摘    要:针对质检工作与地表覆盖成果甄选的8项评价指标,该文结合实际生产经验,利用德尔菲法,分别给出了各指标的得分量化标准与影响因子权重;然后,基于确立的工作量指标体系与量化标准,构建了工作量评估的数学模型;最后,利用ArcEngine组件,设计并开发了地理国情普查地表覆盖质检工作量评估系统,并基于该系统对模型的合理性和适用性进行了验证。研究结果表明:该文提出的地理国情地表覆盖成果质检的工作量评估体系及其模型,经验证满足各项评比指标,适合于当前实际生产的需要;系统具有较好的人机界面和良好的逻辑操作,提升了质检工作量评估的效率与公平性。

Abstract:According to the eight selected evaluation indicators,firstly this paper presented the score quantization standards and the weight of the factors of every indicator by using analytic hierarchy process based on the characteristics of quality inspection and land cover results;second,on account of the established workload indicator system and quantization standards,the mathematical model of the workload evaluation was built in this study;finally,a quality inspection workload evaluation system of the land cover of geographical conditions census (QIWESLCGCC) was designed and implemented with ArcEngine component technology,and the rationality and applicability of this model were verified based on this system.The results showed that the QIWESLCGCC and its model given in this paper were proved to meet the appraisal indicators and suitable for the current actual production needs the QIWESLCGCC developed in this study had good human-machine interface and good logical operation,which could improve the efficiency and fairness of the quality inspection workload evaluation.
