广州民营经济区域协调发展研究

采用1995-2004年广州各区私营经济和个体工商户资料进行分析,结果表明:(1)广州民营经济与区域经济的发展高度相关,民营经济发展缓慢的地区其区域经济相对较弱,发展迅速的地区则较强;(2)近10年来民营经济在各区间发展不均衡的状况没有得到明显改善,民营经济发展的不平衡是导致区域经济发展不协调的重要原因。为了实现民营经济的区域协调,需要对其发展实施区域调控;打破区域界限和所有制界限,在更大范围实现民营资源的配置与优化,实现产业的转移与延伸;借鉴上海青浦模式,引入循环经济思想,建立民营经济开发区,以克服中小企业规模经济与范围经济的劣势。

Regional Coordination Development of Private Economy in Guangzhou

The private economy has become an important support to the national economic development in Guangzhou,but its development in different districts of Guangzhou is not harmonious obviously.By using the statistic data from private enterprises and self-employed individual units of different districts in Guangzhou from 1995 to 2004,the regional difference is analyzed.The results show that:(1) Private economy had close relation with regional economic development in Guangzhou,the slower the private economy developed,the weaker the district economy was,and vice versa;(2) The imbalanced condition of private economic development didn't get an obvious improvement in past 10 years,and it was an important reason to cause imbalanced development of regional economy.It is suggested that for achieving coordinative development of the private economy in the districts of Guangzhou,regional regulation-measures should be implemented;the limits between the districts and between different ownership be broken to optimize the collocation of private economic resources in a larger scope and carry out industrial transfer and extension;the experience of Pu-Qing mode in Shanghai be used for reference,development zone of private economy with the ideas of circular economy theory be build up to overcome the weaknesses of scale economy and scope economy of the medium-and-small enterprises.
