西部水资源开发的哲学思维

西部地区矿产资源丰富 ,但水资源匮乏 ;土地资源广阔 ,但荒漠化石漠化严重 ;自然景观独特 ,但生态环境脆弱。这些矛盾决定了“水是中国广袤西部开发的关键”。解决水资源问题 ,西部经济才能实现可持续发展。因此必须以正确的哲学思想为指导 ,树立“天人合一”的开发观 ,“对立统一”的改造观 ,“一分为二”的技术观 ,才能使具体技术措施起到事半功倍的效果。
