城市化进程与土地资源的可持续利用   总被引:29,自引:1,他引:29  
文章通过对我国城市化进程的特点,用地需求及城镇扩展用地结构的分析,提出通过产业结构的调整、旧城改造、开辟CBD地区商务区等实现城市用地空间结构的调整与优化;以小城镇建设,乡镇企业改造与自然村庄的合并改造联系在一起的综合开发方式,解决小城镇建设与农地保护的矛盾;根据城市的自然条件、结构和功能布局城市绿地,进一步提高用地布局结构的合理性,并介绍了以“绿脉”为先导的城市空间布局概念。  相似文献

土地作为各种资源要素的空间载体,提升土地利用效率,是化解人地矛盾的关键突破口。转变土地利用方式,提高土地利用效率是减缓中国土地供需矛盾,维护土地生态安全的关键途径。基于2008—2019年中国269个地级市面板数据,利用超效率EBM-DEA(Epsilon-Based Measure-Data Envelopment Analysis)模型、ArcGIS空间分析及不同权重矩阵下的空间杜宾模型,探究城市建设用地绿色效率的演化特征及产业集聚、环境规制对其空间效应。结果显示:(1)研究期内,中国城市建设用地绿色效率具有较强的时空异质性,“东高西低”的梯度分布格局较为凸显;(2)产业集聚对城市建设用地绿色效率的空间效应具有显著的“U”型关系,即产业集聚超过一定阈值才能有效突破“索洛悖论”,提升本地与邻近地区城市建设用地绿色效率;(3)环境规制的“创新补偿”效应大于“遵循成本”,在一定程度上验证了“波特假说”在中国城市建设用地绿色效率中的适用性;但环境规制的“挤出效应”,也可能使邻近城市成为“污染避难所”,从而降低其城市建设用地绿色效率。通过研究以期为合理指导产业集聚与环境规制政策制定,实现城市...  相似文献

针对目前城市建设用地快速增长现象、耕地流失及城市建设用地保障不足的用地现实,本文对国内外城市建设用地增长研究的主要进展进行了分析总结,以期为深化中国城市建设用地增长研究、解决现实用地矛盾、正确引导城市建设用地发展、践行健康城市化之路提供参考。当前,国内外学者已在城市建设用地增长的时空过程与特征、影响因素与动力机制、模拟预测方面进行了多尺度、多地域的综合性与典型性研究,探讨了城市建设用地增长对耕地的占用,并提出了一些致力于城市用地增长调控的对策与方法。采用的定量分析方法主要包括数理统计法、RS/GIS技术、灰色系统分析法、MAS/CA模型等。研究成果对于深入认识和调控城市建设用地增长起到了重要作用。基于中国基本国情及当前面临的土地利用问题,未来的建设用地变化研究应逐步向城市与乡村相结合领域转型,研究方法将由一维逐渐向二维、三维甚至多维拓展,并据此为国家制定和完善土地管控政策提供科学依据;此外,未来应强化城市土地集约利用和增长边界控制,以有效控制城市建设用地的低效、过速扩张。实现精明增长。  相似文献

碳排放与建设用地利用效率具有显著的相互约束效应,建设用地低碳高效利用对实现区域高质量发展具有重要意义。该文通过构建碳排放约束下的建设用地利用效率评价体系,综合运用超效率模型、核密度估计、标准差椭圆等方法分析2005-2019年京津冀地区建设用地利用效率时空分异和空间特征,并探究建设用地利用效率变化的影响因素。结果表明:1)京津冀地区建设用地碳排放呈“先升后降再升”的变化趋势,净变化量为18387.308×104t;2)碳排放约束下的京津冀地区建设用地利用效率呈“先降再升”的特征,经济较发达城市的建设用地利用效率改善较明显,南部体量较小的城市呈波动式提升趋势;3)京津冀地区建设用地利用效率空间上呈东北—西南向分布,形成中北部和南部双核心的总体格局,核心城市集聚作用明显;4)人口规模与碳排放约束下建设用地利用效率呈显著负相关,而经济水平和对外贸易对建设用地利用效率具有显著正向作用。最后为提升京津冀地区建设用地利用效率,实现低碳高效发展提出相关建议。  相似文献

近年来“两规”衔接已成为一个重要的研究课题,“两规”新用地分类体系的先后发布给“两规”衔接带来了契机。运用比较分析方法研究了“两规”新、旧用地分类体系的相互关系,将“两规”用地分类体系的关系演变划分为1997年以前相互独立发展、1997-2006年相互冲突和2006年以来相互衔接3个时期。“两规”旧用地分类体系的比较表明两者在分类重点、分类体系构成、建设用地分类方法和空间范围4个方面的矛盾和冲突最明显。“土规”新、旧用地分类体系的比较表明有4个方面的特征变化:①现状、规划两套分类体系由相互分离转变为相互衔接;②现状分类由三级体系变为二级体系;③在建设用地分类中突出考虑了行业因素;④增强了规划分类的弹性空间。“城规”新、旧用地分类体系的比较分析表明有2个方面的特征变化:①增加城乡用地分类体系;②修订城市建设用地分类体系。最后构建了“两规”新用地分类体系的对应关系。  相似文献

1978年改革开放以来,社会经济快速发展不断改变着中国城市建设用地形态,并在不同区域表现出非均衡的空间差异。基于中国1981—2015年城市建设用地面积和人口数据,综合运用滑动T检验、K密度估计(KDE)和基尼系数等方法,识别中国城市建设用地转型的关键节点,并揭示其时空特征。结果表明:① 中国城市建设用地形态经历了“面积低速扩张—人均用地收缩”(1981—1990年)、“面积中速扩张—人均用地低速上升”(1990—2000年)、“面积快速扩张—人均用地快速上升”(2000—2015年)3个转型阶段。② 1990—2000年和2000—2015年两个转型阶段,面积转型的空间格局演变缓慢,表现出以东部长三角、珠三角为核心的大聚集和中西部以省会城市为中心的小分散格局,而人均用地转型空间格局呈由东部聚集向全国蔓延的演变趋势。③ 1990—2015年,城市建设用地面积的空间非均衡性表现为先逐渐缩小后逐渐扩大的动态演变特征,人均用地的空间非均衡性表现为先逐渐缩小后趋于稳定的演变特征。④ 中国城市建设用地转型符合区域土地利用转型的理论模式,与社会经济发展阶段转变相对应,空间格局演变揭示了国家发展战略由东部优先向区域协调发展转变的现实情况。研究在内容上弥补了土地利用转型阶段定量识别的不足,可为新时代社会经济转型背景下城市建设用地管控工作提供理论和数据依据。  相似文献

基于中国30个省域的城市面板数据,采用非期望产出随机前沿距离函数、扩张强度、变异系数和双变量空间自相关等方法,研究分析城市用地效率和用地扩张的关系。结果表明:(1)资本存量和劳动力每增加1%,城市建设用地有效效率分别增长1. 469%和2. 642%;但能源投入每增加1%,建设用地效率减少7. 689%。(2)研究期内,各省份城市用地效率一直保持在较高水平,但是总体增长活力不足;空间分布上,高值地区呈现“团状”集聚和“条带状”延伸发展的特征。(3)用地扩张强度的变化趋势表现为先升高后衰减,空间分布上大致以“胡焕庸线”为界。(4)当前城市化阶段下,多数城市用地扩张有利于用地效率的提高,城市空间延展有其合理性。但从发展趋势上看,仍要注重精明增长理论  相似文献

城市建设用地集约利用的碳排放效率分析   总被引:1,自引:0,他引:1  
为研究城市建设用地集约利用度与其碳排放效率之间的关系,针对省际建设用地,构建城市建设用地集约利用评价指标体系,计算中国大陆30个省份的建设用地集约利用度;基于松弛测度的SBM模型,测算各省份建设用地集约利用的碳排放综合效率、技术效率与规模效率。结果表明:(1)城市建设用地集约利用程度与集约利用碳排放综合效率并不保持普遍一致;(2)建设用地集约利用度高的省份大多分布在东部地区;(3)区域建设用地集约利用碳排放技术效率不足是导致大多数省份综合效率偏低的主要原因,而规模效率不足对综合效率影响较小。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
