In the recent climate change negotiations it was declared that the increase in global temperature should be kept below 2°C by 2100, relative to pre-industrial levels. China's CO2 emissions from energy and cement processes already account for nearly 24% of global emissions, a trend that is expected to keep increasing. Thus the role of China in global GHG mitigation is crucial. A scenario analysis of China's CO2 emissions is presented here and the feasibility of China reaching a low-carbon scenario is discussed. The results suggest that recent and continued technological progress will make it possible for China to limit its CO2 emissions and for these emissions to peak before 2025 and therefore that the global 2°C target can be achieved.

Policy relevance

In signing the Copenhagen Accord, China agreed to the global 2°C target. Results from this article could be used to justify low-carbon development policies and negotiations. While many still doubt the feasibility of a low-carbon pathway to support the global 2°C target, the results suggest that such a pathway can be realistically achieved. This conclusion should increase confidence and guide the policy framework further to make possible China's low-carbon development. Related policies and measures, such as renewable energy development, energy efficiency, economic structure optimization, technology innovation, low-carbon investment, and carbon capture and storage (CCS) development, should be further enhanced. Furthermore, China can play a larger role in the international negotiations process. In the global context, the 2°C target could be reaffirmed and a global regime on an emissions mitigation protocol could be framed with countries’ emissions target up to 2050.  相似文献

The emissions reduction pledges made by individual countries through the 2015 Paris Agreement represent the current global commitment to mitigate greenhouse gas emissions in the face of the enduring climate crisis. Natural lands carbon sequestration and storage are critical for successful pathways to global decarbonization (i.e., as a negative emissions technology). Coastal vegetated habitats maintain carbon sequestration rates exceeding forest sequestration rates on a per unit area basis by nearly two orders of magnitude. These blue carbon habitats and their associated carbon sequestration benefits are vulnerable to losses from land-use change and sea-level rise. Incorporation of blue carbon habitats in climate change policy is one strategy for both maintaining these habitats and conserving significant carbon sequestration capabilities. Previous policy assessments have found the potential for incorporation of coastal carbon sequestration in national-level policies, yet there has – to date – been little inclusion of blue carbon in the national-scale implementation of Paris commitments. Recently, sub-national jurisdictions have gained attention as models for pathways to decarbonization. However, few previous studies have examined sub-national level policy opportunities for operationalizing blue carbon into climate decision-making. California is uniquely poised to integrate benefits from blue carbon into its coastal planning and management and its suite of climate mitigation policies. Here, we evaluated legal authorities and policy contexts addressing sequestration specifically from blue carbon habitats. We synthesized the progressive action in California’s approaches to mitigate carbon emissions including statutory, regulatory, and non-regulatory opportunities to incorporate blue carbon ecosystem service information into state- and local-level management decisions. To illustrate how actionable blue carbon information can be produced for use in decision-making, we conducted a spatial analysis of blue carbon sequestration in several locations in California across multiple agencies and management contexts. We found that the average market values of carbon sequestration services in 2100 ranged from $7,730 to $44,000 per hectare and that the social cost of carbon sequestration value was 1.3 to 2.7 times the market value. We also demonstrated that restoration of small areas with high sequestration rates can be comparable to the sequestration of existing marshes. Our results illustrate how accessible information about carbon sequestration in coastal habitats can be directly incorporated into existing policy frameworks at the sub-national scale. The incorporation of blue carbon sequestration benefits into sub-national climate policies can serve as a model for the development of future policy approaches for negative emissions technologies, with consequences for the success of the Paris Agreement and science-based decarbonization by mid-century.  相似文献

International carbon markets can be an important tool in achieving countries’ mitigation targets under the Paris Agreement, but they are subject to a number of environmental integrity risks. An important risk is that some countries have mitigation targets that correspond to higher levels of emissions than independent projections of their likely emissions. If such ‘hot air’ can be transferred to other countries, it could increase aggregated emissions and create a perverse incentive for countries not to enhance the ambition of future mitigation targets. Limits to international transfers of mitigation outcomes have been proposed to address this risk. This article proposes a typology for such limits, explores key design options, and tests different types of limits in the context of 15 countries. Our analysis indicates that limits to international transfers could, if designed appropriately, prevent most of the hot air contained in current mitigation targets from being transferred, but also involve trade-offs between different policy objectives. Given the risks from international transfer of hot air and the uncertainty over whether other approaches will be effective in ensuring environmental integrity, we recommend that countries take a cautious approach and pursue a portfolio of approaches to ensure environmental integrity, in which case limits could provide for additional safeguards.

Relative limits based on emission projections could be a more valid approach, although they are also technically and politically challenging.

  • Under ‘absolute’ limits a country could only issue, transfer or acquire a certain amount of mitigation outcomes. Absolute limits set at sufficiently low levels could prevent countries from transferring large amounts of hot air, but are bluntly applicable to all countries, whether or not they have hot air.

Developing economy greenhouse gas emissions are growing rapidly relative to developed economy emissions (Boden et al. 2010) and developing economies as a group have greater emissions than developed economies. These developments are expected to continue (U.S. Energy Information Administration 2010), which has led some to question the effectiveness of emissions mitigation in developed economies without a commitment to extensive mitigation action from developing economies. One often heard argument against proposed U.S. legislation to limit carbon emissions to mitigate climate change is that, without participation from large developing economies like China and India, stabilizing temperature at 2 degrees Celsius above preindustrial (United Nations 2009), or even reducing global emissions levels, would be impossible (Driessen 2009; RPC Energy Facts 2009) or prohibitively expensive (Clarke et al. 2009). Here we show that significantly delayed action by rapidly developing countries is not a reason to forgo mitigation efforts in developed economies. This letter examines the effect of a scenario with no explicit international climate policy and two policy scenarios, full global action and a developing economy delay, on the probability of exceeding various global average temperature changes by 2100. This letter demonstrates that even when developing economies delay any mitigation efforts until 2050 the effect of action by developed economies will appreciably reduce the probability of more extreme levels of temperature change. This paper concludes that early carbon mitigation efforts by developed economies will considerably affect the distribution over future climate change, whether or not developing countries begin mitigation efforts in the near term.  相似文献

Demonstration of a fully integrated power plant with carbon capture and storage (CCS) at scale has not yet been achieved, despite growing international political interest in the potential of the technology to contribute to climate change mitigation and calls from multiple constituents for more demonstration projects. Acknowledging the scale of learning that still must occur for the technology to advance towards deployment, multiple CCS demonstration projects of various scales are emerging globally. Current plans for learning and knowledge sharing associated with demonstration projects, however, seem to be limited and narrowly conceived, raising questions about whether the projects will deliver on the expectations raised. Through a comparison of the structure, framing and socio-political context of three very different CCS demonstration projects in different places and contexts, this paper explores the complexity of social learning associated with demonstration projects. Variety in expectations of the demonstration projects’ objectives, learning processes, information sharing mechanisms, public engagement initiatives, financing and collaborative partnerships are highlighted. The comparison shows that multiple factors including the process of building support for the project, the governance context and the framing of the project matter for the learning in demonstration projects. This analysis supports a broader conceptualization of learning than that currently found in CCS demonstration plans - a result with implications for both future research and practice.  相似文献

On the basis of review of the process responding to climate change of international community, this paper introduces the status of carbon emissions of the world and China, and the technology potential for China to mitigate carbon emissions. At the same time, this paper explores the macro-impacts of China's mitigation of carbon emissions, the equity of global mitigation of climate change, and the impacts of international cooperation in the field of climate change. Furthermore, this paper puts forward the ideas and countermeasures of mitigating climate change in China, indicating that China should positively adapt to the trends of international politics, economy and trade pattern changes and bring the strategies of mitigating climate change into national social and economic development strategy, planning to promote comprehensive, coordinated and sustainable development of national economy and society under the situation of global response to climate change.  相似文献

The CASA (Carnegie-Ames-Stanford) ecosystem model has been used to estimate monthly carbon fluxes in terrestrial ecosystems from 2000 to 2009, with global data inputs from NASA??s Terra Moderate Resolution Imaging Spectroradiometer (MODIS) vegetation cover mapping. Net primary production (NPP) flux for atmospheric carbon dioxide has varied slightly from year-to-year, but was predicted to have increased over short multi-year periods in the regions of the high-latitude Northern Hemisphere, South Asia, Central Africa, and the western Amazon since the year 2000. These CASA results for global NPP were found to be in contrast to other recently published modeling trends for terrestrial NPP with high sensitivity to regional drying patterns. Nonetheless, periodic declines in regional NPP were predicted by CASA for the southern and western Untied States, the southern Amazon, and southern and eastern Africa. NPP in tropical forest zones was examined in greater detail to discover lower annual production values than previously reported in many global models across the tropical rainforest zones, likely due to the enhanced detection of lower production ecosystems replacing primary rainforest.  相似文献

A carbon tax will form the central carbon pricing instrument in South Africa. The country, however, is also in the process of setting specific short-term emissions limits at a subnational level. Additional mitigation policy instruments will thus be required to meet these targets. Although it is possible to combine sector-level quantity targets with a broad-based carbon tax, this article finds that this greatly complicates mitigation policy design, increasing both the information requirements and the likelihood of unintended consequences. The trade-offs between economic efficiency (optimized by the use of a broad-based price set by a carbon tax) and environmental effectiveness (optimized by using instruments that ensure emissions reduction targets are met) are ever present. A clear understanding of subnational quantity targets and an appreciation of the characteristics of the instruments to achieve such targets (quantity-based instruments, QBIs), the framework through which the instruments are combined, and their possible interactions, are required for effective policy making. Three possible frameworks for combining instruments are identified in the article, and some specific implications of interaction between particular QBIs and a carbon tax are suggested.

Policy relevance

This article explores the interaction of a carbon tax with mitigation policy instruments to meet subnational emissions targets in the South African context (where both a carbon tax and subnational emissions targets are currently being developed). As international negotiations progress towards countries accepting binding GHG emissions restrictions, quantity-based mitigation policy approaches become more important. In countries where a broad-based emissions trading scheme (ETS) is not feasible in the short to medium term, combining a broad-based carbon tax with subnational emission targets provides an alternative mechanism for achieving the economic efficiency and emissions certainty benefits derived from an ETS. This paper considers the mechanisms through which such a combination of instruments can be achieved. Three possible frameworks for combining instruments are identified, some specific implications of interaction between particular QBIs and a carbon tax are suggested, and guidelines and concept tools are presented to assist policy-makers in designing efficient and coherent mitigation policy.  相似文献

Deforestation has contributed significantly to net greenhouse gas emissions, but slowing deforestation, regrowing forests and other ecosystem processes have made forests a net sink. Deforestation will still influence future carbon fluxes, but the role of forest growth through aging, management, and other silvicultural inputs on future carbon fluxes are critically important but not always recognized by bookkeeping and integrated assessment models. When projecting the future, it is vital to capture how management processes affect carbon storage in ecosystems and wood products. This study uses multiple global forest sector models to project forest carbon impacts across 81 shared socioeconomic (SSP) and climate mitigation pathway scenarios. We illustrate the importance of modeling management decisions in existing forests in response to changing demands for land resources, wood products and carbon. Although the models vary in key attributes, there is general agreement across a majority of scenarios that the global forest sector could remain a carbon sink in the future, sequestering 1.2–5.8 GtCO2e/yr over the next century. Carbon fluxes in the baseline scenarios that exclude climate mitigation policy ranged from −0.8 to 4.9 GtCO2e/yr, highlighting the strong influence of SSPs on forest sector model estimates. Improved forest management can jointly increase carbon stocks and harvests without expanding forest area, suggesting that carbon fluxes from managed forests systems deserve more careful consideration by the climate policy community.  相似文献

Mismatches between the spatial scales of human decision-making and natural processes contribute to environmental problems such as global warming and biodiversity losses. People damage the environment through local activities like clearing land or burning fossil fuels, but the damages only become manifest at larger regional or global scales where no one pays for them. Payments for ecological services like carbon sequestration can correct for these damages caused by scale mismatches. This paper presents a spatially explicit land-use model to investigate the consequences of scale mismatches for pollination and carbon storage services and examine the effect of payment for only carbon storage services. The model integrates processes in multiple spatial scales ranging from the parcel level used by landowners’ decision about deforestation, to the larger scale used by animals to pollinate plants, and finally to the global scale where carbon storage services are supplied. We show that payment for carbon storage services can become an effective mechanism to protect forests at the same time that it creates inequities among landowners in income level.These findings suggest that market-based approaches that focus on conservation of a single ecosystem service may reproduce unequal power relations among landowners.  相似文献

This paper examines soil carbon sequestration in developing countries in sub-Saharan Africa as part of regional and global attempts to mitigate greenhouse gas emissions and the possibility that the development of greenhouse gas mitigation projects will offer local ancillary benefits. The paper documents the improvements in agricultural practices and land-use management in sub-Saharan Africa that could increase agricultural productivity and sequester soil carbon. During the first five-year commitment period of the Kyoto Protocol, only afforestation and reforestation projects will be eligible for crediting under the Clean Development Mechanism, but soil carbon sequestration and broader sink activities could become eligible during subsequent commitment periods. However, very few cost estimates of soil carbon sequestration strategies exist, and available data are not readily comparable. It is uncertain how large amounts of carbon could be sequestered, and it is unclear how well site-specific studies represent wider areas. It is concluded that there presently is a need to launch long-term (>10 years) field experiments and demonstration and pilot projects for soil carbon sequestration in Africa. It will be important to monitor all environmental effects and carbon `costs' as well as estimate all economic benefits and costs of projects.  相似文献

We present results from multiple comprehensive models used to simulate an aggressive mitigation scenario based on detailed results of an Integrated Assessment Model. The experiment employs ten global climate and Earth System models (GCMs and ESMs) and pioneers elements of the long-term experimental design for the forthcoming 5th Intergovernmental Panel on Climate Change assessment. Atmospheric carbon-dioxide concentrations pathways rather than carbon emissions are specified in all models, including five ESMs that contain interactive carbon cycles. Specified forcings also include minor greenhouse gas concentration pathways, ozone concentration, aerosols (via concentrations or precursor emissions) and land use change (in five models). The new aggressive mitigation scenario (E1), constructed using an integrated assessment model (IMAGE?2.4) with reduced fossil fuel use for energy production aimed at stabilizing global warming below 2?K, is studied alongside the medium-high non-mitigation scenario SRES A1B. Resulting twenty-first century global mean warming and precipitation changes for A1B are broadly consistent with previous studies. In E1 twenty-first century global warming remains below 2?K in most models, but global mean precipitation changes are higher than in A1B up to 2065 and consistently higher per degree of warming. The spread in global temperature and precipitation responses is partly attributable to inter-model variations in aerosol loading and representations of aerosol-related radiative forcing effects. Our study illustrates that the benefits of mitigation will not be realised in temperature terms until several decades after emissions reductions begin, and may vary considerably between regions. A subset of the models containing integrated carbon cycles agree that land and ocean sinks remove roughly half of present day anthropogenic carbon emissions from the atmosphere, and that anthropogenic carbon emissions must decrease by at least 50% by 2050 relative to 1990, with further large reductions needed beyond that to achieve the E1 concentrations pathway. Negative allowable anthropogenic carbon emissions at and beyond 2100 cannot be ruled out for the E1 scenario. There is self-consistency between the multi-model ensemble of allowable anthropogenic carbon emissions and the E1 scenario emissions from IMAGE?2.4.  相似文献

Forests have an important role to play in climate change mitigation through carbon sequestration and wood supply. However, the lower albedo of mature forests compared to bare land implies that focusing only on GHG accounting may lead to biased estimates of forestry's total climatic impacts. An economic model with a high degree of detail of the Norwegian forestry and forest industries is used to simulate GHG fluxes and albedo impacts for the next decades. Albedo is incorporated in a carbon tax/subsidy scheme in the Norwegian forest sector using a partial, spatial equilibrium model. While a price of EU€100/tCO2e that targets GHG fluxes only results in reduced harvests, the same price including albedo leads to harvest levels that are five times higher in the first five years, with 39% of the national productive forest land base being cleared. The results suggest that policies that only consider GHG fluxes and ignore changes in albedo will not lead to an optimal use of the forest sector for climate change mitigation.

Policy relevance

Bare land reflects a larger share of incoming solar energy than dense forest and thus has higher albedo. Earlier research has suggested that changes in albedo caused by management of boreal forest may be as important as carbon fluxes for the forest's overall global warming impacts. The presented analysis is the first attempt to link albedo to national-scale forest climate policies. A policy with subsidies to forest owners that generate carbon sequestration and taxes levied on carbon emissions leads to a reduced forest harvest. However, including albedo in the policy alongside carbon fluxes yields very different results, causing initial harvest levels to increase substantially. The inclusion of albedo impacts will make harvests more beneficial for climate change mitigation as compared to a carbon-only policy. Hence, it is likely that carbon policies that ignore albedo will not lead to optimal forest management for climate change mitigation.  相似文献

While many different greenhouse gas (GHG) mitigation technologies can be implemented under the Clean Development Mechanism (CDM), renewable energy technologies (RETs), in particular, are often viewed as one of the key solutions for achieving the CDM's goals: host-country sustainable development and cost-efficient emissions reductions. However, the viability of emission reduction projects like RETs is technology- and country-specific. To improve the CDM with respect to the diffusion of RETs, it is crucial to understand the factors that ultimately drive or hinder investments in these technologies. This study develops a methodology based on project-level, regional and global variables that can systematically assess the financial and environmental performance of CDM projects in different country contexts. We quantitatively show how six RETs (PV, wind, hydro, biomass, sewage, landfill) are impacted differently by the CDM and how this impact depends on regional conditions. While sewage and landfill are strongly affected independently of their location; wind, hydro and biomass projects experience small to medium impacts through the carbon price, and strongly depend on regional conditions. PV depends more on regional conditions than on the carbon price but is always unprofitable. Furthermore, we determine the carbon prices necessary to push these six RETs to profitability under various regional conditions. Based on these results, we derive policy recommendations to advance the interplay between international and domestic climate policy to further incentivize GHG emission reductions from RETs.  相似文献

This article uses a policy analogy approach to explore China's attitude toward the possibility of global carbon market integration, including the development of a common cap-and-trade market for the global civil aviation industry. Like in other foreign policy domains, in international cap-and-trade, China faces a ‘trilemma’ between carbon market integration, state sovereignty and policy flexibility. By referring to how China has approached a comparable trilemma in foreign exchange policy making, we analyse China's possible stance on international cap-and-trade. We argue that China will prefer to gradually establish and strengthen, to a limited extent, intergovernmental governance mechanisms, which allow nation-states to prioritize sovereignty and policy flexibility in carbon trading policy making. In the conclusion we use this argument to explain China's responses to the carbon-trading initiatives of Australia, the EU, the International Civil Aviation Organization (ICAO), and the World Bank.

Policy relevance

The international community has reached a consensus on the use of market mechanisms for mitigating climate change. While opposing the EU's plan to include Chinese airlines in the EU Emissions Trading Scheme, China has started to co-explore with Australia the possibility of linking their carbon markets, and has adopted a supportive attitude toward the carbon trading initiatives led by the ICAO and the World Bank. Considering China's status as the largest emitting country of GHGs and its interdependence with major developed and developing countries, China's substantial participation would be crucial to the success of the global market-based efforts to reduce GHG emissions. This article presents an initial attempt to develop a better understanding of China's stance on international cap-and-trade.  相似文献
