| Abstract: | An approach to developing harmonized strategies of the use of transboundary water resources is considered. The principle of
open management is examined in two possible situations of strategy development—either there is no agreement between governments
regarding the use of a transboundary water body, or the existing agreement is to be revised. Perfect harmonization is attained
in both variants. |
