| Abstract: | Continuous contacts between academic research, local politicians and administrative experts have existed since the 1950s in the field of social work. Battles of mastery over knowledge have taken place. The original autonomy of academic research has been replaced by alliances between researchers and either techno-administrative experts or municipal politicians. |
