新方法,开展多要素多过程集成研究,发展并完善地理模型,模拟和预测环境变化与可持续发展,服务于国家重大需求和政府决策。在发展过程中,亟待关注以下前沿领域与方向：①地貌学需要重点加强地貌学与全球环境变化及人类活动关系研究;②生物地理学有待深化属性地理学、全球变化生物地理学等前沿领域的探索,连接变化背景下的生物地理空间分布与人类需求;③水文学需要开展多要素、多过程、多尺度的综合集成研究,发展生态水文学、社会水文学、水文形态学等新兴学科领域;④自然地理学有待全方位介入气候变化研究,在气候变化国际重大研究计划、气候变化框架公约等方面发挥更加积极的支撑功能;⑤综合自然地理需要面向国家重大需求,聚焦人地系统耦合研究,在资源环境承载力评估、生态安全格局与生态文明建设等领域作出积极贡献;⑥自然地理学需深化耦合自然与人文要素及过程研究,建立发展复杂系统模拟模型,分析和模拟变化环境下的自然、人文要素耦合机制和陆地表层系统动态变化规律。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
