This paper summarizes the distribution and production layout of the major mineral resources in China,including coal,iron ore,copper and bauxite,from a national perspective.It also identifies the incompatibility between the mineral resources distribution and regional economic development.Significant issues with China’s mineral resource industry cause challenges for the sustainable development of both the mining industry and the national socio-economy.The sustainability of regional mineral resources and the environmental pollution by mining in the western China were also analyzed.Results show that the distribution of China’s mineral resources is misaligned with its regional layout of economic development.China’s mineral resources have been over-exploited,and the mineral resources production in the eastern China is unsustainable.The continuously expanding production of mineral resources in the western China has heavily endangered the ecological environment.We propose strategies to boost the sustainable development of mineral resources,including measures to accelerate economic development and enhance the sustainability of domestic mineral resources.We also offer suggestions for scientifically planning the mineral resource prospecting and exploitation and regional economic layout,as well as for proactively undertaking industry transfer in the eastern China and raising the environmental benchmark requirements for the mineral industry in the central and western China.  相似文献

Europe's mountains cover nearly half of the continent's area and are home to one fifth of the European population. Mountain areas are hotspots of biodiversity and agriculture has played a multifunctional role in defining and sustaining mountain biodiversity. Ongoing trends of agricultural decline are having negative impacts on mountain biodiversity. This paper presents results from an interdisciplinary European research project, BioScene, which investigated the relationship between agriculture and biodiversity in six mountain study areas across Europe to provide recommendations for reconciling biodiversity conservation with social and economic activities through an integrated rural development strategy. BioScene used scenario analysis and stakeholder participation as tools for structuring the analysis of alternative mountain futures. Three main BioScene scenarios were evaluated: Business as Usual (BAIT), Agricultural Liberalisation (Lib), Managed Change for Biodiversity (MCB). BioScene brought together ecologists, economists, sociologists and rural geogra- phers, to carry out interdisciplinary analysis of the scenarios: identifying key drivers of change, assessing the biodiversity consequences and evaluating costeffectiveness. BioScene used a sustainability assessment to integrate the research outputs across natural and social science disciplines to assess the broader sustainability of the scenarios in terms of biodiversity, natural resources, rural development, social development, economic development and institutional capacity. The sustainability assessment showed that the MCB scenario was potentially the most sustainable of the three BioScene scenarios. Through the reconciliation of potentially conflicting objectives, such as conservation, economic development and human livelihoods, and with a strong participatory planning approach, the MCB scenario could represent an alternative approach to BaU for sustainable rural development in Europe's mountains. BioScene confirms the necessity for natural and social scientists to work together to seek solutions to environmental problems. Interdisciplinary research can assist with the definition of integrated strategies with the potential to reconcile the ecological, social and economic parameters that determine a sustainable future for European mountain areas.  相似文献

The evaluation of sustainable land use is the key issue in the field of studying the sustainable land utilization. In general analysis, the sustainable land use is evaluated respectively from its ecological sustainability, economic sustainability and social sustainability in China and other countries in recent years. Although this evaluation is an important work, it seems insufficient and hard to comprehensively reflect the whole degree of land use sustainability. Thus, to make up this deficiency, this paper brings forward the evaluation indexes, which make it possible to quantitatively reflect the whole degree of land use sustainability, namely, the concept of "degrees of overall land use sustainability" (Dos), and research and measurement development of the method of and calculation in Dos. Taking the evaluation of the degree of land use sustainability in county regions of Yunnan Province as the actual example for analysis, results are basically as follows:
1) The degree of land use sustainability (Dos) is the ration index to organically and systematically integrate the degree of ecological friendliness (DeF), the degree of economic viability (Dev) and the degree of social acceptability (Dsa), able to comprehensively reflect the whole sustainability degree of regional land use
2) Based on the value of Dos, the grading system and standard for the sustainability of land use may be established and totally divided into five grades, namely, the high-degree sustainability, middle-degree sustainability, low-degree sustainability, conditional sustainability and non-sustainability. Meanwhile, the standard for distinguishing sustainability grades has also been confirmed so as to determine the nature of sustainability degrees in different grades. This makes the possibility for the combination of nature determination with ration in research result and provides with the scientific guideline and decision-making gist for better implementation of sustainable land use strategy.

Meeting the challenge of sustainable development requires substantial advances in understanding the interaction of natural and human systems. The dynamics of regional sustainable development could be addressed in the context of complex system thinking. Three features of complex systems are that they are uncertain, non-linear and self-organizing. Modeling regional development requires a consideration of these features. This paper discusses the feasibility of using the artificial neural networt(ANN) to establish an adjustment prediction model for the complex systems of sustainable development (CSSD). Shanghai Municipality was selected as the research area to set up the model, from which reliable prediction data were produced in order to help regional development planning. 世界各国包括俄罗斯在内已经出版了大量关于可持续发展的理论研究方面的书籍。但总体而言,在不同结构层次(全球、国家、区域和地方)的可持续发展模型中,区域水平上的模型可能是最复杂和最基础的层次。本文在构建可持续发展模型的框架下,给出了一个区域经济、社会和生态发展的指标体系、标准和限制,并建立了一套评价区域自然资源潜力及其动态变化的方法。首先,对区域层次上达到可持续发展的条件和内容进行分析。其次,给出一个区域经济、社会和生态发展的框架。其中区域发展的经济质量是指其自身资源状况所带来的区域发展能力;区域发展的社会质量是指由区域的人口潜力和社会结构所带来的在一个长时期内稳定的区域人口以及由此提供的高标准生活质量的能力;区域发展的生态质量是指在一个长时期内区域保持其自然资源潜力和高质量环境的能力。区域可持续发展是在一个长时期内(10年)区域高质量的发展,在区域发展质量水平上进行可持续性和平衡性的评价是必要的,为此建立三者之间适当的比例关系。第三,为反映区域间发展的差异,对区域内的经济、社会等进行自然-经济区划以及对每个分区进行相应的指标的计算。这些绝对和相对的可持续发展比率反映了一定时期内实际的状态距离标准值的程度,刻画了区域发展的质量特征。如果这种比率发生变化,或者相对标准值发生动态改变,那么这些比率就可以评估发展的稳定性,以及同时反映了区域发展在质量上的提高或者降低。第四,区域自然资源潜力及其动态变化的评价。第一步是进行局部自然资源分区和把国土自然资源系统作为最复杂的评价对象进行整体考虑。然后对每一个自然资源系统进行动态平衡的计算(这种平衡反映了自然资源的动态和状态)。自然资源潜在的变化可以用实际的或者预测的数据进行计算。  相似文献

Regional ecological health,the core of comprehensive ecosystem assessments,is an important foundation for regional exploration,environmental conservation,and sustainable development.The mountainous areas in southwest China are backward in economy,but industrialization and urbanization have been rapid in recent years.This study assessed the ecosystem health of the Sichuan and Yunnan provinces in China using a pressure-state-response(PSR)model.Spatiotemporal patterns of regional ecosystem health were analyzed from 2000 to 2016,including overall characteristics as well as local characteristics.Ecosystem health in most regions was improved over time(Y=0.0058 X–11.0132,R2=0.95,P<0.001),and areas with poorer ecosystem health decreased from half to one-third of the total area.Analysis of the primacy ratio and the variation coefficient confirmed that the gap in health scores between regions has gradually expanded since 2007,but there are more high quality regions overall(Z of Moran’s index<1.96,P>0.05).Overall,the regional ecosystems to the east of the Hu line-an imaginary line dividing east and west China into roughly equivalent parts-were healthier than those to the west.The pressure and state scores of ecosystems were determined by physiographic condition,and the response scores by government policies and social concern.The spatiotemporal patterns of ecosystem health were dominated to a greater extent by natural than anthropogenic factors,which explains why the shift in the patterns aligned with the direction of the Hu line.Dividing regions into key management areas based on natural geographical conditions and socioeconomic development could contribute to the formulation of a reasonable ecological and environmental protection policy,guaranteeing ecosystem services in the long run.  相似文献

Human beings have had a tremendous impact on natural ecosystems and are now the principal power to change the biosphere.It is logical that we should pay close attention to the interaction between human systems and environ-mental systems.Taking Minqin bsin ,Gansu Province,as a case,this paper focuses on the evolution of regional physic-cal environments and the cultural systems by which people maintain their relationships with those environments.This pa-per presents the conceptural framework for the man-land system.Expecting to accelerate the regional sustainable develop-ment,it also analyses the evolutionary mechanism of regional man-land system.On the basis of reviewing and analyzing the evolution of man-land system in Minqin basin,the paper also brings forward an adujusting mode for the studied area, which consists of three aspects:to build up a concept that economic growth must harmonize with environmental qualityˊs and land productivityˊs improvement;to make a whole planning and management in the drainage area;and to push for-ward the technique of water-saving irrigation and establish water-saving agricultural system. Current approaches for sustainable mountain development have several persisting warning signals. Economic globalization, profitoriented market development, and infrastructure development have significantly altered traditional nature-society interactions, increased environmental pressures, and challenged agricultural sustainability in the mountains. Some of the effects of globalization could also be beneficial. Social differentiation and disintegration of mountain communities' have weakened their collective stakes on natural resources resulting in decline in initiatives such as community forestry, collective water management, domestication of rapidly disappearing herbal species, and balancing of economic and ecological concerns. Population growth, food insecurity, unemployment, and increasing economic gaps between rich and poor have led to out-migration of youth. Sustained action promoting ownership of new initiatives for rehabilitating degraded mountain landscapes through macro-level global/national initiatives, mountain specific planning and development efforts is severely lacking in many areas on the Hindu Kush Himalayan region. Therefore, there is an urgent need for widening the scope of efforts directed to help mountain areas and communities, and a future thinking approach to enhance the sustainability of mountain areas as they are a valuable natural resource for humankind. Sustainable world heritage management represents an approach for managing the resources of a property by integrating environmental, economic, and social issues. It aims to provide sustainable benefits for future generations, while protect the property and minimize the possible adverse social, economic and environmental impacts. Indicators of sustainable development, which summarize information for decision-making, are invaluable to learn the efficiency and effectiveness of property management. Scientists in many fields devised several conceptual models of environmental statistics and indicators, of which, DPSIR (Driving forces – Pressure – State – Impact – Response) is thought to be the best available one in identifying and developing indicators of sustainable development. Based on the DPSIR conceptual model and indicator selection criteria, the present paper proposed a methodology framework for selecting indicators to assess the sustainable development of a natural heritage site. The proposed framework included a multi-level hierarchical structure for various indicators and indexes, a modified DPSIR frame to identify key issues in property management and a set of indicators for evaluating the sustainability in Sichuan Giant Panda Sanctuaries.  相似文献

In this study, by carrying on the spot investigation to the seven coal cities in Northeast China and interviewing with the local authority and the residents, the authors definite the vulnerability that is closed to exposure, sensitivity and resilience, and set up vulnerability model of coal cities in Northeast China. At the same time, the authors broadly illustrate how the components of natural-social-economic system act in the coal area, so as to probe the ways to reduce vulnerability more effectively, such as preferential national policy and so on. Furthermore, the article studies the relationship between vulnerability and sustainable development. Vulnerability is a spatio-temporal function of sustainable development. The regional sustainable development refrains the spiral ascending of vulnerability. And the regional vulnerability and sustainable development appear in turn. Then the article analyzes the natural vulnerability, social vulnerability and economic vulnerability of coal cities in Northeast China. At last, combing vulnerability model and situation of coal cities in Northeast China, the authors put forward regional technology innovation mode, multi-dimension structure transformation mode, attracting investment mode and recycling economy mode to reduce vulnerability.  相似文献

This study investigates the contrasting sceneries of community-based tourism after the 2008 Wenchuan earthquake and focuses on the potentials of tourism in transformations towards green economies. How are tourism and environment linked in a sustainable relationship? And how can potentials of community-based tourism be directed in transformations towards green economies? A qualitative research design is used to examine contrasting sceneries and specific green elements of community-based tourism in a Qiang people's fortress village in Mao County, Sichuan Province, West China and further discuss how tourism can be compatible with human wellbeing through demonstrating a commitment to sustainable development. The study argues that potential economic, social and environmental costs of tourism need to be considered when evaluating the loss of community benefits toward sustainability. The green elements suggest the potential of community-based tourism in transformations towards green economies, involving green agricultural, green building, and green energy, green governance, green service and green consumption. This study will contribute to the debate about the relationship between tourism and environment sustainability in the green economies, as well as the critique of what can be learned for community development from green tourism in mountainous regions after the inevitable natural disasters.  相似文献

作为可持续发展的重要主题之一,科学评估县域可持续发展潜力是制定县域发展战略的基础。现有可持续发展潜力评估方法多是基于县域发展现状的多维度综合分析,在体现发展的动态性上仍存在不足。本文构建了面向联合国2030年可持续发展目标的县域可持续发展潜力指标体系,采用系统动力学和FLUS模型对发展潜力指标进行预测,提出了一种结合共享社会经济路径的多情景县域可持续发展潜力评估方法。本文以山东省招远市作为案例区,基于2009—2018年的社会经济以及土地利用数据,通过模拟2030年招远市基准情景、SSP1、SSP2、SSP3、SSP5共5种情景下的县域发展态势,对比评估了实验区可持续发展潜力的差异性。结果表明:① 经济发展、居民福祉维度的多数指标在所有情景下均呈增长趋势,而生态维度指标则呈显著的下降趋势;② 相比2018年,SSP1、SSP2情景下县域发展潜力均值分别提升了17.36%、9.80%,而在SSP3、SSP5情景下分别下降了0.50%、4.20%,可见,SSP1情景能够最大限度提升招远市发展可持续性,SSP5则将产生显著的负面影响;③ 招远市未来发展应持续优化SSP1路径,重点关注不同产业劳动力占比、人口老龄化、碳固持等滞后指标。本研究建立了2030可持续发展目标与县域发展潜力的映射关系,提供了一种面向未来的多情景县域发展潜力评价技术框架,预期为招远市未来发展政策制定与高质量发展转型提供科学依据。  相似文献

Based on data of questionnaire and field survey and two developing models of Business As Usual (BAU) and the Intensive Urbanization (IU), this article, taking Wuwei City, a medium size city and typical oasis arid area in Gansu Province with very vulnerable and sensitive natural environment but long history of oasis economy, as an example, evaluated the sustainability of its environment and analyzed the scenarios of Wuwei’s household energy consumption, waste discharge in transportation industry, primary industry, secondary industry, tertiary industry, by the integration of the systematical dynamics model Stella and Polestar language to simulate the future development of the research area. The results showed that, first, the developing model of IU was propitious to Wuwei City named for oasis economy and vulnerable natural environment. The strategy of "Intensive Urbanization" can change the structure of energy utilization, and improve the efficiency of energy utilization. Second, the proportion of domestic energy consumption will decrease with industrialization and economic development, while that of tertiary industry, secondary industry and transportation will gradually grow up according to strategy of "Intensive Urbanization". Third, the Wuwei City is facing a severe eco-environmental crisis under the conventional patterns of development and a better future under a sustainable urbanization scenario, in the next 10 to 20 years. The different developing trends were clarified and the relative countermeasures were put forward for the policy makers according to the driving forces. A key solution to urban and global sustainability is effective planning of sustainable urban development, for which geo-techniques especially cellular automata (CA) models can be very informative. However, existing CA models for simulating sustainable urban development, though increasingly refined in modeling urban growth, capture mostly the environmental aspect of sustainability. In this study, an adaptable risk-constrained CA model was developed by incorporating the social-ecological risks of urban development. A three-dimensional risk assessment framework was proposed that explicitly considers the environmental constraints on, system resilience to, and potential impacts of urban development. The risk-constrained model was then applied to a case study of Sheyang County, Jiangsu Province in the eastern China. Comparative simulations of urban development in four contrasting scenarios were conducted, namely, the environmental suitability constrained scenario, the ecological risk constrained scenario, the social risk constrained scenario, and the integrated social-ecological risk constrained scenario. The simulations suggested that considering only environmental suitability in the CA simulation of urban development overestimated the potential of sustainable urban growth, and that the urbanization mode changed from city expansion that was more constrained by social risks to town growth that was more constrained by ecological risks. Our risk-constrained CA model can better simulate sustainable urban development; additionally, we provide suggestions on the sustainable urban development in Sheyang and on future model development.  相似文献

Natural landscapes consist of the natural substances, environment, and phenomena, all of which provide many benefits to people, including a sense of place, sightseeing, relaxing, and recuperating. However, the economic value of natural landscapes has only been recognized in recent decades, and the resulting large-scale decline and degradation of ecosystems now severely threatens the sustainable provision of their services to society. There is an emerging consensus that natural capital should be incorporated into the current socioeconomic accounting system. Many studies valuated natural resources at local and regional scales, but there are very few empirical studies at a national level. To provide a benchmark for natural landscape management on a national scale, we use the travel cost method(TCM) and the contingent valuation method(CVM) to determine the economic value and the spatial distribution of natural landscapes across China. Our results show that the total economic value of China′s natural landscape was 9.75 × 10~(11) U.S. dollars(USD) in 2012. Of this value, the highest proportion was in the eastern and southwestern regions of China, which accounts for 23.7% and 18.3%, respectively. The provinces of Guangdong, Sichuan, Yunnan, Inner Mongolia, and Heilongjiang were the top five in terms of the largest number of natural landscapes and largest economic values. Together, these five provinces accounted for 32.9% of the total number of natural landscapes and 29.4% of the total economic value in 2012. We believe this study will increase awareness of the value of natural landscapes, and more importantly provide a scientific basis for resolving conflicts between development and resource conservation.  相似文献

Urban comprehensive carrying capacity is an important guarantee and external representation of regional sustainable development. Based on urban comprehensive carrying capacity, this paper constructed a performance evaluation index system of urban comprehensive carrying capacity, and used entropy method, urban comprehensive carrying capacity measurement model and urban sustainable development model to measure spatial and temporal comprehensive carrying capacity of Harbin City in Heilongjiang Province from 2012 to 2017. The results show that: 1) index weight analysis suggested the regional development mode in Harbin still followed an epitaxial development mode, which pursued the expansion of scale and the growth of total amount of regional development, neglecting the effective utilization of resources and the improvement of structural benefits. 2) In the pressure system, the index of resource support has dropped sharply. The index of environmental capacity and social progress has risen circuitously, while the degree of agglomeration and the value of transportation facilities have risen steadily;in the pressure system, the index of population development and economic growth tended to fluctuate, while energy consumption and environmental pollution showed a more synchronous change in characteristics, and the livable demand remained at a high level. 3) The carrying capacity index of resources and environment in Harbin has been declining, and the acquired carrying capacity index fluctuated. The long-term regional development model has severely impaired the carrying capacity of resources and environment. 4) The comprehensive carrying capacity of Harbin has clear spatial differentiation characteristics. Finally, the paper proposes that location conditions, economic development level, government regulation, and science and technology are the main factors influencing the spatial differentiation of urban comprehensive carrying capacity.  相似文献

Sustainable development is a complex and systemic issue. It is essential to study it by the component analysis method from the view of system science. The urban developmental sustainability is one of focuses that people has paid more attention to, however, little common understanding how to measure and evaluate the sustainability has been gotten. In this paper, a framework is designed to evaluate the developmental sustainability of Suihua City, Heilongjiang Province in China from the aspects of economy, society, population, resources and environment. We adopt the Principal Components Analysis (PCA) to decrease dimensions and simplify the original indexes into 12 indexes. Also, the hierarchy and comprehensive multiple-criterion evaluative methods are employed to assess the sustainable development system in Suihua City. Then, the weights of indexes are attained by Analytic Hierarchy Process (AHP) method. Furthermore, urban comprehensive development level, developmental sustainability, coordinate degree are calculated and analyzed. By analyzing, we know the fluctuation of development level of subsystem, especially resources and environment subsystem, is acute. The comprehensive development level of sustainable development system in Suihua has been on the rise since 1999. That results from the effect of traditional economic development mode with high energy-consumed being decreased in the city after 1999. At the same time, it is obvious that there was an instability of development level in Suihua City during 1990-2002, with a turn in 1998, and the development could be sustainable, the status trend was more harmonious in 1999-2002.  相似文献
