| 摘 要： | 文章基于我国2006—2016年10年间区域用海规划的批复和实施情况,运用数据整理法和图表法,发现区域用海规划数量及规模的变化情况在年际变化、空间分布和用海类型等方面均有明显特点。在此基础上,从社会经济、国家政策、海洋资源禀赋条件等方面对区域用海规划实施主要驱动机制进行剖析。研究结果显示,区域用海规划的实施受国家政策法规的引导作用最为显著,其次与社会经济发展水平也有显著的正相关,而海洋资源禀赋条件的驱动作用较弱。

| Abstract: | Based on the approval and implementation of Regional Planning of Sea Area Use in China from 2006 to 2016,by data collation and chart method,three obvious characteristics were found on the changes in the number and scale of Regional Planning of Sea Area Use in China: annual change,spatial distribution and sea use type.Based on this,the research focused on policy and regulations,socio economic status and the conditions of marine resources in order to analyze the driving mechanisms.The results showed that the development of Regional Planning of Sea Area Use was guided remarkably by the state policies and regulations while marine resources played a weak role,and it showed a significant positive correlation with the level of socio economic development. |
