通过对石家庄市水资源利用现状分析和预测,提出节水的新概念,就投资方向与水资源的关系,从战略和战术两个方面进行了综合论述。在战略上对生产力布局与水资源进行优化配置,重点以转变观念、生态经济原则,调整工业布局、产业政策、产业结构、生态农业、强化节水投资等方面分析论证;在战术上兼顾节约用水与防止水质污染,从节水产品、节水工艺、节水农艺、节水管理等方面进行了探讨。

RELATION BETWEEN WATER RESOUCE AND INVESTMENT ORIENTATION

In rapid economic development and constant increase of investment demand, it is increasingly important to maintain a proper treatment and solution of the issue of water resouree, a significant facter affecting economic development. That is to say we have to reconsider the relationship between construction investment and water resource.In this paper, a new idea about water economizing is proposed on the basis of analysis and forecast of water resource utilization in Shijiazhuang City A comprehensive discussion on the relation between water resourde and investment orientation is presented strategically and tactically. Strategically, production toction should be distributed in an optimum way.The emphasises of the discussion are placed on spects of idealogical change, principles of ecological economy, industrial policy, industrial structure,ecological agriculture, intensification of investment in water economizing and so on.Tactivically, both economizing water and preventing water pollution must be taken into account.The discussion focuses on the product,technology,agronomy,and management of water economizing all.The discussions are of significonce in con-tronling blindness of investment and in utilising water in a planned way.
