摘    要:本文针对城市防洪的特点,论述了基于3S(GIS-地理信息系统/RS-遥感/GPS-全球定位系统)技术的防洪管理支持系统的总体设计、体系结构设计等内容。总体设计思路采用系统工程方法,遵循“以人为本”的理念,从用户的需求出发,根据用户需求和网络化要求,按照层状结构划分为决策层、业务层、管理维护层和技术支撑层4个层次。总体结构设计包括系统功能结构设计和软件体系设计,并以深圳市防洪管理支持系统为例,介绍了提出设计思路的具体实现和应用效果。

Abstract:Considering the characters of flooding control in cities, this paper discussed the general design and the structure design of the supporting system of flooding control based on the technology of GIS, RS and GPS. The general design adopted the method of system engineering, which divided the system into four layers as decision-making, operation, management and technological support according to the demands of the users at netwoks. The total design involved the function structure and systemic running. Moreover, the practical application of this system used by Shenzhen implemented the expected effects following the design direction.
