我国能源发展战略研究

介绍了我国能源资源状况和开发利用程度及其与世界发展水平的对比,分析了我国在能源问题上存在的“三大”、“三少”矛盾。依据能源生产的全球化进程和消费的天然气化趋势,分析了调整和改善我国能源结构、实现能源替代的必要性和可行性。综合众多专家的观点认为,我国必须实行品种优质化、多元化的用能发展战略。研究了实行这一战略的资源和技术保证条件。提出:我国应充分发挥水能资源优势,提高水电比重;开发西部天然气资源,扩大天然气消费份额;利用国外油气资源,降低煤炭消费比例;发展洁净煤技术,加速煤炭清洁利用;加快太阳能利用技术研究和转化,为可再生能源的战略替代作准备;建立节能型能源供应和消费体系。

REVIEW OF ENERGY RESOURCE DEVELOPMENTAL STRATEGIES IN CHINA

In this paper, Chinese energy resources, productions and utilization are compared with the world. Three main contradictions about Chinese energy are introduced in this paper, too. Based on the process that energy production globalizes step by step and the tendency of gas consuming, the possibility and necessity of Chinese energy policy change and completion are analyzed. China must build up excellent and multiple energy supply system. China must use water potential energy more to reduce coal consume ratio, develop cleaning coal method to speed the process of cleaning coal utilization and accelerate the study of solar energy utilization to prepare reborn energy utilization policy in future. China must build up the energy supply and consume system that can save energy most.
