基于集对分析的城市周边永久基本农田保护红线划定决策研究

探索客观、科学的城市周边永久基本农田保护红线划定决策方法,对于切实保护优质耕地及促进区域社会经济可持续发展具有重要战略意义。该文从评价性指标与约束性指标两方面构建指标体系,采用集对分析方法,以江西省萍乡市安源区为例开展城市周边永久基本农田保护红线划定决策研究。研究结果表明,安源区耕地可划分为优先划入、择优调入、针对性调控以及全面治理四大类型:优先划入型和择优调入型耕地合计2553.66 hm2,主要分布于城区周边道路沿线,应优先划入红线进行保护;针对性调控型耕地应根据其短板开展针对性调控改造,将改造后的优质耕地划入红线;全面治理型以丘陵山区的旱作坡耕地为主,主城区周边有少量镶嵌于建设用地之中,该类型耕地可作为农业—建设—生态弹性空间,通过全面治理,服务优化建设布局、发展山区特色旱作农业、强化生态功能等多方向管理决策。研究结果客观反映了安源区城市周边耕地资源综合状况,可为城市周边永久基本农田保护红线划定决策提供指导。

A Study on Decision-Making of Permanent Basic Farmland Protection Red Line in Peri-urban Areas Based on Set Pair Analysis

In this paper,the index system for decision-making of permanent basic farmland protection red line in peri-urban areas is constructed from two aspects of evaluation indexes and constraint indexes,and the set pair analysis method is used to carry out the decision-making research of permanent basic farmland protection red line demarcation in peri-urban areas of Anyuan District,Pingxiang City,Jiangxi Province.It is found as follows.1)The farmland in Anyuan District can be divided into four types:priority allocation,preferential allocation,targeted regulation and comprehensive management.Among them,2553.66 hm2 farmland belongs to priority allocation and preferential allocation,mainly distributed along the roads in the peri-urban areas,and should be classified as permanent basic farmland.2)The farmland of targeted regulation type should be improved according to its shortcomings,and then the improved high-quality farmland should be delimited into permanent basic farmland.3)The farmland of comprehensive management type is mainly dry sloping farmland in hilly areas,with a small amount embedded in the construction land around the main urban area.This type of farmland can be used as a reserve land for the conversion of agricultural land,construction land and ecological land.Through comprehensive management,it can serve the multi-directional management decision-making of optimizing construction land layout,developing characteristic dry farming in mountainous areas,and strengthening ecological functions.This study can provide guidance for the decision-making of permanent basic farmland protection red line in peri-urban areas.
