基于生态理念的土地利用总体规划研究

针对新一轮土地利用总体规划修编工作的要求,分析贯穿土地利用总体规划的生态理念研究 要点,研究生态理念、生态规划与土地利用总体规划相结合的方法,构建土地利用总体规划 中的生态规划体系,并以土地利用总体规划的效应不导致土地生态环境的退化和不超过土地 资源的生态安全阈值为约束条件,建立基于生态理念的可持续性土地利用总体规划模型.明 确土地利用总体规划的目标、内容,设计基于生态理念的土地利用总体规划工作程序,以期在规划的理念、方法上实现创新,为新的规划提供方法借鉴.

Overall Land Use Planning Based on Ecological Conception

The overall land use planning is an important means of the state to control the use of the land resources and improve its using efficiency. This paper analyzed the problems occurred in drawing up and implementing the first and second overall land use planning,and in accordance with the thud revision of overall land use planning,put forward the main research points of ecological conception which run through the overall land use planning. The methods for integrating the ecological conception, ecological planning and the overall land use planning were discussed and the ecological planning system in the overall land use planning was established. The model of sustainable overall land use planning was built based on the ecological conception, which should be on the restriction condition that the land use planning shouldn't lead to environment retrogress of land and the effect of land use planning should not exceed ecological security limit in the land resource. It was made definite of the aim,contents and work program of the overall land use planning based on ecological conception. The study will provide a new train thought for the methods and conception in the third revision of overall land use planning.
