中国矿业国际合作发展历程和现状分析北大核心CSCD

面对百年未有之大变局的复杂国际形势和我国步入高质量发展新阶段对矿产资源的强劲需求形势,重塑我国矿业国际合作竞争新优势是保障我国矿产资源安全的必然选择。本文选取了22个战略性金属矿产,对我国矿业国际合作特征和境外资源分布情况进行了分析,将我国矿业国际合作的发展历程分为探索起步期(2004年以前)、快速增长期(2004~2013年)和转型发展期(2014年至今)。目前,我国矿业国际合作已经实现了规模化发展,以非洲为投资重点地区,多个矿种在全球矿业格局中已占有一席之地,但还存在投资结构可持续性不强、矿业公司竞争力不足等诸多问题。建议加强中国矿业现代化治理能力建设,将国际矿业合作纳入国家总体安全战略统筹规划,并开辟“一带一路”沿线国家资源供应地,重视战略性新兴矿产资源全球提前布局,以实现我国矿产资源安全保障。

The History and Current Situation of China' s Mining International Cooperation

Now China is facing a complex international situation with the major changes unseen in a century, and the strong demand for mineral resources in a new stage of high-quality development. So reshaping the new competitive advantages of mining international cooperation is an inevitable choice to ensure the security of China''s energy and resources. This paper selects 22 strategic metal minerals to analyze the characteristics of China''s mining international cooperation and the situation of controlling overseas resources. The development process of China''s mining international cooperation is divided into the initial exploration period (before 2004), rapid growth period (2004-2013) and the transformation development period (2014 to now). At present, China''s mining international cooperation has achieved large-scale development with Africa as the core, and a lot of minerals have taken a place in the global mining investment pattern. There are, however, many problems such as the weak sustainability of investment structure and the lack of competitiveness of mining companies. It is suggested to strengthen the construction of China''s mining modernization governance capacity, bring international mining cooperation into the overall national security strategy planning, open up resource supply areas for countries along the "Belt and Road", and pay attention to the global distribution of strategic emerging mineral resources in advance, so as to ensure the security of China''s energy and resource
