三峡库区秭归县PRED现状分析及其可持续发展对策

三峡库区秭归县人地矛盾十分突出，目前面临着人口问题，粮食问题，耕地问题，生态环境恶化问题，这些问题交织在一起，已严重阻碍了该县的可持续发展，为此，急需采取一系列对策：（１）控制人口增长，提高人口素质，（２）加强移民社区重建，合理安置移民；（３）恢复与重建退化生态系统与生境，保护生物多样性，（４）抓住机遇，发展经济。
