摘    要:课题组在深入调研,掌握大量资料的基础上,应用现代管理学理论,提出了省、地、县三级气象部门机构,岗位设置方案和队伍结构优化模式,同时提出了实现目标的方法、步骤和支持性政策,对深化气象部门的改革,促进队伍结构调整,合理分流人员具有重要价值,对正在进行结构调整的各级气象部门很有参考、启迪作用。

Abstract:Using modern administrative theory and having a certain amount of data in hand ,a model which can make the ranks' structure better in meteorological dep rtment of province, prefecture and county is given. It has an important value in deepening the reform of meteorological department, promoting the adjustment of rank's structure and dividing the staffs rationally. To a great extent it has an important referential action for arousing the meteorological department at differ- ent levels whose structure is being adjusted.
