This article introduces the combination of developing underground spaces and construction civil air derense in USA with the help of visiting American underground spaces.We can se the following meacures are adopted.First,subways are built coupled with city coustruction.Second,tunnels under water are built bascd on the preparation for the wars.Next,underground spaces are developed in peace or war times.The above ways can be used as references for developing our underground spaces.
