京郊新农村建设人居环境质量综合评价

农村人居环境是农民生活品质的重要标志,农村人居环境质量的提高可以促进农村居住环境与社会、经济、资源环境之间的良性互动。通过对北京市首批市级新农村规划建设试点村的问卷调查,结合多元统计分析,探讨新农村建设以来京郊农村人居环境质量的要素特征、影响因素和发展水平。研究表明:相比新农村建设前,京郊农村人居环境在基础设施、公共服务设施、自然生态环境等方面取得较大改善;京郊农村人居环境质量的地域特征显著,近郊平原区优于其他地域类型;基础设施配套和社会协调水平对村民形成人居环境整体印象最为重要,收入状况、村内道路质量、垃圾处理设施、卫生所等因素对人居环境满意度有显著影响;加大对农村公共产品的投入和建设力度、建立设施的长效管护机制、增加农民收入是实现京郊农村人居环境优化的关键环节。     

创新集体土地使用权流转机制稳步推进社会主义新农村建设——宁夏平罗县创建农村土地信用合作社纪实

新农村建设中的环境问题研究

在目前社会主义新农村建设中,人们更多关注的是政策、模式、制约因素、村庄规划、生产发展、生活宽裕以及如何拆旧建新等问题,少有人涉及新农村建设中的环境问题.其实,新农村建设中的环境问题是一个重大的社会问题,它将直接影响到新农村建设的质量和成败,值得全社会去研究、关注.对目前农村环境保护方面存在的问题、产生原因、引发的后果进行分析研究后,提出了在社会主义新农村建设过程中要落实科学发展观、实行农业标准化、建立和完善农村污染监测网络和控制体系等保护农村环境的一系列对策.     

中国典型农区空心村综合整治模式

空心村是农村经济社会转型发展期出现的一种乡村地域系统退化性演变的结果,造成了农村土地资源的浪费和低效利用,严重阻碍了农村经济社会的可持续发展。深入推进空心村现状调查、潜力评价和整治模式研究,对优化城乡土地资源配置、促进新农村建设具有十分重要的意义。以地处黄淮海平原的山东省禹城市为例,基于48 个典型村庄、401 份农村空心化与空心村整治意愿的农户问卷调查,重点开展了空心村整治模式的实证研究。结果表明,研究区村庄普遍存在村庄规模小、布局散,宅基地闲置多,村庄建设规划缺乏,公共服务设施短缺等问题;农民对空心村整治的意愿强烈,87.0%的农户对推进空心村整治与中心村建设表示愿意和非常愿意;围绕构建新型城乡关系和推动农村空间重构、资源整合、集约用地的指导思想,将国家战略同农民意愿有机结合,提出了城镇化引领型、中心村整合型和村内集约型等空心村综合整治模式。     

关于中国环境管理和资源利用的几点思考(英文)

这一评述总结2008年耶鲁大学中国的环境和资源利用问题研讨会的讨论重点,包括:1)保护地方利益和防止污染扩散的区域协调;2)建立环境特殊区,实行前瞻性的环境政策试验;3)加强环境和资源利用教育和能力建设;4)协调国内和国际环境合作关系;5)中国的环境决策中权力的制约与平衡。本文不打算对这些专题进行深入分析,而是强调西方环境管理经验和教训与中国的现实相结合的重要性。     

新农村建设背景下衡阳市村级集体经济发展的路径选择

自21世纪以来,衡阳坚持统筹城乡发展,同时关注村级集体经济自身发展的“内力”和政府社会提供的“外力”,从资源开发、资本运营和工业发展等几个方面进行了广泛而深远的探索,为村级集体经济发展提供了相对稳定的资本资源,也给衡阳的新农村建设提供强有力的支持.然而,与经济和社会发展的现实需求相比,衡阳村级集体经济远非完美,衡阳村级集体经济发展任重而道远.基于将村级集体经济发展和新农村建设置于同一研究框架当中这一思路,针对当前村级集体经济发展和新农村建设存在的问题,在参考国内其他地区村级集体经济发展经验的基础上对村级集体经济的发展趋势进行了系统的探索,提出了充分发挥的优势资源,促进股份合作制改革,完善精英治理,提高民主管理等发展路径;并提出创新非农业建设用地制度,改革公共产品供给机制,明确村级集体经济组织法律地位等村级集体经济发展支撑机制.

PRA理念在中国社会主义新农村建设中的应用研究——以怒江流域保山市茶山村为例

建设社会主义新农村是一项长期而艰巨的任务,是解决"三农"问题的重要途径.通过以怒江流域保山市杨柳乡茶山村为例,在茶山新农村建设中运用PRA理念的具体方法,即社区资源分布图绘制、农事季节历、排序、问题树法,发现茶山村发展的主要制约因素是基础设施薄弱、村内卫生条件差、产业单一、居民自我发展能力弱4个因素,在此基础上提出了茶山新农村建设要借助中国社会主义新农村建设契机申请建设资金、加强基础设施建设、发展农产品加工、实现科技入户、加强环境意识和参与意识培训5项具体措施.     

广东新农村建设的区域差异

广东省新农村建设取得巨大成就,但是在区域层面上还存在较大的差异,这不仅影响到广东进一步推进新农村建设的步伐,也会影响到广东省经济社会持续健康发展、全面建设小康社会以及率先基本实现社会主义现代化战略目标的实现.本文从生产发展、生活宽裕、乡风文明、村容整洁和管理民主五个方面构建了广东省社会主义新农村建设评价指标体系,从四大经济区域层面上对广东省新农村建设情况进行诊断.分析和评判了其新农村建设实现程度和存在的制约因素.研究结果表明:[1]2006年广东省社会主义新农村建设实现程度75.5%;[2]在区域层面上,珠江三角洲、东翼、西翼和北部山区的新农村建设实现程度分别为85.3%、71.1%、69.5%和67.0%,区域间差异明显;[3]各区域的制约因素主要表现在珠江三角洲地区的农业生产组织化程度、农业基础设施和城乡收入差距方面;东翼地区的经济实力、农业生产组织化程度和清洁能源使用率等方面;西翼地区的农业基础设施建设、恩格尔系数、清洁能源使用、饮用水质量以及垃圾实施集中处理程度低等方面;北部山区村的容村村貌和农民生活水平和经济落后方面.     

全球化背景下国家乡村政策演变与乡村地方重组及其不确定性的理论分析

全球化是推动乡村地方重组的重要因素,但国家政策深刻影响乡村地方参与全球化的过程与景观。立足已有研究,围绕“全球化-国家乡村政策-乡村地方重组”之间的关联,通过梳理全球化与中国乡村政策演化的互动关系,分析乡村政策的地方实施过程,总结乡村地方工业化、休闲旅游化和农业现代化等典型重组类型及其面临的不确定性。认为早期农村改革耦合全球化引致的城镇化进程,解决了农村温饱和人口“过密化”问题,推动部分乡村工业化,参与国际分工;持续的深化改革与地方动员,加快了先进技术和生产要素的应用,促进了农业规模化与专业化,并嵌入国际市场;乡村旅游的兴起,促进部分乡村复兴和国际元素的进入。农业收益的增长与稳定、老年农民有序退出以及新业态的就业容量将是乡村振兴的潜在制约因素。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
