荥阳市循环经济发展规划构想与对策

文章分析了生态工业园区规划和区域循环经济规划不同之处，认为县域循环经济发展规划更为重视的是以循环经济理念规划、设计社会经济发展轨迹，努力形成政府主导、市场推进、法律规范、政策扶持、科技支撑、公众参与的运行机制，其发展重点首先是资源减量化、再生资源回收利用、清洁生产和环境管理等。针对荥阳市循环经济发展规划进行了研究，提出了该市循环经济发展规划目标、重点方向、基本框架与发展模式、空间布局，并制定了相应对策。
