河南煤田地质发展与管理问题的思考

河南省煤田地质局是拥有辉煌历史的国家级地质功勋队伍,近几年来在资源贡献、生产规模、经济总量、资产增值、产业跨度、装备提升、技术创新、改革管理、基地建设、职工收益等方面作出了巨大成绩,取得了许多宝贵的经验。面对新的形势,为贯彻落实科学发展,提出了“一业为主,关联多元”，“五个转变”的新思路,即定位于煤炭地质勘探主业,发展相关联产业,着力培育新的经济增长点,努力实现向社会地质、矿井地质、多矿种地质、服务性地质工作及国际地质市场的转变。为此应首先瞄准资源地质、水文地质、工程地质、环境地质、灾害地质等领域,加强在调查与评估、设计与评价、勘查与施工、防治与监理、咨询与服务等方面的市场开拓工作。依据河南煤田地质局当前的实际情况,指出应紧紧抓住人才和知识、技术和装备、品牌和商誉、市场和效益等管理之重点,推动地质勘察单位再次实现跨越式发展。

Pondering on Coal Geological Exploration Development and Management Issues in Henan Province

The Henan Bureau of Coal Geological Exploration is a state granted ＂exploration unit of merit＂ with glorious history. In recent years, has achieved a great deal in fields of resource identifying, production scale, economic aggregate, appreciation of capital, industrial span, equipment upgrading, technical innovation, management reform, bases construction and employee income etc., many valuable experiences acquired. Bearing the mind of new situation, to carry out scientific advancement, a new idea of ＂focusing on the main field, conjunction with multiple professions＂, ＂five changes＂ put forward. That is to say, pitching on the coal exploration main field, to develop associated industries, put forth effort to cultivate new economic points of growth, make great efforts to realize changes toward domains of social geology, mining geology, multi-mineral geology and geological works on service aspects and international exploration market. For these purpose, firstly should aimed at realms of resource geological, hydrogeological, and engineering geological, environmental geological and hazard geological exploration. Strengthen market development on aspects of investigation and estimation, design and assessment, exploration and construction, control and supervision, consultant and service. Based on the bureau＇s present practical situation, should lay emphasis on talent and know how, techniques and equipment, brand and prestige, market and benefit, promote geological exploration units to realize leap forward development once more.
