当前波谲云诡的国际形势下,战略(关键)矿产已成为各国贸易争端焦点。我国已将“资源安全”纳入16个国家安全之中。本文在系统梳理全球主要经济体战略(关键)矿产资源策略的基础上,针对我国战略矿产资源供应链产业链存在的四大堵点和难点,提出了四个方面建议:①顶层设计、整合资源,推动国有地勘单位深度改革,着力建设具有国际竞争力的中央所属国有地质勘查企业集团,履行央企职责,承担极端条件下战略矿产资源安全保障特殊功能;②战略布局,高起点,着力打造战略矿产资源安全保障产业链链长,全面协调打通供应链产业链的堵点和难点;③部委协同,系统梳理,着力推动战略矿产资源安全保障法治体系建设;④生态先行,资源环境并重,着力推动生态保护与资源安全“双轮驱动”。

Thinking on several problems of China's strategic mineral resources security guarantee

Under the present dramatically changing international situation, strategic (key) minerals have become the focus of trade disputes among countries. China has incorporated "resource security" into 16 national securities. This work systematically analyzed the strategic (key) mineral resources strategies of major economies in the world. In view of the four major blocking points and difficulties existing in the industrial chain of China's strategic mineral resources supply chain, four suggestions were put up: (1) Top-level design, resource integration, and promotion of in-depth reform of state-owned geological exploration units, striving to build a state-owned geological exploration enterprise group with international competitiveness, fulfilling the responsibilities of central enterprises, and undertaking the special function of ensuring the safety of strategic mineral resources under extreme conditions; (2) Strategic layout with a high starting point, striving to build a long industrial chain of strategic mineral resources security, and comprehensively coordinating to open up the blocking points and difficulties of the industrial chain of the supply chain;(3) Coordination of ministries and commissions, exerting to promote the construction of the legal system for the security of strategic mineral resources; (4) Giving priority to ecology, paying equal attention to resources and environment, striving to promote the "two wheel drive" of ecological protection and resource security. © 2022 Editorial Board of Geology and Exploration.
