| 摘 要： | 分析有关资料,结合笔者参加标准研制工作经历,讨论了地理空间信息标准涉及行业多、学科广的特征及其带来的要求和问题。比较了ISO/IEC技术工作程序和国内地理空间信息标准在标准研制过程中提案和立项过程、研制时间、意见征集、合作与联络等方面的异同,指出了存在的问题,针对问题提出了加强标准提案和立项的论证工作,要求提案中提供“合作与联络”信息,扩大征求意见范围,延长征求意见时间,调动多方专家参与的积极性,制定地理信息标准化管理办法等方面的建议。

| Abstract: | The paper discusses the character of geospatial information standard. It analyzes the similarities and differences between ISO/IEC Directives Part 1 Procedures for the technical work and development of geospatial information standard of China on preliminary stage, target dates, enquiry stage, cooperation and liaison. It suggests strengthening justification of proposals for the establishment of standards, building up cooperation and liaison, extending to seek the idea time and range, and enacting procedures for the technical work of geospatial information standardization. |
