Abstract: | Galaxies may have formed by fragmentation in a collapsing cloud of very large mass. The most massive galaxies were formed from fragments which were nearly but not quite opaque: the least massive galaxies were formed from fragments about as large as the Jeans mass. If the maximum mass of galaxies is 1013

, then the minimum mass should be 106
