随着全球气候变暖,各国对北极能源的开发愈发重视。美国北极地区的能源储量巨大,但鉴于美国的北极战略核心是国家安全、环境保护和国际合作,其能源开发相对滞后。2013年奥巴马政府出台了《北极地区国家战略》,开始对北极能源开发予以特别关注。特朗普政府执政期间,加强了对北极近海油气能源开发的支持力度。2021年拜登总统上任后,美国的北极能源政策以气候变化为核心,意在推动北极地区的绿色发展。美国的北极能源开发始终面临着法律、资金、技术、环保等各种问题的制约,这也决定了美国北极地区能源开发的复杂性和长期性。我国宜通过制定北极能源合作开发战略,重视北极等极寒地区绿色技术的应用和研发,推动与美国在北极地区气候变化和能源转型的合作,深化国际协作与交流,积极参与北极治理等举措,促进我国对北极能源资源的开发利用。  相似文献

北冰洋公海尚处于冰封状态,但气候变暖、海冰加速融化使未来公海出现新渔场成为可能,其战略价值因而得到国际关注。当前,环北极国家已率先展开渔业权益争夺。为分析北冰洋公海渔业事务的国际走势,文章基于博弈论思想,构建非对称懦夫博弈模型及古诺模型来模拟和探究环北极国家在渔业利益争夺中的合作或冲突行为,研究得出:现阶段北冰洋公海渔业权益争端主要表现为渔业管理权的争夺,在该博弈中,非北冰洋沿岸国采取退让策略,沿岸国采取进攻策略,可以达到进化稳定均衡;一旦公海具备捕鱼条件,争端将演化为开发模式选择的博弈,此时,北冰洋沿岸国采取合作开发策略可以有效保护公海渔业资源,并实现国家的长期利益。  相似文献

北极拥有其独特的地理位置和战略价值,同时也是全球变暖最关键的敏感区,世界各国针对北极地区制定了一系列政策计划,并开展了多年的北极海洋科学研究。基于Web of Science数据库收录的1998~2017年SCIE文章,采用文献计量与引文分析的方法与工具,分析了13784篇北极海洋科学研究的整体态势与热点前沿,结果表明:①全球北极海洋科学研究呈现出加快增长趋势,近5年的发文已经翻了一番,年均发文在689篇以上; ②环北极八国是该领域研究的主要力量,美国遥遥领先其他国家,挪威、丹麦研究基底深厚但近年发展稍缓,英国、德国是主要的非北极研究国,瑞典、法国的论文质量均衡,中国、波兰、格陵兰和荷兰则是该领域的后起之秀; ③俄罗斯科学院在本领域发文最多但文章质量良莠不齐,德国极地与海洋研究所、丹麦&格陵兰地质调查机构与挪威海洋研究所的第一作者与通讯作者研究占比高,哥本哈根大学、德国极地与海洋研究所、华盛顿大学在该领域科研影响力较大; ④全球海洋科学研究主要涉及地质学、海洋学、环境生态学、自然地理学、地球化学与地球物理学以及气象学与大气科学等领域,研究热点包括北极气候变化与极端天气、冰川消融与海平面上升、北极生态系统特征结构、北极海洋酸化与污染防治等方面。随着“一带一路”、“冰上丝绸之路”和《中国的北极政策》白皮书的发布,建议我国针对本国情况制定综合性北极科研计划,并注重科研机构间跨部门、跨领域的研究合作,加强与环北极国家和“一带一路”国家的合作,加大科研投入并开展国际规模的科学考察活动。  相似文献

回顾和论述了我国学者近 2 0年来在海洋初级生产力观测研究的进展。随着我国资源与环境问题的日益突出 ,初级生产力研究越来越受到重视 ,研究海域也越来越广阔 ,研究的方法不断改进与完善。 2 0年来我国海洋初级生产力研究取得了很大成绩 ,基本搞清了我国海域的状况 ,为生态系结构与功能研究、为渔业资源的合理开发与可持续发展、为海洋环境质量的评价和赤潮的监测与预报等提供了重要科学基础。目前该项研究正在向更广和更深的层次发展 ,并且与特定的研究目标紧密联系 ,有些研究项目已与国际接轨。加强大空间尺度和长时间序列的观测研究及其与相关学科的综合研究 ,和采用现代化的观测手段 ,必将使该领域的研究提到一个更高的水平。  相似文献

This paper covers some of the pressing problems of the Arctic Ocean, the existing structures and how cooperation in the region may develop. The region is surrounded by the lands of Canada, Denmark, Finland, Iceland, Norway, the Russian Federation and the United States of America, who together formed the Arctic Council in recognition of the fact that the issues facing the north exceed the capabilities and capacities of any one country and that successful solutions must be built on common actions. The expense and difficulty of operating in extreme conditions of the Arctic forced much of the significant arctic research into cooperative bilateral or multilateral projects, usually with a discrete research objective. Global organizations including the Intergovernmental Oceanographic Commission (IOC) of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the World Meteorological Organization (WMO), the International Council for Science (ICSU), the Food and Agriculture Organization (FAO), and the International Maritime Organization (IMO) sponsor specific climate related programs in the Arctic. The warming trends in the Arctic provide the motivation for renewed attention on the Arctic, which is changing rapidly both environmentally and socially. The climate and pollution issues, both anthropogenic in origin, have created some priorities in governmental thinking and led to limited additional funding in recent years. Industry needs to be responsive and innovative in incorporating stringent control and monitoring into development projects and in contributing to research and environmental management. Collective efforts by all interested governments will be needed to address the scarcity of research and observations, extending from the oceans to the coastal areas and drainage basins of the hinterlands. Arctic countries must also pursue global arrangements to protect the Arctic from the impacts of pollution from outside areas. The work started by the Arctic Council needs to be bolstered by the establishment of a regional convention for the Arctic, which will confer more responsibility upon governments to continue with the programs.  相似文献

The Arctic Council is an intergovernmental forum for the Arctic states, which have an outreach beyond the Arctic circle. It is a unique international regime for cooperation among governments and indigenous peoples. The Arctic Council has a very light administration and no obligatory funding. The Host Country of the Council provides a Secretariat and serves as a hub in a network in active operation. Projects are administered by a lead partner, often a Member State or a Indigenous people's organisation. Most of the work is done in Working Groups of Experts. In 1998, The Arctic Monitoring and Assessment Programme delivered a science-based Assessment Report on Arctic Pollution Issues. This report has influenced strongly on the global negotiations on persistent organic pollutants (POPs) and heavy metals. The Stockholm Convention on POPs 2001 is a significant step forward for the protection of the Arctic environment and for people living in the Arctic, who are dependent on harvesting as a central source of livelihood. The Arctic Council has adopted a Regional Plan of Action, which follows the UNEP methodology on the Protection of the Marine Environment from land-based activities. In June 2001, a report on the status and conservation of Flora and Fauna was delivered to the Arctic Council by the experts, who were requested to prepare recommendations on biodiversity conservation on the basis of the status report. The most important project for the time being is the Arctic Climate Impact Assessment. Close to 200 climate scientific experts from 11 countries are participating in the project, which will deliver its final report in 2004. Science-based decision making is an Arctic Council brand. In addition, the Council takes into account traditional knowledge provided by indigenous peoples. The overall goal is to enhance sustainable development in the Arctic. The Council contributes to a better knowledge base for decision-making. Political recommendations are agreed upon unanimously. Much of the implementation is done by the member states themselves and appropriate international organisations. The ambition is to integrate sustainable development principles into all activities and projects under the auspices of the Arctic Council.  相似文献

The 1982 United Nations Convention on the Law of the Sea (hereafter “UNCLOS”) is one of the most significant legal instruments of modern times, though the United States (US) has yet to join the 167 nations that have signed the document. Until the twentieth century, freedom of the seas led to inequity among nations, violence, and environmental disasters. UNCLOS provides a peaceful legal structure to resolve border disputes and enforce anti-pollution regulations while maintaining freedom of navigation, safety at sea, and marine scientific research efforts. However, the legitimacy of UNCLOS continues to deteriorate as China acts unilaterally while its global economic reach expands. Additionally, the US cannot participate in international agreements to access ocean resources in the deep seabed or claim portions of the Arctic due to non-accession to UNCLOS. Such accession would protect global security as the balance of power otherwise becomes increasingly unstable. The US must also accede to ensure economic development for itself as well as the preservation of coastal resources upon which many nations rely. In conclusion, US non-accession will risk global security, economic development, and the US position of strength.  相似文献

文章简要分析了胶州湾海岸湿地退化过程以及海岸湿地退化对渔业生产和生物多样性保护的影响。近40~50a来由于围垦、滩涂养殖、污染、城市化、填海造陆、河流断流、海面上升等原因,胶州湾海岸湿地呈现严重的退化趋势,表现为各类湿地面积不断萎缩,潮上带湿地植被退化和景观分维数下降,潮间带湿地底质和潮下带湿地水质不断恶化等。认为海岸湿地退化导致胶州湾海洋渔业资源严重衰退和生物多样性受损,并且对珍稀鸟类保护有不利影响。  相似文献

海岸带资源价值评估是引入市场机制、为建立资源有偿使用制度、实现海岸带资源优化配置的必要环节。回顾与总结了我国近20年来海岸带资源价值评估从资源价值观、资产化概念、资源类型划分、评估方法、资产化管理试点等方面的研究,认为我国对海岸带资源价值的理论研究比较成熟,评估方法涉及了矿产资源、渔业资源、空间资源、海涂和浅海资源、港址资源、滨海旅游资源和海岸带生态价值等核算模式;提出了海岸带资源价值评估在今后一段时期研究的重点是:在区域宏观分析的基础上,期望在资源评估因素的选择、评估单元的划分、评估指数和级别标准的确定、基准价包括经济系数的测算有评估结果验证等取得新的进展,并以典型实例为依托,在成果应用上纳入国家海域使用管理体系。  相似文献

海岸带综合管理作为沿海区域实现可持续发展目标的重要途径,对沿海地区科学有效地利用海岸带资源具有重要意义。本文从国家、省、市三个层面分析了我国当前海岸带综合管理制度现状和实践状况,提出了在海岸带综合管理立法缺失、权属不清、海陆统筹不能兼顾、海岸带规划与评价不足、管理技术亟待升级、海岸带基础数据尚不完备等制度方面存在的问题;基于国内外对海岸带综合管理的经验和实践,从加快海岸带立法、完善海岸带规划、协调综合管理、兼顾陆海统筹、提升管理技术、加强管理效果评价以及夯实基础信息等方面提出海岸带综合管理制度进一步完善的措施和建议,为进一步提升我国海岸带综合管理工作提供参考。  相似文献

Some regularities that are generally accepted in the theory about the development of sea coasts as applied to the East Arctic coast of Russia do not conform to reality. To find out the reasons for these contradictions, the connection between the coastal processes and the perennially frozen sediment of the underwater coastal slope in the Laptev Sea and the East Siberian Sea was studied. The frozen state of the deposits of the coastal zone exerts a substantial influence on the coastal dynamics and determines several features of the thermoabrasion development. In particular, the subaqual permafrost does not allow the forming of a storm profile with dynamic balance. This fact causes the more effective action of the sea on the coastal cliffs and the more active recession of the frozen coasts as compared with their counterparts outside the cryolitozone.  相似文献

由于沿海地区经济迅速发展,越来越多的陆源污水排入渤海湾,渤海湾生态环境系统承受着巨大的压力。本文建立了渤海湾生态环境的多级指标体系,并根据2003年至2005年多次渤海湾监测资料对其现状进行了分析;然后进一步研究了由于围海造地、海水淡化等开发工程引起的近岸海域水动力条件和污染物输移的变化。结果表明,陆源污染物大量排放、沿海开发活动加剧是影响渤海湾水生态环境的主要原因。沿海围垦不仅导致潮通量减少,潮流作用减弱,而且影响近岸海域污染物的输移和分布。海水淡化高浓度盐水的排放也对近岸海域的水生态环境造成很大的影响。  相似文献

Constrained by physical and economic factors, the States and Territories in the central and southwestern Pacific region (the Pacific Island States and Territories) have utilized regional cooperation in addressing many of the coastal and marine resources development issues facing the region. Regional cooperation in dealing with coastal and marine issues has been facilitated largely through the establishment of a number of regional organizations. This article discusses the institutional frameworks for regional cooperation in coastal and marine resources and environmental management by the Pacific Island States and Territories. Chile has a very diverse and variable coastal zone, with a series of phenomena that occur unexpectedly and which demand great flexibility from the management models that are implemented. The oceanographic characteristics have provided Chile’s coastal zone with important pelagic fisheries in the country’s north and center and benthonic fisheries in the south. They have also led to the explosive growth of aquaculture in the last ten years, mostly in the canals zone. In the northern and central regions, megaprojects have dominated coastal zone investments and are about to go into the far north. Also a sustained popùlation increase in central and southern coastal areas is expected as a consequence of the saturation of big cities and development in road, transport and communications.The incorporation of Chile into trade blocks such as APEC, NAFTA, and MERCOSUR together with some recently signed bilateral trade treaties will undoubtedly give a push to the port activity. The construction of different corridors throughout the country that will provide access to the Pacific for some regions in Brazil, Paraguay, Bolivia and Argentina will have a similar effect.Alterations in the quality of the environment (Pollution), threats to the coastal zone’s diversity (exhausted resources) and conflicts among users are mentioned among the principal problems affecting coastal zone urging for an integrated management approach for this critical and sensitive area.A coastal zone management plan for Chile, more than creating new regulations, many of which already exist, should be able to set up effective mechanisms among the different sectors involved in the use of the coastal zone, generate mechanisms to resolve differences, provide adequate scientific and technical information for decision making and establish simple and realistic mechanisms for education and citizen participation. The National Management Plan should be essentially FOCUSED, REGIONALIZED, INTEGRATED AND INFORMED. In fact, the basic idea promoted by Fundación Chile and the Navy’s Maritime Territory National Board would be to generate a system supported by one or two central coordinating institutions articulated with regional institutions, which would carry out the above-mentioned objectives. The greatest benefit of a Plan like this one is that Chile’s coastal zone and its resources can be used sustainably with the appropriate mechanisms, but in an informed and integrated way and respect regional and local peculiarities. Some of the major features of this approach are presented and discussed here.  相似文献
