河南省城镇化的目标、道路和对策

在对河南省城镇化现状特征，问题和面临的与挑战深入剖析的基础上，提出了全省城镇化水平目标，剩余劳动力转移分配方案和城镇现代化目标，论证了以首位城市为主导，大中城市为主体，小城镇为基础，中原城市群为高级组织形式“一心二轴四带四类”为布局战略的城镇化道路，并提出了实现上述目标和战略的对策。

Study on the Goal, Models and Countermeasure of Ur banization in Henan Province

On the basis of analysis on the urban problems， characteristics and changing backgrounds in Henan province, this paper discusses the models of ur banization in the future two decades, points out that the strategic significa nce of small town development is the main way for urbanization and modernization , the urban spatial patterns will be“one core ,two axis， four types and f our belts”. The countermeasures to realize the goal and strategy are also appro ached.
