西南地区是我国水能资源主要蕴藏地区，其水能资源具有优越的开发条件。文章分析了西南地区自８０年代以来水电装机容量的比重逐年下降的原因，以及西南水电开发存在的主要问题，提出了运用市场经济模式加快西南水电基地开发的对策和建议

To Speed up the Hydroelectric Resoures Exploitation of Southwest China and Promote the Economic Sustainable Development in the Upper Reaches of the Yangtze River

The major source of chinese water energy is in the southwest region, where the developing conditions are favorable. The developing of water energy in the southwest region guides the economic development in the upper reaches of yangtze River. Speeding up the exploiting of the Southwest water and electricty and thus building it into a powerful base of energy and raw materials contribute to the development of the energy structure in our country, They also have strategic significance for the continuous improving of the processing industry in coastal areas,for the proper adjusting of the national industry structure and for the modifying of the productivity distrifution. This essay analysizes the reasons why the probortion of hydro generator capacity has been decreasing yearly since the 80's and the main proflems in developing water and electricity energy. It provides counter measures and proposals to prompt the developing of southwest water and electricity energy base by employing the market economic model.
