| 摘 要： | 莱芜市通过完善政策体系,加快确权登记,划定入市条件等方式,先后开展增减挂钩、宅基地跨村安置、土地资本化等工作,培育和规范农村集体建设用地流转市场。结合莱芜市的探索实践,分析了集体土地流转的必要性和紧迫性,对实践中遇到的问题进行研讨,并提出了相关建议,为推进莱芜市农村集体建设用地流转提供参考。
