城市土地储备潜力评价研究

摘    要:土地储备潜力评价是土地储备工作顺利开展的基础,为实现土地储备潜力的定量测度,该文在界定其内涵的基础上,建立了由区域因素、宗地因素、变动因素3方面14个指标组成的城市土地储备潜力评价指标体系,通过层次分析法进行赋权,以各参评指标的加权指数和作为具体地块储备潜力的评定结果,并以深圳市龙岗区为例,进行实证分析,为确定适宜储备地块,制定合理的土地储备计划提供依据。

Abstract:With the rapid urbanization, land reserve system has become an important means for rational land use and land configuration optimizing. It has been put into practice in many cities. However,there are 2 basic problems in the process of the system coming into effect. One is the oriented effect of capital, i. e. the area and location of land reserve are usually determined and/or disturbed by the capital requirement of urban government. The other is the investment requirement, i. e. the area and location of land reserve are usually determined and/or disturbed by the investment requirement from investors. Obviously, these two kinds of problems are prone to bring the gap between long-term urban planning and short - time capital shortage in urban eonstruction. The urban comprehensive development is inclined for a systematic view. According to the successful experiences of urban land reserve system of advanced countries and regions,rational urban land reserve and supply plan are keys for an urban land reserve system. Basing on the definition of land reserve potential, this paper brings forward the basic principle of integrating urban land reserve indices, and integrates them into a unit index system using quantitative methods. 14 indicators are chosen in the integrated index system. Taking Longgang district, Shenzhen City as an example,urban land reserve potential for industry use is evaluated based on RS and GIS technology,and the result is used to establish the current land reserve plan.
