河南省耕地短缺与城市化建设

河南省耕地严重短缺，人均占有耕地面积持续下降，针对这一现象，文章提出既要保护耕地，又要鼓励城镇发展，坚持大中小城市协调发展的城市化道路。以郑州首位型城市为核心，中原城市群为突破口，坚持可持续发展的方针、政策，实现耕地保护与城市化的协调发展。

Cultivated Land Shortage and Urbanization in Henan Province

Cultivated land is very short in Henan province. In fact, cultivated land per capita in Henan has been decreasing for many years. With respeet to this phenomina, my policy advices are that we should protect cultivated land in encouraging urbanization; We should concern the consistency between the development of big city and the development of small city. By the development of the city group with Zhengzhou as central city, we can realize the consistency between the protection of cultivated land and urbanization. This just is a maintainable strategy of development.
