在实地调研的基础上，以水土流失严重及生态环境脆弱区域于一身的陕甘宁边区为例，探讨西部大开发中生态环境建设的最佳途径，陕甘宁边区的生态环境建设必须是一种经济建设，即建设“商品生态”和买卖“生态商品”，通过“生态购买”实现“生态致富”，论述了实施生态购买工程的必要性，可行性和操作途径，提出了生态购买的实施方法和步骤，建议国家启动生态购买工程。

The main part of purchase is government,that is to say, government departments pay bills for the existence of forest and grass whichrights of proprietary and use belong to peasants.
