| Abstract: | Because of public nature of marine natural resources, when man exploits them, negative externalities often arise. Therefore, we ought to strengthen the Cost Benefit Analysis (CBA) when we evaluate the exploitive projects of ocean. This paper discusses the necessity, discernment of cost and benefit, and the evaluation targets design of CBA when we evaluate the exploitive projects of ocean. |
