福建省海洋学会第四届会员代表大会召开

9月25日，福建省海洋学会第四届会员代表大会在厦门举行。第三届理事会副理事长李少菁教授主持了开幕式并致词。福建省科协为大会发来贺电；厦门市科协学会部彭莉副部长代表市科协到会祝贺此次大会的召开；福建省海洋与渔业局刘修德副局长、厦门市海洋与渔业局周鲁闽副局长、国家海洋局第三海洋研究所余兴光书记到会并致词，     

“海洋地质灾害海洋环境”学术研讨会在青岛召开

由中国地质灾害研究会海洋地质灾害专业委员会，中国海洋学会海洋地质分会、中国地质学会海洋地质专业委员会、中国科学院海洋研究所、广东海洋湖沼学会、广东海洋学会南海石油开发环境研究会和青岛市地质学会联合主办的《海洋地质灾害海洋环境》学术研讨会，于1994年10月19—20日在青岛召开。来自沿海地区高教、科研、部委等部门的专家、教授和青年学者共42名代表参加了会议。     

中国测绘学会海洋测绘专业委员会被评为“中国测绘学会2005～2009年度先进集体”

2009年12月4～6日，中国测绘学会第九次全国会员代表大会暨学会成立50周年纪念大会在北京召开。中国科协、中国测绘学会、国家测绘局、总参测绘局以及各省市测绘系统的领导、专家和代表400余人参加了会议。会议的主题是：继往开来，开拓创新。这是我国测绘界的一次盛会，会上对学会工作先进集体、先进个人以及优秀论文作者等进行了表彰，并颁发了奖牌和证书。

春华锦簇 且看秋实——记中国海洋学会成立30周年

20世纪70年代中期，一群具有远见卓识的海洋科学家订立了共同的目标，经过积极争取和周密筹备，1979年7月29日，中国海洋学会第一次全国会员代表大会在大连召开，中国海洋学会肩负着“弘扬海洋文化、普及海洋知识、推进海洋事业”的使命诞生了。在建国60周年的今天，中国海洋学会已经走过了30年的历程，这是一部崭新而又厚重的历史画卷。

著名海洋生物学家郑重教授逝世厦门大学教授、博士生导师，原全国人大代表、全国政协委员，厦大海洋学系、生物学系主任，厦大海洋生物研究室主任，厦大学术委员会副主任；国家科委海洋组学科组成员；中国海洋学会、中国海洋湖沼学会名誉理事，中国甲壳动物学会名誉理事长...     

“中国第三届国际海道测量／海图制图师论坛”在大连召开

2009年11月26—27日，“中国第三届国际海道测量／海图制图师论坛”在辽宁省大连市召开，本次论坛由中国测绘学会海洋测绘专业委员会、辽宁省测绘学会海测专业委员会和海军大连舰艇学院主办。来自全国的80余名代表参加了会议。海军大连舰艇学院杨骏飞院长，中国测绘学会海洋测绘专业委员会主任、海司航保部许春明副部长，

福建省海洋学会召开2008年学术年会

福建省海洋学会2008年学术年会暨海峡西岸经济区建设的海洋科技支撑与海洋资源开发学术研讨会在厦门召开，学会第五届理事会理事、常务理事、会员共170多人到会，学会第五届理事会理事长余兴光在会上致开幕词，厦门市科协副主席贺向东、厦门市海洋与渔业局副局长周鲁闽和福建省海洋与渔业局代表到会祝贺并致词。余兴光理事长说，     

国外油气上游技术研发出现新趋势

美国石油工程师学会（SPE）最近进行的一项调查结果显示，尽管全球金融危机下油气需求减缓、油价陡降，然而国外石油公司、技术服务公司和学术机构对上游技术的研发投入基本未受影响，但出现一些新的趋势：科研投入方向将发生较大转变，如放缓提高采收率技术研发，而加快经济性钻井、完井和增产技术研发；仍然重视深水和海底开采技术，以及重油、油页岩等非常规资源开发技术的研发。     

数字海图发行管理机制研究

目前,我国数字海图的发行机制未能发挥数字海图高效、便捷的应用特点,与国际上发达国家的差距较大.为了改变现状,拟采用计算机软硬件结合的加密技术,对建立数字海图发行管理的新机制进行了研究,并设计了全新的可视化、智能化和集成化的理论模型.     

国际海洋矿产研究新进展

通过在俄罗斯参加学术会议，访问和广泛的交流研讨，对当前国际上的大洋固体矿产和天然气水合物研究现状和最新进展有了一定的认识，尤其对俄罗斯海洋地质、大洋矿产和天然气水合物的调查研究情况有了较深入的了解。

对"CR-02"6 000 m自治水下机器人长基线声学定位系统海上试验中的若干问题从理论上进行分析和计算,并提出了解决方案。海上试验证明了方法的有效性和可靠性,为进一步的试验及应用积累工程经验。     

Red Tide Frequency Analysis Using the Extreme Value Theory

In recent years, the red tide erupted frequently, and caused a great economic loss. At present, most literatures emphasize the academic research on the growth mechanism of red tide alga. In order to find out the characters of red tide in detail and improve the precision of forecast, this paper gives some new approaches to dealing with the red tide. By the extreme values, we deal with the red tide frequency analysis and get the estimation of T-times red tide level U （T） , which is the level once the consistence of red tide alga exceeds on the average in a period of T times.     

中国海洋底栖生物学发展回顾与展望*

海洋底栖生物是海洋生态系统中的重要组成部分,在底层生态系统的能量流动和物质循环过程发挥着重要作用。我国的海洋底栖生物学经过数十年的发展,取得的许多研究进展和成果,但学科目前发展仍存在很多不足。总体而言,研究力量相对薄弱和分散,仍为相对弱势的一个学科,需成立专门的底栖生物学组织机构(分会),构建一个学科交流与合作的平台,整合业内的研究力量和资源,促进我国底栖生物学的研究与发展。本文分析了学科的现状和发展趋势,阐述了海洋底栖生物学分会在学科发展中的作用,并就未来发展提出了建议。     

Marine science and blue growth: Assessing the marine academic production of 123 cities and territories worldwide

The role of academic research in the economic growth process has been widely considered over the last two decades in the theoretical and empirical literature, particularly around the concept of knowledge-based economy. Meanwhile, the very recent notion of “blue growth” and the significant development potential related to marine environments have gained more and more concern for policy makers on different scales. It is therefore interesting to assess the academic research related to marine issues, owing to its potential contribution to this dynamics growth through knowledge transfers and academic spillovers. This paper provides a global evaluation of the marine academic production, using a spatialized, open and transdisciplinary approach. In particular, this approach is to mobilize indicators to assess scientific production, transpose it to the territorial scale and make a global comparison of “research territories” in the case of marine science, with a specific focus on European cities. The results show that the five main centres are Tokyo (Japan), Paris (France), San Diego (USA), Moscow (Russia) and Woods Hole (USA). A dense European territorial coverage in marine science centres also appears, and new world major centres such as Chinese and Brazilian ones emerge.     

Towards a ‘new form of governance’ in science-policy relations in the European Maritime Policy

This article seeks to identify the key principles that should guide the definition of the mandate and institutional structure for acquiring scientific advice in support of the European Maritime Policy. The EU has stated that, as concerns the Maritime Policy, the relations between science and policy ought to reflect a ‘new form of governance’. Far from being an easy task, however, the EU has observed that there are problems of credibility and legitimacy in the relations between science and society (including policymakers), which first need to be overcome. Against this background, the article draws on some of the newest conceptual and empirical research on science-policy relations, which has sought to analyse and ultimately provide frameworks for overcoming such challenges. On this basis, the article investigates the principles that need to be applied to constitute a ‘new form of governance’ as a means of paving the way toward a more credible and legitimate use of scientific data, information and knowledge within policymaking and implementation processes.     

Capacity building to achieve sustainable fisheries management in Mexico

Achieving sustainable fisheries management is an enormous challenge and involves the enhancement of scientific and technological management capacities worldwide. The improvement of this capacity building (CB) is particularly crucial to developing countries with massive fisheries such as Mexico. To understand the current status of CB in Mexico, the contemporary development of its academic research system was examined by undertaking a bibliographic review of specialized literature, including research institutions and postgraduate programs. The resulting information was considered as Mexican CB indicators and its theoretical and spatio-temporal analysis revealed capabilities are increasingly supporting research topics related to advancing sustainable fisheries development. However, because the recent and tumultuous development of the Mexican academic research system, much of the knowledge accumulated centers on commercial resources, and the renovation of the system itself is geographically inconsistent. In this paper, some key insights on how to improve Mexican CB process are highlighted.

大地测量数据处理中的潮汐系统和模型

经过30多年的发展,国际上对潮汐的研究不断深入。目前,已形成一套新的潮汐系统和模型。我国现行大地测量规范和细则中,一直沿用旧的潮汐系统和模型,已不再适应新的形势。因此,对1983年汉堡(Hamburg)IAG会议决议的潮汐系统和IERS(2003)潮汐模型及对大地测量数据处理的影响进行了介绍。
