对人员素质测评的几点思考

摘    要:长期以来依赖于西方国家测评量表的人员素质测评体系已逐渐显现“水土不服”的状况,表现为:移植的测评量表适用性较差;与中国传统文化相悖;测评指标可操作性较差;测评信度和效度欠佳,测评结果失真。针对目前我国人员素质测评中存在的过分迷信及极度不信任等认识上的误区,提出了在创新我国人力资源管理理论与实务的工作中,应开发和编制适合中国国情的测评量表,建立科学合理的测评指标体系,重视测评信度和效度指标的调整,加强人员素质测评技能训练,提高人员素质测评技术水平。

Abstract:The personnel quality surveying system derived from measuring indicators of western countries origin has manifested its disaccustoming essence, appears as: poor applicability of transplanted measuring indicators; contrary to traditional culture; poor maneuverability of the indicators; reliability and validity not good enough; distortion of surveying results. In allusion to misunderstanding of a bit thick fetish and extreme distrust in our personnel quality surveying, and human resource management theoretical and actual practices status quo, have to develop and work out measuring indicators adaptable to the condition of our country, establish a scientific and reasonable surveying index system, think much of surveying reliability and validity indices adjustment, strengthen personnel quality surveying skill training and improve personnel quality surveying technical levels.
