城市增长边界划定是优化城市空间结构和管理格局、增强城市综合承载力的有力手段。然而,由于城市周边的耕地质量较高,城市增长边界与永久基本农田保护在空间上存在显著的冲突。已有的城市增长边界划定研究大多忽略了城市扩张与永久基本农田保护的冲突,不利于城市周边优质耕地的保护。针对这一问题,该文利用土地系统模拟与优化模型(LANDSCAPE),以武汉市为例,开展了权衡城市扩张与永久基本农田保护的城市增长边界划定研究。结果表明:LANDSCAPE模型在城市增长边界划定过程中能够权衡城市扩张与永久基本农田保护,既能满足城市增长的需求,又有效避让了城市周边的优质耕地和重要生态用地,实现了城市扩张与永久基本农田保护的空间协调;该文提出的城市增长边界划定方法可以为快速城市化地区合理划定城市增长边界、实现区域土地资源的合理有效利用提供方法支撑。建议相关部门应同步划定城市增长边界与永久基本农田边界;同时在城市扩张与耕地保护冲突激烈区域设置耕地保护弹性区,并在该弹性区权衡城市扩张与优质耕地保护。  相似文献

该文针对基本农田保护区划定自动化成图中必须进行图斑分割的决策问题,运用动态规划原理和相关几何知识,在建立连片性和区位因素影响下的耕地图斑定积分割决策模型基础上,开发出基本农田保护区划定图斑分割自动化成图决策系统,并利用该模型和系统对山西省太原市万柏林区一个行政村的基本农田保护区划定中的图斑自动分割进行了实证。结果表明,该模型能有效地达到基本农田保护区划定自动化成图中图斑分割定位、定量的要求,从而为实现基本农田保护区划定成图自动化提供技术支持。  相似文献

基于粮食生产能力的基本农田保护区规划方法研究   总被引:5,自引:0,他引:5  
耕地保护尤其是基本农田保护,最终是为了确保粮食综合生产能力,保证粮食安全.以不同耕地类型的粮食生产能力为基础,借助于ArcGIS的空间分析等分析方法,以实地1.0km×1.0km网格单元作为统计单位,结合济南市未来粮食需求情况,对济南市基本农田保护从数量和布局两个方面进行了研究.结果表明,要保证济南市2020年的粮食安全,其基本农田面积应不得低于31.7655万hm2,届时基本农田保护率为87.81%.从不同耕地类型入选基本农田的情况来看,水浇地,菜地和灌溉水田的入选比例较高,都接近甚至超过90%;从基本农田的空间分布来看,主要集中于济南市中北部平原区以及长清区和平阴县两地的西北部和东南部,与济南市耕地分布和粮食生产情况较为一致.该研究已经应用于济南市土地利用总体规划修编的前期研究成果中.  相似文献

基本农田保护是我国保护耕地与保障粮食安全的主要举措,基本农田保护区划定关系着耕地保护效率,对土地利用总体布局有重要影响。基本农田保护区划定不仅要考虑耕地质量,还要考虑耕地分布的空间要求,因此该项工作具有高度复杂性,迫切需要相关技术支持。该文构建了一种基于空间要求的基本农田保护区划定方法,用耕地质量指数修正图斑空间集聚度,根据图斑空间集聚度与兼容度的综合结果划定保护区,并以铜山区为例展示该方法的操作过程与其适用性。该文提出的基本农田保护区划定法基于矢量图斑尺度,同时考虑耕地质量与其空间集聚连片的要求,具有科学性与可操作性,可为目前基本农田保护区划定工作提供技术支持。  相似文献

探索客观、科学的城市周边永久基本农田保护红线划定决策方法,对于切实保护优质耕地及促进区域社会经济可持续发展具有重要战略意义。该文从评价性指标与约束性指标两方面构建指标体系,采用集对分析方法,以江西省萍乡市安源区为例开展城市周边永久基本农田保护红线划定决策研究。研究结果表明,安源区耕地可划分为优先划入、择优调入、针对性调控以及全面治理四大类型:优先划入型和择优调入型耕地合计2553.66 hm2,主要分布于城区周边道路沿线,应优先划入红线进行保护;针对性调控型耕地应根据其短板开展针对性调控改造,将改造后的优质耕地划入红线;全面治理型以丘陵山区的旱作坡耕地为主,主城区周边有少量镶嵌于建设用地之中,该类型耕地可作为农业—建设—生态弹性空间,通过全面治理,服务优化建设布局、发展山区特色旱作农业、强化生态功能等多方向管理决策。研究结果客观反映了安源区城市周边耕地资源综合状况,可为城市周边永久基本农田保护红线划定决策提供指导。  相似文献

基于Probit模型的常熟耕地保护区位选择   总被引:1,自引:0,他引:1  
采用Probit模型和分区的方法探讨了常熟耕地保护区位选择问题,以求能更高效合理地保护耕地资源,缓解建设用地扩张与耕地保护的矛盾.通过模型运算,发现土壤质量、地势条件、GDP增长率、到城区和港区的交通通达性、距离城(镇)区的距离对耕地资源变迁作用明显,据此构建分区的指标体系,将常熟市划分为耕地保护最宜选择、较宜选择、一般选择、较不宜选择、最不宜选择区域等5种类型区,分别占总面积的30.2%、40.7%、17.9%、5.2%和6%.并提出耕地保护与建设空间发展的方向,达到提高耕地保护效率和预留合理的建设用地扩展空间的目标,为土地利用、基本农田保护和城乡等规划的编制与实施工作提供科学依据.  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
