山区县生态发展的路径探索——以广东省阳山县生态发展规划为例

要“生态”还是要“发展”一直以来都是困扰山区的两难选择.“生态发展”为山区“既要生态也要发展”提供了一条现实的路径.文中从生态发展的思想渊源与内涵出发,对山区县生态发展的动力机制、总体路径进行了研究和探索,并将其理念融入广东省阳山县的生态发展规划.研究表明,生态发展是自然、经济、社会复合巨系统的正向演进过程,其动力来自于自然、经济、社会系统内部,其实现也有赖于自然、经济、社会三大系统的和谐统一、相互影响、相互促进.认为山区县在发展过程中必须十分重视生态保护、生态经济、城镇化以及民生保障等四项内容,四者作为

Way to Eco-development of Mountainous Counties: A Case Study of the Planning of Yangshan County

To be "ecological",or to be "economic" ? That is a dilemma for mountainous regions,where eco-environment is fragile and economy is less developed."Eco-development" would provide a realistic way to be "not only ecological but also economic".In this paper an analysis of the ideology resource and the connotation of eco-development are conducted,the dynamic mechanism and the way to eco-development are investigated.As a case study,an eco-development plan of Yangshan County in north Guangdong is made.The result shows that eco-development is an evolution of the complex system consisting of natural,economic and social sub-systems.Its power comes from the system itself and its implementation also depends on the unity and the interaction between the sub-systems.For mountainous counties,great importance should be attached to ecological protection,ecological economy,urbanization and livelihood security,which are the four basic clues to eco-development and should be always carried out through the eco-development of the counties.
