以特色农业引领农业结构优化升级的路径与启示——以洛阳市为例

加快推动农业结构调整和优化升级是经济新常态下推动农业发展方式转变、促进现代农业发展的重大战略部署。当前,我国农业发展结构存在着农业比较效益偏低、中高端农产品供给不足、农产品结构性过剩、食品安全等突出问题,应以培育壮大特色农业为引领,加快推动农业结构调整和优化升级。洛阳市培育特色农业以依托资源、面向市场、立足优势产业、瞄准增收、合作共赢、产业融合、种养结合等为突破点的经验模式值得借鉴。在以特色农业引领农业结构优化升级的过程中应因地制宜,突出特色,选准主导产业;形成规模,创建品牌,培育竞争优势;构建特色农业产业链,提升农业效益;尊重农民意愿,发挥市场的主导作用和政府的引导作用。
