Climatic variability has profound effects on the distribution, abundance and catch of oceanic fish species around the world. The major modes of this climate variability include the El Niño-Southern Oscillation (ENSO) events, the Pacific Decadal Oscillation (PDO) also referred to as the Interdecadal Pacific Oscillation (IPO), the Indian Ocean Dipole (IOD), the Southern Annular Mode (SAM) and the North Atlantic Oscillation (NAO). Other modes of climate variability include the North Pacific Gyre Oscillation (NPGO), the Atlantic Multidecadal Oscillation (AMO) and the Arctic Oscillation (AO). ENSO events are the principle source of interannual global climate variability, centred in the ocean–atmosphere circulations of the tropical Pacific Ocean and operating on seasonal to interannual time scales. ENSO and the strength of its climate teleconnections are modulated on decadal timescales by the IPO. The time scale of the IOD is seasonal to interannual. The SAM in the mid to high latitudes of the Southern Hemisphere operates in the range of 50–60 days. A prominent teleconnection pattern throughout the year in the Northern Hemisphere is the North Atlantic Oscillation (NAO) which modulates the strength of the westerlies across the North Atlantic in winter, has an impact on the catches of marine fisheries. ENSO events affect the distribution of tuna species in the equatorial Pacific, especially skipjack tuna as well as the abundance and distribution of fish along the western coasts of the Americas. The IOD modulates the distribution of tuna populations and catches in the Indian Ocean, whilst the NAO affects cod stocks heavily exploited in the Atlantic Ocean. The SAM, and its effects on sea surface temperatures influence krill biomass and fisheries catches in the Southern Ocean. The response of oceanic fish stocks to these sources of climatic variability can be used as a guide to the likely effects of climate change on these valuable resources.

The tropical storm day(TSD)is a combined measure of genesis and lifespan. It reflects tropical cyclone(TC)overall activity, yet its variability has rarely been studied, especially globally. Here we show that the global total TSDs exhibit pronounced interannual(3-6 years)and decadal(10 years)variations over the past five-to-six decades without a significant trend. The leading modes of the interannual and decadal variability of global TSD feature similar patterns in the western Pacific and Atlantic, but different patterns in the Eastern Pacific and the Southern Indian Ocean. The interannual and decadal leading modes are primarily linked to El Ni?o-Southern Oscillation(ENSO)and Pacific Decadal Oscillation(PDO),respectively. The TSDs-ENSO relationship has been steady during the entire 55-year period, but the TSDs-PDO relationship has experienced a breakdown in the 1980 s.We find that the decadal variation of TSD in the Pacific is associated with the PDO sea surface temperature(SST)anomalies in the tropical eastern Pacific(PDO-E),while that in the Atlantic and the Indian Ocean is associated with the PDO SST anomalies in the western Pacific(PDO-W).However,the PDO-E and PDO-W SST anomalies are poorly coupled in the 1980 s,and this"destructive PDO"pattern results in a breakdown of the TSDs-PDO relationship. The results here have an important implication for seasonal to decadal predictions of global TSD.

Climate variability modes, usually known as primary climate phenomena, are well recognized as the most important predictability sources in subseasonal–interannual climate prediction. This paper begins by reviewing the research and development carried out, and the recent progress made, at the Beijing Climate Center (BCC) in predicting some primary climate variability modes. These include the El Niño–Southern Oscillation (ENSO), Madden–Julian Oscillation (MJO), and Arctic Oscillation (AO), on global scales, as well as the sea surface temperature (SST) modes in the Indian Ocean and North Atlantic, western Pacific subtropical high (WPSH), and the East Asian winter and summer monsoons (EAWM and EASM, respectively), on regional scales. Based on its latest climate and statistical models, the BCC has established a climate phenomenon prediction system (CPPS) and completed a hindcast experiment for the period 1991–2014. The performance of the CPPS in predicting such climate variability modes is systematically evaluated. The results show that skillful predictions have been made for ENSO, MJO, the Indian Ocean basin mode, the WPSH, and partly for the EASM, whereas less skillful predictions were made for the Indian Ocean Dipole (IOD) and North Atlantic SST Tripole, and no clear skill at all for the AO, subtropical IOD, and EAWM. Improvements in the prediction of these climate variability modes with low skill need to be achieved by improving the BCC’s climate models, developing physically based statistical models as well as correction methods for model predictions. Some of the monitoring/prediction products of the BCC-CPPS are also introduced in this paper.

1. IntroductionPacific Decadal Oscillation (PDO) is a long-termENSO-like variability of the North Pacific. It can becharacterized by the first principal component of EOFof the North Pacific SST (Zhu and Yang, 2003; Tren-berth, 1990; Yang and Zhang, 2003). ENSO is thestrongest signal of annular change of global climatesystem (Trenberth, 1997). The spatial pattern of PDOis a wedge similar to El Nino. In the cool (warm)phases of PDO, the central and northwest Pacific is ofwarm (co…

This study has investigated the possible relation between the Indian summer monsoon and the Pacific Decadal Oscillation (PDO) observed in the sea surface temperature (SST) of the North Pacific Ocean. Using long records of observations and coupled model (NCAR CCSM4) simulation, this study has found that the warm (cold) phase of the PDO is associated with deficit (excess) rainfall over India. The PDO extends its influence to the tropical Pacific and modifies the relation between the monsoon rainfall and El Niño-Southern Oscillation (ENSO). During the warm PDO period, the impact of El Niño (La Niña) on the monsoon rainfall is enhanced (reduced). A hypothesis put forward for the mechanism by which PDO affects the monsoon starts with the seasonal footprinting of SST from the North Pacific to the subtropical Pacific. This condition affects the trade winds, and either strengthens or weakens the Walker circulation over the Pacific and Indian Oceans depending on the phase of the PDO. The associated Hadley circulation in the monsoon region determines the impact of PDO on the monsoon rainfall. We suggest that knowing the phase of PDO may lead to better long-term prediction of the seasonal monsoon rainfall and the impact of ENSO on monsoon.

The Indian Ocean Dipole (IOD) can affect the El Niño–Southern Oscillation (ENSO) state of the following year, in addition to the well-known preconditioning by equatorial Pacific Warm Water Volume (WWV), as suggested by a study based on observations over the recent satellite era (1981–2009). The present paper explores the interdecadal robustness of this result over the 1872–2008 period. To this end, we develop a robust IOD index, which well exploits sparse historical observations in the tropical Indian Ocean, and an efficient proxy of WWV interannual variations based on the temporal integral of Pacific zonal wind stress (of a historical atmospheric reanalysis). A linear regression hindcast model based on these two indices in boreal fall explains 50 % of ENSO peak variance 14 months later, with significant contributions from both the IOD and WWV over most of the historical period and a similar skill for El Niño and La Niña events. Our results further reveal that, when combined with WWV, the IOD index provides a larger ENSO hindcast skill improvement than the Indian Ocean basin-wide mode, the Indian Monsoon or ENSO itself. Based on these results, we propose a revised scheme of Indo-Pacific interactions. In this scheme, the IOD–ENSO interactions favour a biennial timescale and interact with the slower recharge-discharge cycle intrinsic to the Pacific Ocean.

Daily atmospheric variability in the South American monsoon system
The space–time structure of the daily atmospheric variability in the South American monsoon system has been studied using multichannel singular spectrum analysis of daily outgoing longwave radiation. The three leading eigenmodes are found to have low-frequency variability while four other modes form higher frequency oscillations. The first mode has the same time variability as that of El Nino-Southern Oscillation (ENSO) and exhibits strong correlation with the Pacific sea surface temperature (SST). The second mode varies on a decadal time scale with significant correlation with the Atlantic SST suggesting an association with the Atlantic multidecadal oscillation (AMO). The third mode also has decadal variability but shows an association with the SST of the Pacific decadal oscillation (PDO). The fourth and fifth modes describe an oscillation that has a period of about 165 days and is associated with the North Atlantic oscillation (NAO). The sixth and seventh modes describe an intraseasonal oscillation with a period of 52 days which shows strong relation with the Madden-Julian oscillation. There exists an important difference in the variability of convection between Amazon River Basin (ARB) and central-east South America (CESA). Both regions have similar variations due to ENSO though with higher magnitude in ARB. The AMO-related mode has almost identical variations in the two regions, whereas the PDO-related mode has opposite variations. The interseasonal NAO-related mode also has variations of opposite sign with comparable magnitudes in the two regions. The intraseasonal variability over the CESA is robust while it is very weak over the ARB region. The relative contributions from the low-frequency modes mainly determine the interannual variability of the seasonal mean monsoon although the interseasonal oscillation may contribute in a subtle way during certain years. The intraseasonal variability does not seem to influence the interannual variability in either region.

The Indian Ocean sea surface temperature (SST) variability has been represented with the two dominant variability modes: the Indian Ocean basin-wide (IOBW) and dipole (IOD) modes. Here we investigate future changes of the two modes together with mean state and El Niño and Southern Oscillation (ENSO) relationship under the anthropogenic global warming using 20 coupled models that participated in the phase five of Coupled Model Intercomparison Project by comparing the historical run from 1950 to 2005 and the RCP 4.5 run from 2050 to 2099. The five best models are selected based on the evaluation of the 20 models’ performances in simulating the two modes and Indian Ocean basic state for the latest 56 years. They are capable of capturing the IOBW and IOD modes in their spatial distribution, seasonal cycle, major periodicity, and relationship with ENSO to some extent. The five best models project the significant changes in the Indian Ocean mean state and variability including the two dominant modes in the latter part of twenty-first century under the anthropogenic warming scenario. First, the annual mean climatological SST displays an IOD-like pattern change over the Indian Ocean with enhanced warming in the northwestern Indian Ocean and relatively weaker warming off the Sumatra–Java coast. It is also noted that the monthly SST variance is increased over the eastern and southwestern Indian Ocean. Second, the IOBW variability on a quasi-biennial time scale will be enhanced due to the strengthening of the ENSO–IOBW mode relationship although the total variance of the IOBW mode will be significantly reduced particularly during late summer and fall. The enhanced air-sea coupling over the Indian-western Pacific climate in response to El Nino activity in the future projection makes favorable condition for a positive IOD while it tends to derive relatively cold temperature over the eastern Indian Ocean. This positive IOD-like ENSO response weakens the relationship between the eastern Indian Ocean and El Nino while strengthens the relationship with western Indian Ocean. Third, the IOD mode, intrinsic coupled mode of the Indian Ocean may not be changed appreciably under the anthropogenic global warming.

This paper assesses potential predictability of decadal variations in the El Ni?o/Southern Oscillation (ENSO) characteristics by constructing and performing simulations using an empirical nonlinear stochastic model of an ENSO index. The model employs decomposition of global sea-surface temperature (SST) anomalies into the modes that maximize the ratio of interdecadal-to-subdecadal SST variance to define low-frequency predictors called the canonical variates (CVs). When the whole available SST time series is so processed, the leading canonical variate (CV-1) is found to be well correlated with the area-averaged SST time series which exhibits a non-uniform warming trend, while the next two (CV-2 and CV-3) describe secular variability arguably associated with a combination of Atlantic Multidecadal Oscillation (AMO) and Pacific Decadal Oscillation (PDO) signals. The corresponding ENSO model that uses either all three (CVs 1–3) or only AMO/PDO-related (CVs 2 and 3) predictors captures well the observed autocorrelation function, probability density function, seasonal dependence of ENSO, and, most importantly, the observed interdecadal modulation of ENSO variance. The latter modulation, and its dependence on CVs, is shown to be inconsistent with the null hypothesis of random decadal ENSO variations simulated by multivariate linear inverse models. Cross-validated hindcasts of ENSO variance suggest a potential useful skill at decadal lead times. These findings thus argue that decadal modulations of ENSO variability may be predictable subject to our ability to forecast AMO/PDO-type climate modes; the latter forecasts may need to be based on simulations of dynamical models, rather than on a purely statistical scheme as in the present paper.

Interannual variability of the Indian summer monsoon rainfall has two dominant periodicities, one on the quasi-biennial (2–3 year) time scale corresponding to tropospheric biennial oscillation (TBO) and the other on low frequency (3–7 year) corresponding to El Niño Southern Oscillation (ENSO). In the present study, the spatial and temporal patterns of various atmospheric and oceanic parameters associated with the Indian summer monsoon on the above two periodicities were investigated using NCEP/NCAR reanalysis data sets for the period 1950–2005. Influences of Indian and Pacific Ocean SSTs on the monsoon season rainfall are different for both of the time scales. Seasonal evolution and movement of SST and Walker circulation are also different. SST and velocity potential anomalies are southeast propagating on the TBO scale, while they are stationary on the ENSO scale. Latent heat flux and relative humidity anomalies over the Indian Ocean and local Hadley circulation between the Indian monsoon region and adjacent oceans have interannual variability only on the TBO time scale. Local processes over the Indian Ocean determine the Indian Ocean SST in biennial periodicity, while the effect of equatorial east Pacific SST is significant in the ENSO periodicity. TBO scale variability is dependent on the local factors of the Indian Ocean and the Indian summer monsoon, while the ENSO scale processes are remotely controlled by the Pacific Ocean.

Decadal and interannual variability of the Indian Ocean Dipole
This study investigates the decadal and interannual variability of the Indian Ocean Dipole (IOD). It is found that the long-term IOD index displays a decadal phase variation. Prior to 1920 negative phase dominates but after 1960 positive phase prevails. Under the warming background of the tropical ocean, a larger warming trend in the western Indian Ocean is responsible for the decadal phase variation of the IOD mode. Due to reduced latent heat loss from the local ocean, the western Indian Ocean warming may be caused by the weakened Indian Ocean westerly summer monsoon. The interannual air-sea coupled IOD mode varies on the background of its decadal variability. During the earlier period (1948-1969), IOD events are characterized by opposing SST anomaly (SSTA) in the western and eastern Indian Ocean, with a single vertical circulation above the equatorial Indian Ocean. But in the later period (1980-2003), with positive IOD dominating, most IOD events have a zonal gradient perturbation on a uniform positive SSTA. However, there are three exceptionally strong positive IOD events (1982, 1994, and 1997), with opposite SSTA in the western and eastern Indian Ocean, accompanied by an El Nifio event. Consequently, two anomalous reversed Walker cells are located separately over the Indian Ocean and western-eastern Pacific; the one over the Indian Ocean is much stronger than that during other positive IOD events.

The response of the Pacific Decadal Oscillation (PDO) to global warming according to the Fast Ocean Atmosphere Model (FOAM) and global warming comparison experiments of 11 IPCC AR4 models is investigated. The results show that North Pacific ocean decadal variability, its dominant mode (i.e., PDO), and atmospheric decadal variability, have become weaker under global warming, but with PDO shifting to a higher frequency. The SST decadal variability reduction maximum is shown to be in the subpolar North Pacific Ocean and western North Pacific (PDO center). The atmospheric decadal variability reduction maximum is over the PDO center. It was also found that oceanic baroclinic Rossby waves play a key role in PDO dynamics, especially those in the subpolar ocean. As the frequency of ocean buoyancy increases under a warmer climate, oceanic baroclinic Rossby waves become faster, and the increase in their speed ratio in the high latitudes is much larger than in the low latitudes. The faster baroclinic Rossby waves can cause the PDO to shift to a higher frequency, and North Pacific decadal variability and PDO to become weaker.

Winter-spring precipitation in southern China tends to be higher (lower) than normal in El Niño (La Niña) years during 1953–1973. The relationship between the southern China winter-spring precipitation and El Niño-Southern Oscillation (ENSO) is weakened during 1974–1994. During 1953–1973, above-normal southern China rainfall corresponds to warmer sea surface temperature (SST) in the equatorial central Pacific. There are two anomalous vertical circulations with ascent over the equatorial central Pacific and ascent over southern China and a common branch of descent over the western North Pacific that is accompanied by an anomalous lower-level anticyclone. During 1974–1994, above-normal southern China rainfall corresponds to warmer SST in eastern South Indian Ocean and cooler SST in western South Indian Ocean. Two anomalous vertical circulations act to link southern China rainfall and eastern South Indian Ocean SST anomalies, with ascent over eastern South Indian Ocean and southern China and a common branch of descent over the western North Pacific. Present analysis shows that South Indian Ocean SST anomalies can contribute to southern China winter-spring precipitation variability independently. The observed change in the relationship between southern China winter-spring rainfall and ENSO is likely related to the increased SST variability in eastern South Indian Ocean and the modulation of the Pacific decadal oscillation.

Summary In this study, we perform experiments with a coupled atmosphere-ocean general circulation model (CGCM) to examine ENSO’s influence on the interannual sea-surface temperature (SST) variability of the tropical Indian Ocean. The control experiment includes both the Indian and Pacific Oceans in the ocean model component of the CGCM (the Indo-Pacific Run). The anomaly experiment excludes ENSO’s influence by including only the Indian Ocean while prescribing monthly-varying climatological SSTs for the Pacific Ocean (the Indian-Ocean Run). In the Indo-Pacific Run, an oscillatory mode of the Indian Ocean SST variability is identified by a multi-channel singular spectral analysis (MSSA). The oscillatory mode comprises two patterns that can be identified with the Indian Ocean Zonal Mode (IOZM) and a basin-wide warming/cooling mode respectively. In the model, the IOZM peaks about 3–5 months after ENSO reaches its maximum intensity. The basin mode peaks 8 months after the IOZM. The timing and associated SST patterns suggests that the IOZM is related to ENSO, and the basin-wide warming/cooling develops as a result of the decay of the IOZM spreading SST anomalies from western Indian Ocean to the eastern Indian Ocean. In contrast, in the Indian-Ocean Run, no oscillatory modes can be identified by the MSSA, even though the Indian Ocean SST variability is characterized by east–west SST contrast patterns similar to the IOZM. In both control and anomaly runs, IOZM-like SST variability appears to be associated with forcings from fluctuations of the Indian monsoon. Our modeling results suggest that the oscillatory feature of the IOZM is primarily forced by ENSO.

The emerging need for extended climate prediction requires a consideration of the relative roles of climate change and low-frequency natural variability on decadal scale. Addressing this issue, this study has shown that the variability of the Indian monsoon rainfall (IMR) consists of three decadal scale oscillations and a nonlinear trend during 1901–2004. The space–time structures of the decadal oscillations are described. The IMR decadal oscillations are shown to be associated with Atlantic Multidecadal Oscillation (AMO), Atlantic tripole oscillation and Pacific Decadal Oscillation (PDO). The sea surface temperatures (SSTs) of the North Pacific and North Atlantic Oceans are also resolved as nonlinear decadal oscillations. The SST AMO mode has high positive correlation with IMR while the SST tripole mode and SST PDO have negative correlation. The trend in IMR increases during the first half of the period and decreases during the second half. The IMR trend is modified when combined with the three decadal oscillations.
