城郊型基本农田保护规划的实践与探索--以洛阳市郊区为例

文章以洛阳市郊区为例，分析总结了城市郊区基本农田保护规划工作中应确立的思路、遵循的原则、需注意的问题以及规划实施绩效。作者认为，只有切合实际，科学性地编制规划，才能增强其规划在实际工作中的可操作性，从而达到既保护耕地又协调城市经济发展之目的。

The Practice and Exploration on the Protection Program of Suburban Farmland--A Case of the Suburbs of Luoyang City

Taking the suburbs of Luoyang city as an example, this paper analyse and sums up the thought that should be established, the principles that should be followed, the problems that should be paid attention to, and achievement and effect in the program of suburban farmland. It also expounds and proves, only when we scientifically draw up the programs according to actual circumstances, we can heighten its operability in actual jobs ,and achieve the goal of not only protecting farmland but also coordinating economic development of city.
