摘    要:农用地整理在增加耕地数量、提高耕地质量、保障耕地总量动态平衡中起着重要作用,但迄今为止的农用地整理潜力评价仍以耕地数量潜力为重心,忽视对耕地质量潜力的评价。该研究以农用地定级结果为基础,对已有农用地定级指标中的相关因子分值进行调整,建立质量分指数一标准产量对照表,测算农用地整理质量潜力,同时结合区域范围内可增耕地系数测算出农用地整理数量潜力,最终测算农用地整理综合潜力,并以该综合潜力作为分析评价农用地整理项目是否可行的依据。以江苏省东台市四灶镇官楼等村农用地整理项目为例进行了实证研究。

Abstract:Farmland rearrangement now plays an important role in increasing amount of farmland, improving farmland quality and balancing the dynamic changes of total cultivated land. However, related methods of potential evaluation still focus on the quantity potential of farmland rearrangement so far while ignoring the aspect of quality of it. Based on the result of farmland classification, this paper is aimed at calculation the quality potential of farmland rearrangement through adjusting the correlative factors within the index scheme of farmland classification as well as establishing the parallel table between quality value and standard output. Then, the quality potential is combined with quantity potential calculated by the coefficient of increased farmland so as to work out the total potential of research region according to which the feasibility of farmland rearrangement projects could be analyzed. At last, this paper exemplifies a project in Sizhao town, Dongtai city, Jiangsu province as a demonstration.
